W912NS-19-B-5001 JB Repair Boundary Fence Questions and Answers 7 June 2019
1. Will 6 foot paneling be allowed for a temporary boundary?
A: Yes, as long as it is continuously connected and secure. Temporary fences must be at least 6 feet high.
2. How far must vegetation be removed on both sides of the fence? UFC 4-022-3 states up to 30’ on the outer zone and 20’ on the inner zone.
A: Interior, all vegetation blocking view of fence which may be more than 20’ in some areas. On the exterior, on the south side all the way to the Cemetery wall, on the east side, all the way to the river road, on the west/southwest side, cleared to the boundary line. All trees are to be cleared that are less than 18 inches in these zones, however, anything greater than 18 inches must be approved by the Government. Assume any trees that have branches that cross the fenceline shall be removed.
3. Will trees need to be uprooted or can the stumps be ground in place to mulch?
A: Within 2 feet on either side of the fence and a diameter greater than 6 inches , the root system must be removed. Anything outside of 2 feet must be ground 6 inches below the surface.
4. Where will the collection spot be for recycled material?
A: The helicopter pad, B24 parking lot, and the road adjacent to Bldg. 99 will have at least 30 yard recycle dumpsters. This can be changed by request from the Contractor and approved by the Government.
5. Will the boundary be marked before the project is started?
A: A map will be provided showing the demarcation for the actual boundary. Physical markings will not be done on-site unless absolutely necessary and only upon request during the project.
6. Can the boundary be moved in or out by 2 feet to help facilitate maintaining a secure perimeter? Can it be moved further than 2 feet?
A: Any deviations from existing fence location must be approved by the Government on a case by case basis. The Government prefers the existing fence is replaced where it stands unless otherwise annotated. It is a possibility to move it out or in further than 2 feet, but will need to be requested and approved by the Government. The integrity of the fence will need to be maintained, whether it be with temporary fencing, or the Contractor only demolishes an amount of fence that can be replaced the same working day.
7. What diameter line and corner/end/pull posts would you like us to use? UFC-701 refers to WLG 2445 but does not specify what size to use. We would propose using the standard 2 3/8” line posts and 2 7/8” end/corner/pull posts.
A: Table 2-1 in UFC 4-022-03 specifies the post diameters and will be followed. 2.5” is specified for line posts and 4” is specified end/corner/pull posts.
8. Is the deadman anchor drawing shown on UFC-710 the preferred detail? This will require quite a bit of excavation in areas where there will already be fence posts footings and (4) bollard footings.
A: Yes, adhere to the drawing and UFC-710.
9. Is there to be (4) bollards at every corner post as shown on UFC-711? Are bollards required on the south and east runs where anti ram-cabling is not to be installed?
A: Adhere to the drawing and UFC-711. Bollards will not be required where there is no anti-ram cabling.
10. Do you want the turnbuckles partially buried as shown on detail UFC-710? This is not recommended as they need to be accessible for maintenance and should not be below grade exposed to frost.
A: No, all turnbuckles will be above grade.
11. Please confirm that we can install brace rails using CLF standard brace bands and rail ends per detail UFC-700 and we are not required to weld brace rails to posts per detail on UFC-710.
A: Anywhere anti-ram cable is, welding is required. If there are no anti-ram cables, no welding is required.
12. Please confirm that void from removed footings may be backfilled with spoils from new footings. If add’l backfilling is required, would you prefer rock or sand to be used to fill voids?
A: Yes, removed footings can be filled with spoils from new footings. Fill with dirt for any additional backfilling.
13. Please confirm that contrary to detail UFC-701, concertina wire is not included in project.
A: Concertina wire and turnstiles are part of the standard drawings but are not required on this project.
14. Please specify the gate operator(s) that you would like installed at both the North and West Gates.
A: The gate operators will be proposed by the Contractor in a submittal, and should be commercial grade and industry standard.
15. Are all existing access control/activation devices to be reused at both the North and West gates? If not, what is being replaced?
A: Yes, they are to be reused at both gates.
16. Could you please confirm approx. quantities? 8,650 LF is not the quantity we were getting on our end.
A: Contractor will field verify.
17. What are the temperature requirements for pouring concrete for fence footings and bollards?
A: Must be above 40 degrees, concrete cannot freeze. Refer to ACI 306.
18. The chain link gate stays in place at the north gate entrance, correct? It is surrounded on both sides by decorative fencing.
A: The north gate will be replaced with a chain link gate in accordance with UFC.
19. Who will move the jersey barriers.
A: The Government will be responsible for moving jersey barriers and must be give 24 hours notice.
20. Would you consider any value engineering proposals on this project?
A: No value engineering will be considered pre-award.
21. Please confirm fence fabric is to be 6 gauge versus UFC-701 item 1 showing 9 gauge?
A: 6 gauge is required for this project.
22. Drawing UFC-701 shows 12 gauge ties versus UFC-700 showing 9 gauge. Please confirm.
A: 9 gauge is required for this project.
23. Please confirm if the fence has top rail or top tension wire? It is stated both ways in the plans and specifications.
A: This project will use tension wire.
24. Please confirm fence pipe can meet either ASTM F1043 or ASTM F1083 as per drawing UFC-701?
A: Yes, the fence pipe can meet either.
25. Will weekend work be allowed?
A: No, unless approved for extenuating circumstances.
26. Does the Prime Contractor need to provide supervision for each location if multiple areas are being worked concurrently?
A: No, however, the superintendent should be on the installation at all times while work is being conducted and should be knowledgeable of the work being done. The superintendent should be able to respond to any worksite within 5 minutes.
27. Can you provide a better detail on how we are to mount the u bolts to the square decorative fencing posts to allow for the cable install?
A: The U-bolts will not be mounted to the decorative fencing, but will be no more than 12” away from the decorative fence.
28. Are bollards to be installed to protect all deadman anchors at pull posts/gate posts/etc. in middle of fence runs? If so, how many bollards per? Or are they just required at the corner posts as shown on sheet UFC-711?
A: As shown on UFC-711.
29. Who will be scheduling (making the calls) the dump and returns on the recycle dumpsters?
A: The Government. A dumpster pick up must be requested 2 business days prior to pick-up. The point of contact will be identified at the Pre-Construction meeting.
30. Can the contract duration be extended to calendar 180 days?
A: No, however the period of performance will be extended from 90 calendar days to 120 calendar days.
31. The SOW indicates that security on the perimeter of this Air Guard Station is to be maintained at all times while the fence replacement work progresses. Will the government allow several hundred feet of fence to be demolition each day and then put back as new before the close of business? The demolition areas from the day’s work will be open and accessible until the new fence can be completely installed by the close of business.
A: Yes, at a maximum of 500 LF at any one time and must be consecutive, unless approved by the Government.
32. If artifacts are discovered during the progression of the work on the project, will the government modify the contract for the time and cost of the delay if a delay is incurred?
A: Yes
33. Can private utility locates be provided if requested 5 business days prior to the locate?
A: Yes
34. Does the material being recycled need rolled up and is there a weight threshold for the material going into the dumpsters?
A: No.
35. What width do you want the Kearney St. double swing gate to be? Is it to be wider for future traffic?
A: We will leave it the current width.
36. Our steel supplier is already running into a wall on the A53 specification for the pipe. A53 is a pressure tested pipe specification, so it doesn’t make much sense for bollards. What they can quote me is A500, which is a structural grade. It doesn’t sound like the A53 pipe will be very readily available domestically. Can we find out if the A500 material would be acceptable?
A: Bid to the A53 specification. During the submittal process, we can address if different steel is acceptable.
37. The statement of work says to replace the Grant Rd. Gate with a 30’ double swing gate, but the plans say to eliminate the gate and replace with new fencing and cable. Please confirm which is correct.
A: Eliminate.
38. What scenario would we need to use bollards for cable reinforcing along the fence line? Note on sheet UFC-705.
A: Areas where vehicle could travel at a high speed and try to penetrate the fence. They will not be needed down the fenceline, but the deadmen should overlap such that there is no break in structural wire across the linear length of the fence.
39. Please confirm that the top and bottom tension wire are to be attached to chain link fence using hog rings (per CLF standards) and not 9 gauge galvanized tie wires as stated on note y. (on sheet 6 of 9 on the statement of work).
A: It will be 9 gauge galvanized tie wires.
40. Please confirm whether we are to use square or round posts.
A: Round.
41. Is the signage on the current fence to be saved and reinstalled on the new fence? Or is the contractor to provide new signage?
A: No new signage need be provided. The old signage will all be accounted for and be given back to the Government.
42. Is all vegetation to be removed from the fencing fabric prior to disposal in the Government provided recycling dumpster? If so, can this be burned off if a burn permit is submitted?
A: All vegetation will be removed from the fence material and burning will not be a method to remove the vegetation, however fencing can be cut to assist in removing the vegetation.
43. Can the casing for the removable bollards (at Gate G2) that are to be demolished be left in place and infilled with concrete?
A: Yes.
