Vendor Questions and Government Answers for RFP No. W912NS22R0002 (Amendment 1)
Question 1: Am I reading this correctly that the Period of Performance (PoP) would be one-week to complete the construction project once started? And I don't see a complete by date?
Answer 1: The period of performance will begin no later than 30 days after receiving the Notice to Proceed and will need to be completed no later than 60 days after receiving the Notice to Proceed. The reference to a period of performance of one week is removed from the Statement of Work.
Question 2: Also, there is a statement of construction magnitude between $25K and $100K. Is that your government estimate of the cost?
Answer 2: The project magnitude in terms of price is estimated to be between $25,000 and $100,000.
Question 3: What size aggregate is to be used as the stone base?
Answer 3: The 3” limestone aggregate is to be used as the base and the 2” limestone aggregate on top, with a total of approximately six (6) inches of rock.
Question 4: Does this scope require a new or used 40’ shipping container?
Answer 4: In the solicitation Amendment 1, the 40’ shipping container is removed from the items the contractor must provide. The government will provide the shipping container on-site to be used for this Statement of Work. The contractor will place the shipping container on the gravel surface according to the diagram on page 4 of the Statement of Work.
Question 5: Does the National Guard intend on providing a wage determination for this project?
Answer 5: Yes, the current Wage Determination number MO20220030 dated 08/05/2022 is included in the solicitation on pages 37 to 46.
Question 6: Regarding securing the culverts after placement there have been two methods called out. One method is with steel “U” channel and the other with blocks/gravel. Which method should be used for this task?
Answer 6: The method to secure the culverts is with the steel “U” channel post. The reference to another method of securing the culverts is now removed from the Statement of Work.
Question 7: What needs to happen to the topsoil removed from the site?
Answer 7: Topsoil moved from the site will be placed near the construction area for further government use. Exact location will be coordinated with the training site manager prior to work beginning. POC information will be provided to the selected contractor.
Question 8: Do the culvert pipes and catch basins need to be new or used?
Answer 8: The solicitation amendment 1 states the culvert pipes and all other contractor provided materials will be in new condition.
Question 9: Is there a staging area for materials to be used for the project?
Answer 9: There is an area to the Northwest of the construction area that may be used for staging. Final coordination on the staging location will be with the training site manager whose contact information will be shared with the selected contractor.
Question 10: What is the compaction rate of the soil after topsoil is removed?
Answer 10: There is no requirement for compaction of the soil.
Question 11: When visiting the site, the grass was a bit tall, which is understandable for this time of year, however will this area be mowed soon? I am asking this because we would like to request access to the site to shoot grade to better know how to proceed with our bid. If the site is to be mowed soon, we would like to arrange our visit after that. If not, when would be an available time for us to access the site?
Answer 11: The Wappapello training site manager plans to mow the Rubble Pile site during the week of 22-26 August 2022. The Site Visit/Pre-Bid Meeting conducted on 23 August 2022 was intended to be the only site visit prior to the offer due date and no additional official site visits will be granted prior to the offer due date. However, the site is located on a publicly accessible road and the site is not a restricted area.
