On 5 February 2025 and 11 February 2025, site visits were conducted for the subject requirement beginning at 2:00 PM (MST) and 3:00 PM (MST). CPT Pat Moran (RTI), LTC Eric Tobin (RTI), MSG Sam Schaefers (RTI) Monty Eisenbraun (USPFO), Corey Hooper (USPFO), Andrew Kennedy (USPFO), Doug Harding (USPFO) and Tyler Pringle (USPFO) represented the Government. The following contractor personnel attended: Lance Lamphier with BBNH Enterprises, Sheraz Shah with Guleeda Contractors, Mark Johnson with Honey Baked Sioux Falls, Emmy Tellez with Nutirs Meals, Andy Tipton with Pirogues, Sherri Kelly with Nova Response, and Todd Freely with Yellowstone Kelly's.
In these site visits, key points were given by the Government to the Contractors. A facility walk through was conducted with questions and answers also discussed.
Ft. Meade OCS Meals Site Visit Key Points:
- The event dates for the base year (FY25) are 31 May 2025 through 25 July 2025. The dates for the option years will be similar.
- There is a $35 per day charge for the dining facility.
- The contractor will create a Quality Control Plan (QC) in accordance with the PWS. This is a required deliverable that will count toward technical evaluation of offers.
- The contractor shall comply with all instillation security policies and procedures through coordination with the COR.
- The contractor will be required to attend a Pre-Performance conference which is tentatively scheduled for 21 May 2025.
- The minimum estimated number of meals per feeding (40) will be guaranteed under this contract, only on days that meals are served.
- The COR will coordinate serving times and number of meals with the vendor approximately one week in advance. The COR will continue to update the vendor with changes up to 24 hours in advance. The vendor shall have electronic payment available for 5-10 AGR/ADOS personnel per meal.
- All menu items available at the beginning of the meal must also be available during the end of the meal.
- Students and staff are under high physical demands that require above average calories to maintain performance requirements. Vendors will provide meal quantities at 1 and a half typical serving amounts.
- A complete offer must include (Instructions to Offerors p. 66):
o Signed first page of the solicitation o Completed Price Quote Sheet on page 63 of the solicitation o Three references for same or similar contracts conducted in the past 3 years with reference POC information o A sample menu that is two weeks in duration o QC procedures that address Performance Requirements summary (p. 52) IAW PWS 1.4.3.
- The evaluation criteria are Technical Acceptability, Past Performance, and Price. These criteria are weighted equally.

Site Visit Questions and Answers:
How many staff members are required?
That depends on the contractor. You must fulfill the requirements of the contract. There is no set number of staff. In the past, contractors have used 4 - 8 staff.
How many meals choices are required?
There only needs to be one main dish. Accommodations must be made for select individuals such as vegetarian or no pork with an alternate selection that meets the needs of these individuals. This is usually less than 5 people. These will be communicated through the COR. See instructions in paragraph 5.2.8 of the PWS, page 49 of the solicitation.
Are silverware or disposable utensils required?
It is up to the contractor to use the silverware in the kitchen or disposable utensils. If a field feeding is required, disposable utensils will need to be used.
How is equipment maintenance handled?
It will need to be coordinated through the COR.
Is there a requirement for biodegradable soap?
No
Are eggs to order required?
Yes, but only for staff which will be 5 - 10 individuals.
Is the kitchen equipment tested?
Yes, it is tested prior to the start of OCS.
What is the seating capacity of the DFAC?
Seating capacity has never been an issue.
Are there dumpsters for garbage disposal?
Yes
Can we provide two options for meals?
Yes, but this is not required.
Is access to the DFAC restricted?
The contractor will have 24-hour access to the DFAC.
What should be used to contain sack meals?
Boxes are preferred.
What is the timeframe given for serving meals?
One and a half to two hours.
Is lodging available on Ft. Meade?
No
If extra food is available after everyone has been served, can it be put out for self-serving?
Yes
Does the kitchen have food warmers?

Are we allowed to make different meals for special events?

No. The vendor is responsible for taking payment from facility staff. This will be 5 to 10 individuals per meal.
W912MM-25-Q-A009 OCS Ft. Meade Meals Contractor Questions
The solicitation states to provide 3 meals per day during May 31st to July 25th. Is the requirement to provide meals daily during this period or is it a selection of days during the period? If a selection, could you provide details on the number of service days required?
The Schedule of meals to be served is provided with the solicitation on page 20.
The solicitation states that approximately 375 meals per day would be served. Could you confirm if this number is the total for the entire day or per meal period?
This is an average of total meals per day. Daily estimates are provided on page 20 of the solicitation. The PWS (page 47 of the solicitation) paragraph 5.1.2 provides the procedures for the COR and the contractor to coordinate the actual number of meals to be served.
My assumption is that the solicitation is looking for cold boxed lunch drop off. Could you confirm if this is accurate, please?
The requirement is for hot meals to be served at the dining facility on Ft. Meade for breakfast, lunch, and dinner. Sack meals may also need to be provided. The meal schedule is on page 20 of the solicitation, and specifics for the sack meals are given on page 50 paragraph 5.2.10 of the PWS.
Can you provide award information on the previous solicitation from 2023?
The award number is W912MM-23-P-0012 and the incumbent is Choice Services.
Are there specific meals/portions required in this solicitation?
There are not specific meals. Developing the meal plan is up to the contractor. Page 47 of the solicitation states that portions sizes need to be 1 and a half of a normal portion. References are given on page 51 that will be used to determine proper portion sizes. Specific details of the meal requirements are given on pages 47 through 50. A sample menu is provided on page 55.
Would there be a place to park an enclosed trailer near the facility for the duration of the contract? The trailer in question is an 8x14' trailer.

If the contractor chooses to rent the OCS kitchen facility for preparing the required food, does the rental fee apply during the downtime between phase 1 and phase 2?
It only applies to days that meals are being served.
When field feeding is required, is the contractor required to deliver the meals to the field in a specific location or will the meals be picked up at the DFAC?
Meals would be picked up at the DFAC.
If delivered to the field, is the contractor required to serve the meals in the field or is it self-serve?
Serving will not be required in the field.
How do we handle meal orders if the demand fluctuates daily for lunch and dinner? Is there flexibility in the quantity we must deliver?
Handling fluctuation is up to the contractor. You have the schedule on page 20 of the solicitation to use for planning purposes. The COR will provide additional guidance in accordance with the PWS.
If we are delivering lunch and dinner from outside the facility, can we deliver all the meals at once for the day, or do we need to deliver them at different times during the day (e.g., at specific times for lunch and dinner)?
Meals must be served in accordance with the PWS. It is up to you on how to accomplish this.
If the meals are delivered at once, will the facility have the means to store and reheat the meals before serving them?
In this situation, it would be up to the contractor to find a way to store and reheat the meals. Also, the contractor is required to serve the meals.
Can we adjust the quantity of meals as needed for fluctuating attendance or special events (such as VIP visitors or a special event)?
The quantity and times meals need to be served will be provided by the COR.
Will we need a buffer stock of extra meals in case of unexpected demand?
The meal schedule and communication from the COR should provide you with enough information for meal planning.
Should the facility provide staff for meal service, or will we need to supply additional servers ourselves to meet the required standards of service?
The facility does not provide servers. It is up to the contractor to provide the personnel to meet the requirement.
What is the expected speed and efficiency of the serving process, and how many staff members will be needed for this?
The serving line should be continuously moving. The number of personnel needed is up to the contractor.
How long before the scheduled meal time will we need to arrive to ensure that the meals are ready for serving at the designated times?
This is up to the contractor to plan for.
What will the clean-up process look like after meal service, and how much time is allocated for this task?
Cleaning is addressed on page 47 of the solicitation.
Will there be someone from the facility's team that we will need to coordinate with regularly regarding meal deliveries, changes in the schedule, or special requests?
Yes, the COR. See paragraphs 1.4.11 and 5.1.2 in PWS for information regarding coordination between the Government and the Contractor.
How will changes to the meal count (e.g., increase or decrease) be communicated in advance to avoid over-ordering or shortages?
See paragraph 5.1.2 in the PWS.
What kind of transportation will be required for delivering large quantities of food, and do we need specialized vehicles for maintaining the temperature (e.g., refrigerated trucks)?
This is up to the contractor. Food must be safe and served at the appropriate temperature in accordance with the PWS.
Is the facility able to accommodate large delivery vehicles, or are there any space restrictions or delivery windows we need to work within?
There is enough room for large delivery vehicles. The contractor will need to coordinate with the COR if deliveries will occur when the contractor is not present.
Is there a backup plan for meal shortages or any last-minute changes in the number of meals required?
It is up to the contractor to meal plan to ensure there are not any shortages. Changes are addressed in paragraph 5.1.2 of the PWS.
How many hours or what timing will the meal service span, starting from 5 AM until 8 PM, so we can schedule and arrange the right number of staff?
Meal times are breakfast 0600-0800, lunch 1100-1230, and dinner 1700-1830. Changes will be coordinated by the COR.
