About this file

This document contains questions and answers regarding solicitation number W912NW23R0009 for furnishing and installing cleaning lines, wastewater minimization, pressure washing, and reverse osmosis/de-ionized water systems. The solicitation involves installing new systems at Building 1700.2 and 1700.3 at Redstone Arsenal to provide additional capacity alongside existing systems. Clarification was provided that the reverse osmosis/de-ionized water system and associated supply and return loops will be located in the utility room of Building 1700.2 and extended into Building 1700.3 to service new equipment drops identified in the statement of work. The submission due date was extended to September 5, 2023 to allow additional planning with suppliers due to changes in supply chains. Additional contract line items or subline items based on verifiable milestones may be added.

W912NW23R0009 Quesons and Answers

The solicitaon menons a site visit but no date was menoned. Is there a site visit currently scheduled? If so, when? Yes an Amendment was put out with the date of the site visit on August 21, 2023

2.4.1. “The Contractor shall install a reverse osmosis/de-ionized (RO/DI) Water System. The Contractor shall provide plumbing from the RO/DI water systems in the ulity room to provide drops for equipment as listed in this document. The Contractor shall provide a suitable connecon between the drop and the machine tank. The Contractor shall provide a manual valve before this connecon point at an appropriate height. The plumbing and valve material shall be suitable for DI/RO water systems.” Is the new RO/DI system to be located in the ulity room of building 1700.2? Yes.

2.4.2. “The Contractor shall e into exisng B1700.2 DI Supply and Return lines. The Contractor shall use manual valves at the connecon of the RO/DI system to the building supply and return lines as well as between building lines.” Is the new RO/DI system intended to replace the exisng RO/DI System or operate alongside of exisng system to provide addional capacity to what is already there? Operate along side.

If the new system is intended to replace the existing system, are there any requirements for the contractor to demo/remove the existing system? Do not remove the old system.

If there is a requirement to demo/remove the existing system is the contractor required to palatize and/or move it, or will the government take possession as is where is upon removal? Do not remove the old system.

Does the contractor need to provide a new holding tank, or can the existing holding tank be reused? SOW 2.4.4.3, 5th Bullet: “Feeds 2 qty 1500 gallon storage poly tank: High and low level sending units, internal circulating system, tanks to be tied together to create one 3000 gallon storage, Contractor may use existing 1500 gallon poly tank currently on site.”

Finally, we interpret this requirement to mean the governments wants the supply and return loop extended from building 1700.2 into building 1700.3 with the new machine drops tapped into the new section of the supply loop. Is this correct, or does the government want the individual machine drops to tap directly into the existing 1700.2 supply line? If the requirement is to extend the 1700.2 supply and return loop into 1700.3 is the new section of the loop intended to solely supply the equipment identified in this SOW, or should provisions be made for future expansion into other areas of building 1700.3? Supply and return loop in 1700.3 is required, it will branch off from the existing 1700.2 loop and be similar in shape. Verbiage is being drawn up to be more specific and soon will be reflected in SOW.

Under the specific instructions for submission of Part II Technical Proposal in paragraph (a) says, “The offeror shall submit an executive summary, no more than 30 pages in length, describing in enough detail how it will meet requirements of the SOW. A limit of 6 pages per the 5 sections that makes 30 pages total. Sections to be addressed 2.1, 2.2, 2.3, 2.4, and 2.5.” However, the Statement of Work does not include a section 2.5. Is there something specific the government

W912NW23R0009 Quesons and Answers would like respondents to address in our technical proposals other than sections 2.1. Immersion Cleaning System, 2.2. Pressure Washing Systems, 2.3. Wastewater Minimization System, and

2.4. Reverse Osmosis/De‐Ionized (RO/DI) water system? There is not a 2.5 it was a typo and it is still a 30 limit.

Can you please provide us with the Past Performance Questionnaire Attachment that is mentioned in the above Solicitation. The SOW does not have the questions on it but refers to a separate attachment. It is not provided on the Sam.gov site either. it is on page 23 of the solicitation.

Building Drawings:

We want to assess building dimensions to identify the lengths and heights of the required plumbing, installation requirements, etc. We didn't identify any drawing or architectural design that provides this information or proximity to such information. We request to obtain this information for provisional planning and to understand a more accurate order of magnitude to consider it in our pricing consideration. Will pe provided on SAM.gov

Submission Due Date:

The solicitation entails many unique and dedicated amenities and sub-features the customer requires. We are working with our suppliers and subcontractors, and some of the items require additional planning due to changes in the supply chain of our fabricators. Some of the requirements require additional planning with the suppliers of our subcontractors.

To address these recent supply chain changes, substitute planning, budgeting, and design, we ask the contracting office to postpone the submission due date to September 11, 2023. We will be Mod the solicitation to extend the closing date to September 5, 2023.

Would the government consider adding FAR 52.232-29 terms for financing of purchases of commercial products and commercial services and / or FAR 52.232-30 installment payments for commercial products and commercial services to the contract? NO
