About this file
This is a Questions and Answers document that provides clarifications on the Louisiana Army National Guard (LAANG) laundry service solicitation (W912NR26QA010) for Jackson Barracks in New Orleans, LA. The government requires laundry services for 120 personnel generating an estimated maximum of 600 pounds per week through September 30, 2026. Key operational clarifications include: a single pickup and delivery location at Jackson Barracks with one pickup per week and 24-hour turnaround; personnel provide their own laundry bags with the contractor responsible for preventing commingling of clothing items; a guaranteed minimum volume of 100 pounds per week; and a 100 percent firm-fixed-price requirement based on the weekly volume. The contractor must maintain an inventory loss prevention system and provide missing item slips for any lost articles.
Liability and accountability measures specify that contractors shall pay $5.00 per pound for lost or damaged articles, calculated based on the weight of the specific missing article. The Contract Manager may conduct business via telephonic or electronic communication rather than requiring physical on-site presence. The laundry services cover clothing and linens of various specifications including fire-retardant and cotton materials worn by soldiers patrolling in the French Quarter and surrounding areas. No dry cleaning, contaminants, or chemical treatment is required. The incumbent contractor was PERACTOS under contract W912NR26PA019. The Line Item 0001 specifies a quantity of 12,000 "Each" (pounds) with the total pound amount to be determined at time of award based on the Period of Performance.

QUESTIONS and ANSWERS Clarification of Pickup Locations: Section 5.1 of the PWS specifies delivery to "1 specified hotel," while Section 5.1.1 states 600 pounds will be collected "across all locations". Please confirm if there is a single central consolidation point for pickup and delivery at Jackson Barracks Billeting or if the contractor is required to service multiple buildings within the installation. It will be acceptable to have one pick up/drop-off location at Jackson Barracks. A specific delivery location on Jackson Barracks in New Orleans, LA will be provided at time of award.
Laundry Bag Provision and Specifications: The PWS requires the contractor to process each laundry bag individually to prevent commingling. Please clarify if the 120 personnel will provide their own individual mesh or laundry bags, or if the contractor is responsible for providing and maintaining the inventory of these bags. Each individual SM will provide their own laundry bags. What we need the vendor to do is to make sure there is no commingling of clothing items. So, they will need to wash clothes individually and they will need to provide an inventory loss slip and/or emplace a system to prevent the loss of washed items.
Volume Guarantees and Pricing Structure: The solicitation indicates an "estimated maximum" of 600lbs of laundry per week for 120 personnel. For the purpose of providing a Firm-Fixed-Price (FFP) quote, please clarify if the Government provides a guaranteed minimum volume or if this requirement should be bid as a requirements-based contract with fluctuating weekly volumes. There is a 100 per week guaranteed minimum.
Liability for Missing Items: Section 5.1.2 of the PWS requires the contractor to provide a "missing item slip" and retrieve/return lost items by the next service date. Is there a specific liability cap or standardized reimbursement rate per item that the Government expects the contractor to adhere to in the event an item cannot be recovered? 252.237-7015 Contract Manager (CM) On-Site Requirements: Section 1.4.8 states the CM or an alternate shall have full authority to act on all daily operational matters. Does the Government require the CM to be physically present at the installation during pickup/delivery, or is "full authority" via telephonic/electronic communication acceptable provided they can resolve issues through the Contracting Officer? Telephonic/electronic communication should suffice.
“In the PWS, 1.4.1, it says open Monday through Saturday and In 5.1.1 it says a 24 hour turnaround for delivery each week!! So they want 600 pounds returned in 24 hours?”
The 600 lbs limit was for a week’s worth of laundry being done weekly. The 24 hour turn around was for a daily pick up and drop off.
Contract states every 5 days pick up with a 24 hour turnaround. Can this be a once a week timeframe to accommodate specific days of pickup and delivery OR every 5th day excluding Sunday. I want to make sure im clear on this. What works best for your guys in the barracks? 1 pick up per week with a 24hr turnaround, see PWS 5.1.1.
Clarification of Pricing Units: CLIN 0001 in the Schedule of Supplies/Services specifies a quantity of 12,000 "Each", while the PWS defines the requirement as an "estimated maximum of 600lbs of laundry per week". Please confirm if the "Each" unit in CLIN 0001 corresponds to pounds of laundry (e.g., 600 lbs/week x 20 weeks) to ensure pricing is aligned with the estimated volume. It is max 600lb per week. Line item is for all weeks through POP. POP will dictate the total pounds on the line item at time of award.
Standard for Liability Calculations: Section 252.237-7015 specifies the contractor shall pay the Government "$5.00 per pound for lost or damaged articles". In the event of a missing item, will the liability be calculated based on the weight of the specific missing article or the total weight recorded on the delivery ticket for that individual's bag? Weight.
Is the requirement of no commingling of clothes an absolute requirement? Yes.
Who’s the incumbent and what was their award? W912NR26PA019, PERACTOS
