W912MM19Q5005 – Site Prep for Modular Small Arms Range Question and Answer – 1

3 Feb 2019

Q1. Please provide an existing grading plan and new grading plan so there is an understood quantity of materials to be removed/imported and placed.

A1. We do not have a 3d topographic survey of the site. Removal quantities are not tabulated but we do know that the site is relatively flat and the 12” gravel surfacing will result in an excess of soil. No imported fill material will be required. The elevation of the proposed gravel surfacing at the footings will be 0.50’ above the existing elevation. The Contractor will have to estimate the quantity of removals required to be transported off site during construction. Below are the estimated quantities that we are able to tabulate:

Gravel Surfacing – 2208 SY

Geofabric – 2208 SY

Topsoil/Seed – 3412 SY

Q2. If there are excess spoils from excavation, will it need to be removed from site or will material be able to be stockpiled onsite for later Govt. use?

A2. Excess soil will be removed from the site and will not be kept for Govt use.

Q3. Are there any attachment points (embeds) for the modular building to the new footings?

A3. No attachment points or anchors for the modular building.

Q4. Are there various access points to the site or is the only access to the site the same location we went in for the site visit?

A4. The only access to the construction site is through the main gate and around Perimeter Rd, the same way that the site visit accessed the site.

Q5. Is there any further scope of work with the gas line work other than coordination in the field? The gas company will provide all excavation, gas line work, backfill and connections?

A5. As specified in the plans and specifications and reiterated during the site visit, the contractor shall coordinate with the gas company to verify that they will be providing everything required to meet the requirements in the drawings.

Q6. Do the secondary conduits from the Transformer to the Load Centers need to be concrete encased?

A6. No concrete encasement for the secondary conduits.

Q7. Will the city of Sioux Falls Light and Power be supplying and installing the two Transformers and the primary power to those transformers?

A7. The Contractor shall coordinate with the City Light and Power but it is our understanding that they will be providing the transformers and the power supplying those transformers.

Q8. Will the city of Sioux Falls Light and Power provide their own excavation, conduit, wire, backfill and other items necessary to perform their work for the transformers?

A8. Contractor shall coordinate with City Light and Power to confirm this.

Q9. Drawing C100 Site Plan shows a “Proposed Gravel Surfacing Limit” and an “Approximate Grading Limits” lines.

What material is to be used in between the “Proposed Gravel Surfacing Limit” and the “Approximate Grading Limits” lines?

A9. The area between the gravel surfacing and the grading limits shall be 4” of topsoil and seeded with Govt furnished grass seed.

Q10. Is the fabric required for all areas where we will place gravel?

A10. Yes.

Q11. When do you expect funding to be secured?

A11. This requirement is currently unfunded and it is unknown when it will be funded. Per the solicitation, quotes must be valid for a minimum of 60 days.

Q12. Will the required silt fence work for a barrier fence, or do you also want an orange safety barrier type fence?

A12. A barrier fence in addition to the silt fence shall be required.

Q13. Please provide a drawing/plan for the transformer pad. Please also provide the depth, type of concrete, and any reinforcement required.

A13. Contractor is not required to provide a 10’ x 8’ concrete pad for the transformer. The contractor shall be required to install two fiberglass pads both provided by the City of SF for the placement of the new transformers.

Q14. Are both transformers going on one pad? Are there any attachment details or embeds required?

A14. See A13.

Q15. Since the site currently slopes, is there a “top of grade” survey mark that we will be able to set all other grades from?

A15. A top of footing elevation is 1423.83 or 4.00” above the elevation of the gravel surfacing which is 1423.50.

Q16. Sheet C101 has notes on the drawing “HVAC Supply Plant” and “HVAC Extract Plant”. Are these items part of a different contract/project? We will just be providing the concrete foundation?

A16. The “HVAC Supply Plant” and “HVAC Extract Plant” are all a part of the modular system that will be provided by a separate contract.

Q17. Please provide Soils Report as notated on drawing S100.

A17. Soil Report is an attachment at the end of the Specifications file.

Q18. Please confirm project is to be built starting in the Spring of 2019.

A18. The project is scheduled to start in the Spring of 2019.

Q19. What do the new load centers attach to? Please provide mounting detail.

A19. There is no detail for the load center structures. The contactor shall provide an all‐weather alternative for this item.

Q20. Detail 2 on sheet S100 shows an electrical conduit to disconnect. Please confirm that there are a total of 4 disconnects (provided by others). Also, please confirm locations of these conduits or will location be coordinated in the field?

A20. Yes. There are 4 disconnects provided by others. The contractor can plan on the locations of these disconnects be coordinated in the field.

Q21. Does this job require full time supervision by the general contractor while subcontractors are performing work?

A21. Yes, In Accordance With the Specifications a full time on‐site project superintendent is required.

Q22. Does this job require 20‐25% of work to be performed by the general contractors’ work force?

A22. No.
