About this file
This document contains Government responses to Requests for Information (RFIs) regarding solicitation W912LR26QA045 for USPFO PR S&S ASP Green Areas Maintenance (Base + 4 Options). The RFIs were received on 14-Sep and address clarifications to the Performance Work Statement (PWS) covering lawn maintenance services at a federal facility. Key clarifications include: (1) no operational irrigation system exists on-site, eliminating irrigation-system repairs from contractor scope; (2) fertilizer application is not required, with work limited strictly to lawn maintenance, trimming, cutting, mowing, and herbicide application for weed control; (3) no plant beds, ornamental trees, or shrubs are present requiring maintenance; (4) contractors shall not store equipment or materials on-site between service visits and must remove all items daily; and (5) erosion control on the southern slope is limited to routine vegetation and herbicide maintenance only, with contractors responsible only for preventing damage caused by their own operations.
The Government confirmed that routine vegetation and herbicide maintenance is sufficient for erosion management, and contractors must immediately repair any erosion, rutting, or soil slippage caused by contractor operations at no additional cost. All identified clarifications resulted in changes to PWS sections 5.1, 5.6, 5.7, 5.10.1.4, and 3.4.1.5. Multiple RFIs addressed identical topics, with the Government's responses cross-referencing previous answers to consolidate duplicate inquiries. The contract is issued by a U.S. Army Corps of Engineers activity (W912LR denotes USACE), and the amendments reflect the actual site conditions as observed during government site visits.

3 14-Sep Fertilization Area – PWS Paragraph 5.7 Please provide the total acreage or square footage of green areas requiring fertilization.
The Government reconsidered this requiremen and has decided not to include fertilizer application to lawn maintenance. 4 14-Sep Southern Slope Erosion – PWS Paragraph 5.10.1.4
Significant erosion was observed on the southern-end slope, which appears to be maintained currently with herbicide.
Please clarify whether the contractor is expected to perform erosion mitigation or corrective work in this area, or whether routine vegetation and herbicide maintenance is sufficient. If mitigation is required, please define the expected result or scope.
Routine vegetation and herbicide maintenance is sufficient. The contractor will not be expected to conduct an erosion mitigation plan or response, but is asked to exercise care when conducting maintenance to avoid unnecessary erosion, which is the Performance Objective stated in PWS 5.10.1.4, which has to do with
"damage prevention and erosion control" as a preventive measure (PWS 5.10.1.4 [...] Any erosion, rutting, or soil slippage caused by Contractor operations or inappropriate equipment selection shall be repaired immediately by the Contractor at no additional cost to the Government.[...] ). 5 14-Sep Plant Beds, Ornamental Trees, and Shrubs – PWS Paragraph
5.1 Plant beds, ornamental trees, and shrubs were not readily identifiable during the site visit. Please identify their locations and provide the approximate quantity or total area to be maintained.
There are no plant beds, ornamental trees, or shrubs. The requirement is for routine lawn maintenance and herbicide and removal of overgrown vegetation to ensure visibility of perimiter fence is not affected by lack of vegetation care and maintenance. The PWS will be amended to reflect this clarification and confirms that is not part of the scope.
