STATEMENT OF WORK

PART 1

GENERAL INFORMATION

C.1.0 General Information:

This is the Corpus Christi Army Depot (CCAD) Statement of Work for the following task(s) utilizing Army Working Capital Funds FY17 contract.

C.1.1. Description/Introduction:

C1.1.1 The Contractor shall provide a fully functional 1 ton bridge crane system to maintain existing and future Aircraft rotor head programs. The Contractor shall perform the work and tasks required to design, manufacture, and ship and perform acceptance testing the bridge crane system. (The contractor will receive and physically install the bridge cranes).

C.1.2 Background:

C1.2.1 The bridge cranes are located in the Rotor Control shop has been in service for over ten years and its capacity is 1/2 ton. It is a top running/under-hung crane system. Currently, there is two-1/2 tons bridge cranes that are running on the same runway track.

C.1.3. Objectives:

C1.3.1 The objective of this effort is to increase bridge crane capacity, reliability and longevity from a ½ ton to a 1 ton bridge crane, which will significantly reduce process time and provide greater production.

C.1.4 Scope:

C1.41 This statement work is to provide a contractor information required to perform the work on installing and removing the two bridge cranes located in the Rotor Control shop- Building 8. The object of the package is to remove the two ½ ton bridge cranes and replace the bridge cranes with an two-1 ton top running single grinder/under hung patent track bridge crane system. The existing runways are going to be left in place. All the other components are to be removed and reinstall with new items.

C.1.5. General Information:

C1.5.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure work is performed in accordance with this specification. The Contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective work. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. A Quality Control Plan (QCP) shall be delivered to the Contracting Officer’s Representative (COR) within 30 days of contract award (Microsoft (MS) Word Format or PDF). After review of the QCP, the contractor will be notified of any proposed changes or acceptance of the plan by the COR.

C1.5.2 Place of Performance

The Contractor shall comply with the geographic requirements specified in this solicitation to provide the Bridge Crane System. The deployment, installation, and provisioning of the Bridge Crane System shall be at Corpus Christi Army Depot building 8-Rotor Control Shop.

C1.5.3 Type of Contract:

The Government will award a firm fixed price contract.

C1.5.4 Physical Security:

The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. Contractor shall adhere to all security requirements, “Security Requirements for All Contracts Performed at Corpus Christi Army Depot”

C1.5.5 Special Qualifications: N/A

C1.5.6 Post Award Conference/Periodic Progress Meetings:

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

C1.5.7 Contracting Officer Representative (COR):

The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

PART 2

DEFINITIONS & ACRONYMS

C.2.0 DEFINITIONS AND ACRONYMS:

C.2.1. Definitions:

C2.1.1 CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

C2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

C2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.

Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

C2.1.4 DELIVERABLE. Anything that can be physically delivered but may include non- physical things such as meeting minutes.

C2.1.5 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

C2.1.6 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

C2.1.7 SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

C2.1.8 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

C2.1.9 WORK WEEK. Is defined as Monday through Friday, unless specified otherwise.

PART 3

FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

C.3.0 FURNISHED ITEMS AND SERVICES:

C3.1 Equipment: The Government will provide contractor access to scanners, fax machines, printers, copiers, and lighting. The Government shall remove any unused utilities and prepare the installation site in accordance with the manufacturer’s recommendations. The Government will dispose of the obsolete press brakes, according, after the contractor has removed & relocated them to a final area.

C3.2 Materials: The Government will provide a lead project engineer who will be the COR and who will be the Contractor’s primary point of contact for the Government. Government will provide general equipment layouts to Contractor to define appropriate general locations of equipment after contract award. The Contractor shall review the Government provided equipment layouts to assure appropriate equipment installation and operation.

The Contractor shall generate new equipment layouts to detail any necessary changes or installation requirements.

The contractor shall provide facility or installation type drawings necessary for the installation of any equipment.

C3.3 Utilities: The Government will provide all utilities available in the facility for the Contractor’s use in the performance of this contract. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

C3.4 Facilities: The Government will provide the existing electrical/air/water service. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after each use.

PART 4

REQUIREMENTS

C.4.0 CONTRACTOR FURNISHED ITEMS / TASKS:

C.4.1.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this Statement of Work (SOW). The Contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this Statement of Work

(SOW).

C.4.1.2 Clean up: It shall be the contractor's responsibility to clean up and police the work site at the end of each working day. The contractors work site shall be left in a neat, clean, orderly and hazard free condition. When the work is completed, the work site shall be policed to remove any evidence that work had been done, i.e. no nails, paint cans, pieces of wire, boxes or other trash is to be left behind.

C.4.1.3 Cooperation: The Contractor shall cooperate fully with the Contracting Officer’s Representative (COR) to accomplish work in support of the Depot and its assigned mission. In order to fulfill the intent of the contract, the Contractor must be flexible in meeting changing requirements and priorities. The Government reserves the right to re- prioritize the work to be done under the contract in order to meet changing needs and requirements, so long as such changes are within the services to be provided by the Contractor and do not require additional cost for the services rendered.

C.4.1.4 Services: The Contractor shall provide all labor, supervision, administration, and equipment (except as specified as Government furnished) to complete the project herein the CCAD. Services shall be provided in accordance with all terms, exhibits, contained herein or incorporated by reference. Incorporation by reference shall include any and all mandatory provisions of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and Army FAR Supplement (AFARS).

C.4.1.5 Emergency Medical Service: Medical services for the Contractor's personnel shall be the responsibility of the Contractor. However, the Government shall provide, on an emergency basis, medical services for on-the-job injuries/illnesses while an employee is performing under the contract. Emergency medical service will be of a first aid nature in order to allow the Contractor to contact his own physician and transport patient to doctor's office or hospital. Contractor shall reimburse the Government for emergency medical services provided on station upon receipt of invoice from the medical facility.

C.4.1.6 Supplies: For all levels of work, the Contractor shall be responsible for buying, stocking and distributing all materials except as defined herein as government supplied.

C.4.1.7 Maintenance: All major assemblies and installed attachments shall be optimally located for immediate accessibility for maintenance, inspection, and repair utilizing common tools under both normal and emergency situations. The inspection, adjustment, repair, and replacement of components and accessories shall be accomplished with minimum requirements and minimum disturbance to other components and accessories of the system. Contractor shall furnish all special tools with crane if required to perform maintenance, repair, or removal and installation of any of the system components.

Instructions for disassembly, repair, re-assembly, and adjustment shall be clear, concise and definitive.

C.4.1.8 Unload: The contractor shall be responsible to unload all the material need to complete the job.

C.4.1.9 Removed.

C.4.1.10 Pre-Installation Meeting: The contractor shall attend a pre-installation meeting before the job is to start.

The contractor shall provide all the names of personnel that are going to need access to the facility at least one week in advance. Failure to do so may cause the individuals not to have access to the facility. All the personnel that need access are required to have a current Valid State Driver’s License or current Valid State Identification Card.

PART 5

C.5.1 GENERAL REQUIREMENTS:

C.5.2 Specific Tasks:

C.5.2.1 The contractor shall and install a new Bridge Crane system along with its corresponding electrical work.

C.5.2.2 The Contractor is fully responsible for performing the removal/installation work under this section of the project in full compliance with all local, state, federal codes. If the contractor determines that the contract documents and plans are not in compliance with the applicable codes, he/she shall inform the contracting officer prior to project start. Failure to do so shall not relieve the contractor of his/her responsibility to meet code requirement and work shall be at the contractor's expense. Applicable codes and standards shall include those published by OSHA and

EPA.

C5.2 Removal Notes:

C.5.2.1. All dust production, smoke production and noise shall be subject to real time review by the Contracting Officer’s designee and/or engineer. Work shall be shut down during critical activities by formal request from the designated authority or Contracting Officer. Work in dusty areas shall be controlled with temporary partitions.

Flame cutting shall be minimized to eliminate smoke production. Contractor to provide fire extinguishers in the immediate area.

C.5.2.2. On any work, which requires removal of building structures and finishes, it shall be the responsibility of the contractor to complete the necessary removal. Contractor shall patch and repair all building damage created by removal work. Patching shall be completed to match with the surrounding areas, or with the Contracting Officer approved patching materials.

C.5.2.3. All openings cut in masonry and plaster walls or concrete floors shall be core-drilled or sawed when possible. Contractor shall check building construction with Contracting Officer Representative (COR) before making penetrations to avoid cutting though structural beams and reinforcing. Contractor shall inform the COR or Contracting Officer if reinforcing is cut or damaged while making openings as required by the drawings and specifications. Patch and seal openings with 6000-PSI cement grout. Install decorative trim (Equipment Flanges, Framing, or Escutcheons) around openings in finished areas. Coordinate all cutting and patching with the other trades.

C.5.2.4. The contractor shall remove the entire conductor bar system on the existing bridge cranes and all the electrical components that are not needed to install the new cranes. The new top running crane shall have new conductor bar for the bridge and shall have independent festoon on the hoist and trolley.

C.5.2.5. The contractor shall remove the entire bridge cranes, except the existing runway beams. All the conductor bar for the trolley, hoists, bridge crane, electrical wiring and all the components shall be removed from the bridge crane.

C.5.2.6. The contractor shall remove and dispose of all the material that is not needed to install the two new bridge cranes. The contractor shall be responsible for removing and disposing of all trash/material from CCAD premises.

C5.3 Installation Notes:

C.5.3.1. Contractor shall coordinate all installation work with contracting officer or the Contracting Officer Representative. The contractor shall familiarize himself with the work scope of the other trades and participate in coordinating all installation efforts.

C.5.3.2. Contractor shall provide all necessary equipment required to complete the job. Any that is to be used inside the shop shall be of propane, electric, or diesel. All equipment shall have a 10-pound fire extinguisher. The contractor shall inform the Fire Marshall and obtain all necessary permits for each working day. All equipment shall have a fire extinguisher. The contractor shall notify the Navy Fire Department by phone, 361-961- 3369 to obtain necessary fire, cutting, and welding permits for each working day.

C.5.3.3. The contractor shall install two new 1 ton top running bridge crane with heavy duty hoist and trolley.

Contractor shall be responsible for assembling and install the 1-ton top running grinder and mounting the equipment to the rails. All necessary parts that are required to assemble and install the Bridge Crane shall be the contractor’s responsibility.

C.5.3.4. The contractor shall provide and install an adjustable horn and light (color amber) to the bridge cranes. The light shall operate as soon as the power is on to the crane. The horn shall sound as soon as the bridge crane is in operation. The contractor shall provide and install anti-collision devices to the cranes. The contractor shall provide and install a key control pendant on all bridge cranes located within the Rotor Control Shop. Contractor shall run all the electrical power from 480/3/60 panel. The contractor shall install independent festoon on both systems.

C.5.3.5. The contractor shall provide submittals after contract award to COR for approval before ordering the equipment.

C.5.3.6. The Contractor shall after award perform all the necessary site surveys and take all the field measurements that are necessary to insure that the upgrade and installation to all the bridge crane system is compatible with the Rotor Control Shop.

C5.4 GENERAL DESCRIPTION OF EQUIPMENT SPECIFIED:

C5.4.1 Design Stresses:

C.5.4..1.1 Single girder under running electrically operated bridge crane, complete with end trucks, bridge girder, bridge control panel, motors, inverter bridge drive to provide 2 step or infinitely variable speed, wiring, electrification, bridge collectors, and 8-button push keyed button station.

C.5.4..1.2 Materials shall be properly selected for the stresses to which they will be subjected.

Load carrying parts, except girders shall be designed so that the calculated static stress in the material, based on rated load, shall not exceed 20 percent of the published average ultimate strength of the material. This limitation of stress provides a margin of strength to allow for variations in the properties of materials and under no condition should imply authorization or protection for user to load the crane beyond capacity. Girders shall be designed in accordance with applicable codes.

C5.4.2. Bridge Structural:

C.5.4.2.1 Bolts, nuts, and washers shall conform to applicable codes. High-strength bolted connections shall conform to the requirements of applicable codes. No galvanized bolts shall be used.

C.5.4.2.2 Patented track shall be a specially rolled or fabricated section.

C.5.4.2.3 The minim hardness of the lower load carrying (tension) flange of patented track shall be 195 brinell.

C.5.4.2.4 Track shall be designed to limit deflection under rated load to no more then 1/450 of the crane span or unsupported length of 1 1/4 , whichever is less. Impact need not be included in calculating deflections.

C.5.4.2.5 Web type of other suitable couplings (splices) shall be provided at all track joints. The maximum gap between ends of the load carrying flange shall not exceed 1/16”.

C.5.4.2.6 Stops shall be provided at the end of the carrier and hoist travel. Stops or forks shall be provided at open ends of tracks. Stops shall be provided to resist impact forces of a fully loaded carrier traveling at a normal walking speed.

C.5.4.2.7 Where track system cross building expansion joints, provisions shall be made to accommodate for differential expansion of building and track. Expansion compensated for by appropriate hangar rod swing is one possible provision.

C5.4.3 End trucks and Drives:

C.5.4.3.1 End trucks shall have fully equalizing carries with anti-friction wheel and wheel bearing. The end trucks shall be provided with rubber bumpers at each end to engage stops on the crane runway.

C.5.4.3.2 The bridge shall be driven by means of one electric motor drive equipped with a crane duty, 30-minute totally enclosed non-ventilated motor, self lubricating gear case running in an oil bath, A.C. disc brake, and a span reduction adherent, grease lubricated through hydraulic fittings. The bridge shall have a variable frequency drive for multi-speed function.

C5.4.4 Bridge Wheels:

C.5.4.4.1 The bridge assembly shall have not less than eight wheels. Sufficient wheels shall be provided to properly distribute the load. The load on a wheel shall not exceed 13 600 DW kg 1,200 DW pounds where D equals the diameter of the wheel in mm inches and W equals the width of the rail head or the nominal length of bearing on the tread. Wheels shall be single-flange type manufactured from forged alloy steel with machined, hardened treads and flanges, or high-strength cast or nodular iron with machined flanges and treads, chill-hardened not less than 1.5 mm 1/16 inch deep. Flanged wheels shall have treads and flanges hardened to not less than No. 320 Brinell hardness.

Wheels shall be designed to operate on sloped or flat flange I-beams.

C.5.4.4.2 Wheels shall be carried on sealed, permanently lubricated, antifriction bearings designed for axial and thrust loading. Bearings shall conform to the applicable requirements of the ABMA 9 or ABMA 11. Bearings shall have an L-10 life of 3,000 hours or more, as defined by ABMA 9or ABMA 11 as applicable.

C5.4.5 Hoists and Trolley:

C.5.4.5.1 Drum and sheaves shall be accurately machined and smoothly finished. Grooving dimensions and tolerances shall be within standards as recommended by the wire rope manufacturer for maximum rope life. The drum shall be grooved and shall be sufficient size to maintain two wraps on the drum when the hook is in the lowest position. No over wrapping of the cable or drum will be permitted. The hoist shall have a true lift system.

C.5.4.5.2 Load block shall be of steel construction. The hook shall be rotate freely on its bearing and shall be equipped with a safety latch. The hook shall be a non-ergonomically design.

C.5.4.5.3 Brakes shall be included in the hoists and the trolley.

C.5.4.5.4 Block operated limit switch -The hoist shall be provided with a block actuated limit switch, meeting the requirements of applicable codes. The limit switch is actuated by contact with the lower block, preventing double blocking, possible rope breakage and load drop.

C.5.4.5.5 Hoist gear case and motor - Triple reduction hoist gearing is oil bath lubricated, operating in an oil-tight, vacuum cast aluminum gear case. The gear case is conveniently located to allow ease of access in the air, while providing a low headroom design with maximum lift. The motor is two-speed with a high to low speed; giving a low speed for precise load handling and a high speed for fast throughput or it can be multi-speed with a variable speed drive.

C.5.4.5.6 Wire rope drum and wire rope guide - The wire rope drum is machined from quality steel, with a rope guide to help ensure the rope stays in the grooves.

C.5.4.5.7 Trolley traverse drive - Two wheels are driven; one on each side of the frame for maximum traction and uniform tracking. Traverse motor drives a right angle worm gear reducer for smooth starting and stopping (within O.S.H.A. required distances) without requiring a brake. Trolley traverse drive pinion shaft is hex-sided; keys not needed for reducer or pinion connections. Each drive pinion is held in place with locking collars to prevent pinion walking. The trolley shall have a variable frequency drive for multi-speed function.

C5.4.6 Controls:

C.5.4.6.1 The controls for the crane shall be contained in a pendant. The pendant shall have lightweight housing, which shall be supported from the trolley by two cables attached thereto. All controls including relays, timers, starter coils and associated control components shall be operable by existing electric power. Push button shall be labeled and identified for motion control and compass direction travel.

C.5.4.6.2 The pendant shall by suspended from the trolley running in a track festooned across the bridge from point along the span.

C.5.4.6.3 Control panel - Hoist and trolley controls are housed in a common control enclosure with generous space for ease of inspection and service. Controls use only the highest quality components and are designed to meet NEC standards for maximum life and easy service.

PART 6

C6.0 Technical Data Requirements:

C.6.1 Technical Data Requirements:

C.6.1.1 The contractor shall provide three (3) hard copies of the detailed system schematics.

C.6.1.2 The contractor shall provide three (3) hard copies of the owner’s manuals, to include, operation, maintenance, preventative maintenance and any other pertinent information, must be provided to the government.

C.6.1.3 The contractor shall provide three (3) soft copies of the owner’s manuals must be provided on a CD-ROM.

C.6.1.4 The contractor shall provide three (3) soft copies of the system schematics and drawings, which must be provided on CD-ROM. Drawing schematics must be in AutoCAD LT 2010 or greater.

C.6.1.5 The contractor shall provide a bill of materials and must be included as a deliverable.

C.6.1.6 Technical data to include an operation and maintenance manual, parts lists, wiring diagrams, and other instructions for operation and maintenance of bridge crane and its components shall be provide in three (3) copies.

C.6.1.7 All technical data furnished shall be in the English language and shall pertain to the exact model and typed supplied. All technical data furnished shall also pertaining to the bridge crane “as built”; any modifications or updates shall be noted and detailed to the requirements above prior to delivery.

C6.2 Spare Parts

C.6.2.1 A spare parts recommendation list must be provided by the contractor.

C.6.2.2 A set of the recommended spare parts must be provided by the manufacture of the bridge crane.

C6.3 System Startup/Load Test

C.6.3.1 The contractor must provide the project manager or COR with a systems start-up check list that contains all necessary for proper system operation. The contractor shall provide all the necessary material, weights, and slings to proof load the bridge cranes system at 125% of its rated load capacity.

C.6.3.2 The contractor must perform system start up, correct any initial deficiencies in the system, and verify to government project manager that the system is functioning properly.

C6.4 Warranty and Follow-up Support

C.6.4.1 The supplier shall warranty the system from defects for a period of one years after system acceptance. For items that carry a manufacturer’s warranty, the supplier will assist CCAD in processing the warranty claim.

C.6.4.2 For other items, the supplier will either repair or replace the defective item as appropriate. If a failure occurs more than once within the warranty period, the supplier is responsible for correcting the design to prevent recurrence of the failure.

C.6.4.3 Contractor shall also provide a warranty document that states all individual items under warranty and the manufacture contact information. The equipment furnished under this specification shall be guaranteed for a period of time equal to the manufacturer’s standard commercial warranty, or for a period of one (1) year whichever is longer, against defective materials, parts, design, and workmanship, except on normal wear parts. Warranty shall begin after final acceptance of the equipment by CCAD.

C6.5 Special Considerations

C.6.5.1 Adjacent Equipment and Processes: The contractor shall avoid damage to adjacent equipment and structures. Adequate protection shall be provided to prevent damage or debris from interfering with continuing processes.

C.6.5.2 Work Hours: The contractor shall be required to work during normal Government work schedule from 6:00 am to 2:30 pm, Monday through Friday. Arrangements for working periods other than that specified shall be coordinated with the government and shall be at the discretion of the government.

C.6.6 Deliverables and Schedule

C.6.6.1 Deliverables: Any deliverable defined in this SOW shall be submitted under official company letterhead signed by a designated company representative. The cover letter shall be addressed to the government’s project manager unless otherwise directed. The cover letter shall include as a minimum, the title of the applicable deliverable, date performed, and the appropriate contract number or purchase order number to which the deliverable applies.

C.6.6.2 Reviews: The contractor shall conduct a preliminary project meeting to present the plan and schedule to the government project manager. The meeting shall include: layout of the system, descriptions of all major equipment, and facility requirements. The meeting shall be held either at installation site or the supplier’s facility, at the discretion of the Army.

C.6.6.3 Acceptance: The Government will be the responsible party for acceptance at the Corpus Christi NAS, CCAD, as per Federal Acquisition Regulation, Far 52.246-2 Inspection of Supplies—Fixed-Price, dated August 1996.

C.6.7 Marking:

C.6.7.1 Equipment shall be marked in accordance with MIL-STD-130F. Marking: The contractor shall mark the Bridge Crane System in accordance with Military Standard (MIL-STD)-130, Identification Marking of US Military Property.

C.6.7.2 Nameplate: Contractor shall provide a corrosion-resistant nameplate securely attached to the equipment. If the equipment is a special model, the model designation shall include the model of the basic standard item and a suffix identified in the manufacturer's permanent records. As a minimum, the name plate shall provide all information listed below. (The captions may be shortened or abbreviated, provided the entry for each caption is clear as to its identity if cleared by the COR.)

Note: The serial number of the equipment shall also be imprinted on the cabinet member in a prominent location.

PART 7

C7.0 Safety Requirements and Plans C7.1 Safety Requirements and Plans C7.1.1. Safety. The contractor bears sole responsibility for compliance at all times with Federal, state, and municipal safety and health laws, regulations, and standards that apply to the work performed under this contract, including the Occupational Safety and Health Act. The contractor shall take all reasonable steps and precautions to maintain compliance with applicable regulations/ requirements, prevent accidents, and preserve the health and safety of contractor and government personnel performing or in any way coming in contact with the performance of the work required by this contract. The contractor shall also take additional immediate actions/precautions as requested by the contracting officer when the contracting officer determines that such measures are necessary for safety and health purposes. The Contractor shall emphasize to all employees that intentional disregard for Contractor or Government safety requirements could be used as grounds for termination of employment. This shall include Contractor supervisors who condone such actions. If the Contractor fails or refuses to promptly comply with all safety requirements, the Contracting Officer may issue a stop order for all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be granted an extension of time nor claim excess costs or damages due to any stop order.

C7.1.2. Safety Inspections. The safety plan will describe how the contractor will accomplish frequent safety and health inspections of contractor and subcontractor work sites, material, and equipment to ensure conformance to the contractor’s Safety and Health Plan and the requirements of this contract. Inspection frequency shall be at least monthly, or as described in the contractor’s “safety and health capabilities and processes” narrative submitted in response to the solicitation for this contract, whichever is more frequent.

Identify the personnel who will perform these inspections, and describe their qualifications. Inspections shall be documented in writing and made available to the contracting officer upon request. Inspection documentation shall include the name of the inspector, date of inspection, and all identified safety and health problems and deficiencies.

Follow-up inspections to ensure correction of any identified deficiencies must also be conducted and documented in inspection reports.

C7.1.3. Safety and Occupational Health Committee. The Contractor shall conduct monthly safety and occupational health committee meetings to provide Contractor management insight into safety and occupational health problems to insure the continuing development of Contractor's safety and occupational health program. A copy of committee minutes shall be forwarded to the Chief, Safety and Occupational Health Division via the COR within five (5) business days after the meeting.

C7.1.4. Accident Investigation and Reporting. The Contractor shall immediately notify the Chief, Safety and Occupational Health Office, Corpus Christi Army Depot and the COR of all accidents/mishaps which result in a lost-time injury or damage to Government or private property. The Contractor shall complete an incident report and submit it to the Chief, Safety and Occupational Health Office via the COR within twenty-four (24) hours. When the Chief, Safety and Occupational Health Office determines from the incident report that an investigation is warranted, the Contractor shall conduct an investigation and provide to the Chief, Safety and Occupational Division via the COR within ten (10) days a report which includes the facts surrounding the accident, statements from witnesses, findings regarding causative factors, corrective actions taken, and recommendations.

C7.1.5. Mishap Statistics. The Contractor shall maintain statistics of all employee mishaps, occurring during the performance of the contract, which results in injury, death and/or damage to Government or private property. The statistics shall be categorized by type of mishap and shall identify property losses and Contractor worker days lost.

These statistics shall be submitted annually to the Chief, Safety and Occupational Health Office via the COR.

C7.1.6. Excavations and Trenching. Any excavations or other work that requires a digging permit performed will follow CCAD Soil Disturbance Guidelines in addition to trenching and shoring guidelines provided in Army Corps of Engineer Safety and Health Requirement Manual, EM 385-1-1, and Subpart P of 29 CFR 1926. Interruption of services, injury to workers and equipment damages can occur when electrical, gas and steam lines are broken during digging operations. Ensure digging permits are obtained prior to digging. Contractor will obtain a digging permit before breaking ground from the NAVFAC Public Works to ascertain where all utilities lines are to avoid.

C7.1.7. Confined Space Work. The Contractor shall ensure that, where applicable, all confined space work is performed in full compliance with 29 CFR confined space work requirements. Written confined space entry procedures will be developed and included in the safety plan.”

C7.1.8. Fall Protection. The contractor shall implement a fall protection program for any operation performed 4 feet and above. Fall protection requirements are addressed in U.S. Army Corps of Engineers EM 385-1-1, Safety and Health Requirements Manual; 29 CFR 1910.23, 29 CFR 1910.66; and, Subpart M of 29 CFR 1926. A written Fall Protection plan will be included in the Contractor’s written safety plan.

C7.1.9. Control of Hazardous Energy (Lockout/Tagout). The Contractor shall establish a program and utilize procedures according to 29 CFR 1910.147 and 1910.147 App A for affixing appropriate lockout devices or tag-out devices to energy isolating devices, and to otherwise disable machines or equipment to prevent unexpected energizing, start up, or release of stored energy in order to prevent injury to employees. A written lockout/tagout program will be developed by the Contractor and included in the written safety plan.

C7.1.10. Welding, Cutting, and Brazing Operations. The contractor is required to obtain a welding permit from the installation fire department before performing any welding, cutting or brazing operation. Welding, cutting and brazing operations will comply with guidelines in U.S. Army Corps of Engineers EM 385-1-1, Safety and Health Requirements Manual, Subpart Q of 29 CFR 1910, or Subpart J of 29 CFR 1926 as applicable.

C7.1.11. Lead and Lead-based Paint. Any work involving the removal or salvage of structures where lead is present or the disturbance of lead-based paint require the submission of a lead abatement/removal plan ten days before any onsite activity begins for acceptability. The contractor will develop and provide a site-specific comprehensive lead control plan through the COR to CCAD’s Facilities Engineering Management Division and Safety and Occupational Health Division.

C7.1.12. Asbestos Containing Materials. The contractor will develop and submit a site-specific asbestos hazard control plan through the COR to CCAD’s Facilities Engineering Management Division and Safety and Occupational Health Division 10 days before any onsite activity begins for acceptability. The requirements for the plan are outlined in 29 CFR 1910.1001 and 29 CFR 1926.1101.

C7.1.13. Concrete and Masonry Work. The contractor will ensure any tasks involving the sanding, drilling, chipping, grinding, polishing, cutting, or sawing of concrete and concrete products employ dust controls to mitigate the risk exposure to silica concentrations at or above the occupational exposure limits. These procedures will be developed as a part of the site-specific silica exposure control plan and provided to the Facilities Engineering Management Division and Safety and Occupational Health Division through the COR before any on site work begins for acceptability.

C7.1.14. Hazard Communication. The Contractor shall ensure all personnel handling, packing, storing, transporting, or using hazardous materials are provided training, per 29 CFR and 49 CFR, on the characteristics of the materials and proper safety precautions as detailed on the Safety Data Sheets (SDS). Contractor shall ensure personnel are fully familiar with the SDS for material handled and have unrestricted access to the SDS at all times. SDS shall be maintained in all areas for chemicals used or stored in the work area. The SDS shall be indexed so that any specific one is readily accessible. A master copy of all SDS shall be maintained in the Contractor Safety Office and submitted to the Chief, Safety and Occupational Health Division via the COR upon receipt of Government request.

These master copies shall, be updated whenever a new product requiring an SDS has been approved and purchased.

The Contractor shall prepare and submit to the Contracting Officer via the COR thirty (30) days after contract award a Hazard Communication Plan to comply with provisions of 29 CFR 1910.1200.

C7.1.15. Hazard Reporting and Abatement. The Contractor shall develop a program whereby personnel can report a hazardous situation to the Contractor safety representative with impunity/confidentiality. Timely abatement of confirmed hazards is required.

C7.1.16. Hazardous or noncompliant conditions identified by the contracting officer shall be promptly corrected, and corrective action(s) taken shall be reported in writing to the contracting officer within 5 days of the contracting officer’s notification to the contractor. In cases of serious and/or recurring hazards/noncompliance, the contracting officer may stop the work in question pending correction of the hazardous/noncompliant condition, and/or order the removal of the involved contractor/subcontractor employees from the government installation/ facility.

C7.1.17. Files shall be maintained of reported hazards and the abatement method. At am minimum the files, the files shall provide the following information: date deficiency identified, person who identified the deficiency, description of deficiency, description of planned/actual corrective action, person responsible for correcting deficiency, projected resolution date, actual resolution date, date the person who identified the deficiency was notified of deficiency resolution. These files shall be made available to the Chief, Safety and Occupational Health Division through the COR upon request.

C7.1.18. Investigation and Resolution of Safety and Health Matters. In addition to any other requirements of this contract, when requested by the contracting officer the contractor shall investigate any safety and health matter connected with the performance of work under this contract. Matters for which investigations may be requested include, but are not limited to, significant failures to control hazardous conditions, significant compliance failures, significant unfavorable mishap or compliance trends, etc. When investigation is requested, the contractor shall complete the investigation and provide a report of investigation findings, actions planned/taken resolve the problem and/or improve future performance, and target/actual dates for action completion. This report shall be provided to the contracting officer within 15 days of the request to investigate, except when an extension is granted in writing by the contracting officer.

C7.1.19. Quality Control Assurance. The contactor shall establish a comprehensive quality control program to ensure that their performance achieve compliance with the requirements of the contract.

C7.2 Electrical Equipment Safety

C.7.2.1. Employees working in areas where there are potential electrical hazards shall be provided with, and shall use, electrical protective equipment that is appropriate for the specific parts of the body to be protected and for the work to be performed.

C.7.2.2. Contractor shall ensure personnel employ a lockout/tagout program, as stipulated in section C.7.2.2 of this section.

C.7.2.3. The Contractor shall ensure all electrical and electronic equipment use and maintenance is perform using the National Electrical Code and 29 CFR 1910.

C7.3 Safety and Occupational Health Plan

C.7.3.1. The Contractor shall develop, promulgate and enforce a written safety and occupational health plan (Herein referred to as safety plan). The safety plan shall identify protocols and procedures to ensure a safe and healthful workplace. A copy of the safety plan shall be submitted to the COR 15 calendar days after contract award.
