C.3 Government Furnished Items

This contract shall have the following items available as Government Furnished

Equipment (GFE). The items will be made available two weeks after award at CCAD. The contractor is responsible for picking the GFE up at CCAD and delivering it to their location.

Government Supplied Hardware:

1. Newer existing T55 console that is too wide to physically fit in existing engine test cell.

2. Older existing T55 console that can physically fit inside the engine test cell.

3. New electrical throttle body P/N LTCT 28980-01

4. New Foxboro console to be used to build the new T55 console and will fit in test cell 5.

C.4 Requirements

C.4.1 Scope:

The statement of work is to procure a T55 console. The Government has two used T55 consoles that are to be used for parts, see section C3. The parts are to be transferred over to a second console that shall physically fit in the same location as the current T55 console. Any parts that are shown to be worn or heavily used shall be replaced with new parts. The contractor shall warranty the entire console for 12 months after the installation and acceptance has been signed off by CCAD Equipment Engineering.

The contractor shall deliver to CCAD a T55 console and install it in engine test cell 5. The console shall connect to all existing T55 console wiring harness currently being used in the engine test cell 5. The contractor shall be responsible for validating the wiring of the new console matches the console running in test cell 5. The console shall be able to run and perform a complete DMWR test for the final Government acceptance test. The console shall interface to a T55 FADEC that reports data to an existing PC. The finished console shall be required to meet all the same criteria as the existing console. The delivered T55 console shall have three additional changes made from the current console running in engine test cell 5:

1. There shall be a panel mounted voltage meter in the new T55 console to read the

RDPS power supply. The T55 console shall have a way to switch to inject a calibration signal to allow TMDE to calibrate the additional new panel meter. The new T55 console shall have a switch (Calibration/Production) and banana plugs with the new panel meter to switch it to calibration mode and to inject a TMDE signal.

2. The operator switches shall have the indication light built into the switch itself. The switch shall be a rotary type switch that if the light burns out the switch shall show when rotated to the on or off position.

3. The contractor shall be responsible for making sure the interface connectors on the back of the new T55 console match up with existing cables in Engine test cell 5. CCAD shall make available Engine test cell 5 for the contractor to have access to the existing cables and connectors. The available time shall not exceed 8 hours to have access to the Engine test cell 5.

C.4.2 T55 Console Performance Specifications

C.4.2.1 Safety Features

Safety features shall include a mushroom red button (ESD) emergency shutdown that if pushed shall kill the engine. The ESD shall latch when pushed but can be reset by test cell operator. The ESD button shall have a terminal strip for connecting existing CCAD wires from the old ESD button. The terminal strip shall be mounted in a way CCAD personnel can gain access to the terminals and be well labeled. The contractor will initially install the wires at

CCAD prior to performing the acceptance run.

C.4.2.2 Calibration

The current console has a calibration process that is performed by TMDE (Test and

Measurement and Diagnostic Equipment) that shall be performed on the newly delivered T55 console. The T55 console must meet and pass all calibration parameters. The existing calibration procedures calls out certain hardware and locations on the console with specific labels. The new T55 console shall maintain the labels so that the current calibration procedure shall still be acceptable and can be used on the new console. If a change is required it shall be prior approved by equipment engineering and the change to the calibration procedures shall be documented and the procedure shall be revised. The current TMDE procedure shall be made available after award for verifying the labels are placed in the correct location. The contractor shall need to supply a calibration procedure for the new RDPS Primary Voltage Laurel volt meter (Reference C.4.1.1). The new procedure can be a standalone procedure if no other changes are required to the console calibration procedure. The RDPS Primary Voltage, Laurel volt meter, calibration procedure would be preferred to be integrated into the existing procedure for test cell 5 T55 console. The new procedure shall require a signature from engineering for acceptance.

C.4.2.3 Foot Print

The contractor shall supply a T55 console that shall fit in the location as the current T55 console. The electrical connectors and operator interfaces shall be approximately the same as the current one in use at CCAD. The contractor is responsible for delivering and installing the new console.

C.4.2.4 System Interface

The new console shall have the same interface and labels for engine operators and calibration personnel. The current operation and calibration manuals shall be sufficient other than changes referenced in section 2.3.2 calibration. If changes are required they shall be prior approved through equipment engineering and revised manuals shall be delivered as part of this contract and approved by equipment engineering.

C.4.2.5 System Outputs

T55 console outputs signals to the T55 FADEC which talks through a serial port to a PC.

The PC is located in the engine control room and shall be verified that is receiving the correct information through the T55 FADEC. The verification will be performed prior to console acceptance test.

C.4.2.6 System Inputs

The back of the existing T55 console has several inputs as shown in the picture below

(Pict 1). The new T55 console shall require the same connectors and functionality as currently being used in test cell 5.

(Pict 1)

C.4.2.7 Operator interface

The operators shall require the same basic layout as the existing T55 console located in engine test cell 9. The operators run T55 engines in multiple test cells and the consoles should be similar in placement of controls and indicators.

C.4.2.8 Power and electronics footprint

The new console shall connect to the same power sources as the existing console and not require additional connections to be able to perform the T55 engine test.

C.4.2.9 Maintenance

The system shall be designed to be maintained by CCAD. If any unique maintenance condition exists CCAD shall be informed of these requirements and what specifically is needed to support the system. Examples would be a COTS item that has been modified after purchased.

The modification would require drawing showing how to modify the COTS item to comply with the requirements of the console.
