About this file
This is a Questions and Answers document for a PHA Events Services Contract addressing scheduling, staffing, equipment, and operational requirements.
The contract involves providing medical services for approximately 60 annual events: 40 Pre-Mobilization Health Assessment (PHA) events with a scheduled advance notice at contract award, and 20 Soldiers Readiness Processing (SRP) events with 2-4 weeks advance notice. All events are single-day operations that may occur any day of the week, with contractor personnel required to be on-site only during actual event days. The government provides 5 days advance notice for event cancellations due to emergencies or acts of nature, with financial claims for cancellations within 4 days or less addressed through a formal claims process. Notifications of cancellations or postponements occur via phone or email. Minimum staffing comprises one person per labor category (Team Leader/RN, Provider [MD/PA/NP], Dentist, LPN, Optometry Assistant, Dental Assistant, and In/Out-processing Support), regardless of event size, with additional personnel requested through formal RFP and contract modification. The government furnishes workspace, utilities, computers, scanners, printers, telephones, and all primary clinical equipment and supplies including vaccines, immunizations, and specialized testing apparatus at Camp Santiago. Contractors may provide only standard individual diagnostic tools (stethoscopes, penlights, exam kits) and personal PPE, which remain contractor property. MODS/MND system access typically requires approximately 30 days post-award. Experience narratives are limited to 3 pages total using Times New Roman or Arial, 12-point font, 1-inch margins, single-spaced. The incumbent contractor is VELACOL CORP, performing a similar but not identical requirement at a different level of effort.
