QUESTIONS AND ANSWERS – W912NW-18-T-0010

1. Reference SOW Para C.4.1. The Government is requiring the use of Government-Furnished Equipment (GFE) for parts; however, the contractor shall warranty the entire console for 12 months after installation and acceptance.

a. If, in fact, the offeror is to warrant the entire console for 12 months, please provide a detailed list of equipment that is included in the older existing T55 console, the newer existing T55 console, the new electrical throttle, and the new Foxboro console; the date it was purchased; its current working condition; and the manufacturer's warranty terms and conditions.

Answer- Information is not known the contractor is responsible for evaluating the parts and assessing if they are in good working order. If the vendor is not confident in the hardware he is able to replace it at his cost.

The donor console came from another Government facility that stop testing the T55 engine. The console appears new and the Government representative said it was only used to run about 5 engines after installation. The age of the donor equipment is not known the condition appears to be in very good shape but that is there expertise to know how to evaluate and make a decision. The Government will offer a pre-award site visit if requested before 2:30 PM Central, 4 January 2018.

Answer – The wiring diagrams are not available. The specifications require the contractor to use reverse engineering on the donor consoles. The contractor will be given an 8 hour day to perform an investigation on a CCAD know good T55 test cell to learn anything in addition to all the GFE being supplied to the contractor.

c. Please provide the criteria for the existing console. "The finished console shall be required to meet all the same criteria as the existing console."

Answer – The specifications call out to perform an Army Depot Maintenance Work Requirement (DMWR) test run on an engine using the old console then remove the old console and install the new console. The same engine and same test will be performed and the test results will need to be within 2% of the earlier test run.
