Question 16a.SOW paragraph 2.1.5 HVAC, Filtration and Exhaust: The Enclosure shall have its own HVAC system and source of general filtration. For cost savings, the system shall use adaptive ventilation technology that changes flow based on use. The exhaust and make-up air will be supplied via 2 48”x48” roof penetrations on the building 1700.3 roof. Please advise the building 1700.3 roof load design? Optimal positioning of the AMU is on the building roof, so we wish to confirm there is sufficient design load to support the AMU.
Answer 16a. No equipment will be allowed on the roof of 1700.3. Acceptable locations for supporting equipment include on top of enclosure and directly to the west of the enclosure mechanical room as indicated in the drawing. See also updated SOW 3.14 which now reads, SOW paragraph“3.14.Exhaust Fans: All exhaust and make-up blowers and equipment shall be mounted within the building, not on the roof and adhere to all applicable regulations such as UFC 3-410-04 (Industrial Ventilation), OSHA 29 CFR 1910.94, (Ventilation), and OSHA 40 CFR 53.463 (Air Program) The capacity of the exhaust fans shall be rated for a smooth and balanced air flow from the machine exhaust to outside air. The Contractor shall provide calculations for each exhaust fan in the installed machines’ product drawings.”
Question16b. Please confirm it is acceptable to allow the AMU to feed air supply into the building and allow the enclosure to pull air from the building? Having the MAU feed air directly into the Enclosure creates design challenges for maintaining pressure gradient within the Enclosure creating a risk for the Enclosure to be under positive pressure. Having the Enclosure pull air from the building eliminates this risk. The AMU would still be tied to the Enclosure operations and only operate for replacement of the air volume being exhausted by the Enclosure.
Answer 16b. Makeup air is to be drawn from supplied roof penetration (SOW, 2.1.5, 2.1.5.1.4, 2.2.7.2).
Enclosure is to maintain a negative air pressure relative to the building. (SOW 2.2.7.3)
Question 17. SOW paragraph 2.1.6.6. The monitoring system will consist of at least 4 sensors in the general area of the enclosure and 1 inside the walk-in media blast booth and 2 in the dust collection mechanical room. It shall control the ventilation system, causing the system to operate efficiently. Please confirm the number of monitoring systems being requested is Qty 7?
Statement 1 -The equipment being considered for this requirement has one hazardous material analysis system per building sensor (i.e. probe). Each analysis system collects air from a single probe, analyzes the air sample, and directs the system ventilation based on the results of the single probe. Each analysis system does not allow for multiple probes. Therefore, in support of cost reduction we would recommend minimizing the number of probes (analysis systems) to only those necessary. It is suggested to have one probe in any area that has a high probability of generating hazardous dust under normal operations.
Answer 17. Number of sensors required by different systems may come into play. The quantity of sensors has been removed. SOW updated to: “2.1.6.6. The monitoring system will consist of enough sensors in the enclosure, the walk-in media blast booth and dust collection mechanical room to detect the presence of harmful levels of Cadmium and Chrome. It shall control the ventilation system, causing the system to operate efficiently.”
Question 18. Statement – The ability to expand the detection for other materials would require modification of the analysis system as opposed to changing of the “sensor heads” (i.e. probes). The system proposed will be capable of detecting Cadmium and Total Chrome.
Answer 18. SOW paragraph changed to clarify intent. Now reads: “2.1.6.2. Future capability to change the target monitored containments to detect beryllium, manganese, lead or thorium due to change in workload. The contractor shall only be required to provide capability for detecting cadmium and chromates for this contract.”
Question 19. SOW paragraph 2.2.2.5 - Parts to be lifted? If so size and weight of the biggest part? type of lifting device?
Answer 19. Max weight approximately 150 lbs, Max Dimensions 72” x 30” x 20” (LxWxH). Average parts considerable lighter and smaller. SOW Updated to reflect given dimensions: “2.2.2.5. Blast Booth shall have provisions for hanging parts to be blasted, as well as a means to lift parts weighing up to 150 lbs with maximum dimensions up to 72 inches onto said hangers.”
Question 20. SOW paragraph 3.7.1 – Is Government providing chilled water for make-up air for enclosure?
Answer 20. Yes. A 2” chilled water supply and return is in the area, should the project require more, the contractor can tap and route and supply and return line from the chilled water main at the southern end of the building in the mezzanine.
Question 21. SOW paragrap3.15 – Are there floor drainpipe located in the area of sink need to be drained in an industrial waste drain due to presence of hexavalent chrome?
Answer 21. Floor drains are required for emergency eye wash/safety showers and handwash sinks and are supplied by the building. All floor drains flow to industrial waste for water treatment and are independent of sanitary connections.
Question 22. What kind of media does the end user intend to use on Blast booth and all blast cabinets?
Answer 22. Plastic Media is currently intended for the blast booth and 5 of the blast cabinets. Currently the final cabinet is planned to use glass bead.
Note: In answering these questions, it was noticed that the PLC control system requirement was omitted from the original. Added back in via section 2.2.9 which reads:
SOW paragraph “2.2.9 Walk-In Media Blast booth shall be controlled via a PLC control system.
2.2.9.1. PLC control system shall consist of at least a 15” touchscreen control panel capable of controlling the following functions:
• Dust Collection Blower on and off
