About this file
This document is a Questions and Answers file for a federal contract opportunity involving calibration services for two Torque Strain Gauge Kits. The kits are manufactured by Allied Signal (Honeywell), specifically model LTCT13527, with associated components including a Strain Gauged Shaft Kit (LTCT13578) and Strain Indicator (LTCT990). The calibration requirements specify using a calibration standard like an Ormond Test Stand, with load system calibration from 0 to 2000 ft-lbs on a 120-day cycle.
The solicitation is issued by the Department of the Army Materiel Command Contracting Command at Redstone Arsenal, with solicitation number W912NW-26-Q-A002. Key logistics include the government shipping the kits to the contractor's site, with the contractor responsible for return shipping and tracking. The government will not approve additional funds for repairs, and contractors must be able to obtain OEM calibration procedures. Serial numbers will not be provided until contract award, and sample pictures of the kit have been included as an attachment to help potential bidders understand the equipment configuration.

QUESTIONS AND ANSWERS TORQUE STRAIN GAUGE
1. The manufacturer(s) and model number(s) of the torque strain gauge kits to be shipped to the contractor’s facility for calibration and repair.
Answer: As per PWS Paragraph 5.1, the information is listed as follows:
· OEM – Allied Signal (Honeywell)
· Model – LTCT13527
· Strain Gauged Shaft Kit (LTCT13578)
· Strain Indicator (LTCT990)
2. The quantity of each model, if multiple types are involved.
Answer: As per PWS Paragraph 5.1, the quantity is 2 each of the Kits.
3. Is this a torque calibration for a typical sensor (i.e shaft-based)?
Answer: As per PWS Paragaph 5.1 – “. The Shaft is validated using a calibration standard such as an Ormond Test Stand or equivalent and its instrumentation. The load system is calibrated from 0 to 2000 ft-lbs.”
4. What is the full-scale torque level of the sensor?
Answer: Please refer to 2nd sentence of response to Question #3 (0-2000 ft-lbs).
5. Could you please provide photographs of the kits that require calibration and potential repair? Having a visual reference will help our team confirm the scope and ensure our proposed approach aligns with the equipment configuration.
Answer: PWS Edited to include “Attachment 4 – Sample Pictures of Kit (Serial Number will vary between the 2 kits).” Attachment 4 has been sent as an additional attachment to this email.
6. To provide accurate and compliant pricing, we kindly request the following information:
a) Manufacturer and model number of each kit.
Answer: Please refer to answer to Q1.
b) Serial numbers for both units.
Answer: Serial Numbers will not be provided until contract award.
c) Any available past calibration certificates or data sheets.
Answer: Will not be provided.
d) OEM calibration procedures or tolerance requirements.
Answer: The contractor must be able to obtain the OEM calibration procedures. This used to be a sole source for this reason, however the government has found at least 2 different entities that have access to the OEM tech data and can provide the services required and as such the contract should be competitively bid.
7. Whether minor adjustments or repairs are authorized under CLIN 0001.
Answer: The Government will not approve for any additional funds for repairs.
8. Shipping and handling instructions (on-site or off-site calibration).
Answer: As stated in PWS Paragraph 5.1.1 The Government shall ship to the contractor’s site. The Contractor shall ship back with tracking information at the contractor’s expense.
9. Could you please provide the measurement details of the two AlliedSignal LTCT13527 Torque Meter Strain Gauge Kits so we can determine which calibration bench/equipment is appropriate?
Answer: As stated in PWS Paragraph 5.1, “The Shaft is validated using a calibration standard such as an Ormond Test Stand or equivalent and its instrumentation. The load system is calibrated from 0 to 2000 ft-lbs. and should be calibrated on a 120-day cycle to insure system accuracy.”
