Questions and Answers

1.) Question:

Please let us know if it is acceptable to substitute a commercial grade insulated concrete form for the CMU on this project. ICF will eliminate the block masons, much of the structural steel and the insulation subcontractor for the exterior walls on the office portion of the warehouse.

ICFs are permanent forms for building energy efficient concrete buildings. After the concrete cures, the form stays in place and serves as thermal and acoustic insulation. You get a structural wall, fully insulated and ready for interior and exterior finishes all in one fast step for $11 to $15 per sqft. Big Block™ is used for multi-family, hotels, offices, barracks, dormitories, theatres, schools – even firing ranges, airplane hangars and specialized training facilities.

Answer:

23.) Question:

a. SF 1442 Block 13 asks for an original and four copies but on Page 5 of 145, it calls for an original and three copies. Can you please clarify what needs to be submitted?

b. Page 7 of 145, 4.4 Tab E asks for Corporate Experience and Past Performance. Yet, when you look at the forms on pages 13 and 15 of 145, Corporate Experience is referred to as Tab E and Past Performance is referred to as Tab F. Which one is correct?

c. Page 9 of 145 makes mention of Contractor Team Arrangements (5.1.1) under Corporate Experience but on Page 7 of 145, there is specific direction as to the page count – 18 pages – along with how each page is broken down. Where does the Contractor Team Arrangements go? Do the included agreements impact the page count?

d. Page 8 of 145, Tab G states that the page count for Key Personnel is 10 pages – Two pages per each listed Key Personnel. When you turn to page 10 of 145, 5.2.1 Submission Requirements, it states that the Offeror has to submit resumes for the following Key Personnel and lists eight key personnel, which would make the page total 16 pages. Can you please clarify?

e. Page 10 of 145, 5.3.1 under Submission Requirements, three of the Key Personnel positions are Senior Electrical Engineer, Senior Mechanical Engineer and Senior Civil Engineer. On page 11, there are degree specifications for these individuals. As this is a plans and specifications construction project, what role are the engineers expected to play on this project?

Answer:

a. We will need for you to submit a total of 4(four) sets of Volume II (Original and three copies).

b. Tab E is the correct tab for Corporate Experience & Past Performance. Both Forms on pages 13 and 15, Corporate Experience and Past Performance should be part of TAB E.

c. Offeror’s are to integrate their teaming arrangements into the Corporate Relevant Experience Form and to be mindful of Part 2 (pg. 5 of 145) of Section 00113. If further explanation of teaming arrangements is needed, they can be incorporated into pgs. 2 & 3 of the 3-page allotment for Corporate Relevant Experience IAW Part 4.4 of Section 00113.

We will accept additional pages under the corporate experience ONLY under the condition that it relates to a recognized SBA Joint Ventures, Mentor-Protégé & teaming arrangements.

d & e. We will issue an addendum to Section 00113 of the solicitation package, removing Senior Electrical Engineer, Senior Mechanical Engineer and Senior Civil Engineer from the key personnel.

Offeror’s are to submit a maximum of two pages per identified Key Personnel in Part 5.3.1 in Section 00113. As such, a total of 10-pages will be allowed.

24.) Question:

This is a four-part inquiry.

First, please find attached our formal request for your consideration of Hope’s Security Windows as an approved manufacturer of the detention windows required for this project. Hope’s is the leading manufacturer of detention windows in the United States. Their manufacturing facility and corporate office is located in Jamestown, NY.

In addition to our formal request form you will also find technical data specific to the window type were are requesting your approval.

Second, Section 08 56 63, Part 2 Products, 2.1.3 Tool Resisting Steel Bars requires Grade 2 Composite T.R. Steel bar in accordance with ASTM A627. Based on the selection charts outlined in the ASTM A627-

03 guidelines, a Grade 1 or Grade 2 composite bar is only required in areas of no observation. An example of an application in which there is no observation would be something like a drainage sewer or vent located in a plumbing chase. A Grade 2 bar is typically not require on a detention window application and will drastically increase the cost of the specified windows and are not necessary for this application.

Please review and advise if Grade 3 detention bars will be acceptable.

Third, Section 08 56 63, Part 2 Products, 2.1.1 Stainless Steel. Stainless steel systems are primarily specified for the perceived lower maintenance at exterior applications. Since the exterior is specified to be aluminum, Hope’s recommends the interior frames be changed to factory pre-finished steel. This change would reduce cost by +\- 20% and provide equal value and security to the owner.

Please verify if a factory pre-finished interior steel frame is acceptable, provided all quality assurance criteria are met.

Finally, reference drawing A610, details 4 and 5, SHU Security Window details. The drawings indicate an insulated glazing unit on the exterior of the window, plus another glazing piece located on the interior side of the window. The interior piece requirement is an unusual request for a detention window in that the integral window bars provide the security element, while the exterior glazing offers the insulation factor. The addition of this glazing unit results in added costs for both the additional glass and window fabrication, as well as a maintenance factor.

Answer:

1. Product is Not Equivalent, thus not an acceptable substitution.

2. Grade 3 bars are acceptable.

3. Pre-Finished Steel is Not an Acceptable substitution.

4. There is not a question in the last statement, nothing to respond to.

25.) Question:

I am writing to ask how the quality control and quality assurance will be handled on the project. This would include special inspections and testing of construction materials and work. Normally the contract for these services is with the owner.

Quality control and quality assurance measures are addressed in the solicitation.

26.) Question:

I am a supplier of emergency generators and represent the Generac Generator Line.

Briefly looking through the specification Section 263213, I noticed that the Generator Engine shall operate at 1800 RPM.

I am looking to see if 2300 RPM for the engine speed can be added to the Specification.

This application of running the Engines at higher RPM has been common practice for us for many years and has been accepted widely the New York State Engineering community. We do have many examples of these system in the field if you wish for reference. Also, the increased RPM engines are being produced by another major generator manufacturer that may be looking at this project.

Answer:

We recommend staying with the specified 1800 RPM generator.

(note: From what we understand about the 2300 rpm units, they still drive a 1800 rpm generator through a gear drive unit, which is an additional component to maintain, and possibly fail).

27.) Question:

Our company, U&S Services, has a Building Automation system that covers most of the Federal Detention Center in Batavia, NY.

I notice a project out to bid for the facility but the documents do not include a 230923 DDC Controls section that covers work for Building Automation even though there is a substantial DDC Commissioning specification spec that leads me to believe there is some control work required.

We would be happy to help in any way we can, Please let me know what the status is for the specifications.

Controls are covered on sheet M-701.

28.) Question:

Will the Government consider allowing the offeror to provide past performance surveys obtained for other solicitations? With the number of solicitations currently out, continually requesting new ones – and in this case the need to have them returned in a sealed envelope, rather than e-mailing or faxing them back – creates quite a burden upon our clients.

Please consider allowing the offeror to provide past performance surveys obtained for other solicitations.

Answer:

Contractors may use past performance surveys from other solicitations. As such, past performance surveys don’t have to be sealed.

31.) Question:

For the above referenced project, we would like to view the outdoor area where the warehouse is going to go. It is outside the perimeter fence but within the no trespassing area. We were told that we needed to set-up an escort in order to do this. Who is the correct person to speak to about this?

Bidders may observe the site from outside the secured area from the public road at their leisure. If bidders plan to observe the site from the road, they should inform the gate guard what they are doing and how long they will be here. Bidders can park on the road and observe from there. If bidders need to come onto the property, then they must submit a formal request to the USACE with names of all the visitors, the company and time and date at least three days in advance of the site visit. This information will be forwarded to the BFDF for approval. Bidders shall not visit the site until they have been formally approved. Once approved the visitors must report to the gate guard and a pass will be issued. Proper identification will be required to gain entry to grounds.

• Q9. Regarding Structural Steel Specification 1.4, 05-12-00, pg 4 calling for Fabricators to be AISC Certified. Several of the AISC Certified fabricators we have talked to are not interested in bidding due to the fact that there is only a minor amount of structural steel in the design. The light iron and misc steel fabricators in the area that are not AISC have declined our request to bid due to the certification requirements. Will requirement for AISC certification be waived due to the fact that there is essentially no structural steel construction involved?

• Answer: HDR will allow a waiver of the AISC requirement if fabricators show a 10-year record of successful work and Contracting Officer concurs.

• Q10. On Drawing C-122 referring to the notation ”SECURE PERIMETER FENCE; MATCH EXISTING” ; we are assuming all the fencing is relocated fence shown on Sheet C-112 . Please confirm New fence posts, hanger arms, barbed wire/ribbon, hardware, etc. will be required – match existing in size, thickness, gauge, shape, color, finish, and material. Reuse/relocate existing fence mesh/fabric which was removed during demolition. The following question was referred by a potential subcontractor: 12. After reviewing the project there appear to be conflicts on the roof and wall panel system we should be supplying.

The walls appear to be insulated panels with a minimum of 24 gage interior and exterior panels (13 34 19, section 2.4.1). However, the next section (13 34 19, section 2.4.2) it mentions 22 gage minimum and same width roof and wall panels. We would interpret that section as being for a single skin panel vs. an insulated panel. As for the roof, in 2 different sections (07 41 13, section

1.10 and 07 41 13, section 2.1.1) the requirement is 18 gage (very thick roof panel!).

However, the aforementioned section (13 34 19, section 2.4.2) indicates that roof and walls should be 22 gage. Please clarify what we are to bid. As an aside not many (if any) metal roof suppliers can roll form 18 gage material. On government work we have historically provided 24 gage or 22 gage material. Please advise.

• Answer: Wall Panels response: Interpretation of wall panels is incorrect. Drawings clearly indicate that wall panels are insulated units as shown in throughout the wall sections and details. Requirements for insulated wall panels are indicated in 13 34 19-2.4.1.

Roof system for metal building is detailed in drawing 6/A-523 as a composite system with integral insulation. Section 13 34 19 article 2.8.3 identifies section 07 21 13 for insulation. At Section 07 41 13 for metal roof panels, revise the sheet steel gage at paragraph 1.10 and sheet steel panel gage at paragraph 2.1.1 to 22 Ga.

41.) Question:

We respectfully submit the following discrepancies we have found. We are aware of the General Notes on the EY drawings.
