Solicitation/ Notice ID: W912LR24Q0072

Requirement: OSHA Trainings

Date: 20 August 2024

1) Q: Can the training sessions be conducted concurrently, or should they be scheduled sequentially?

A: Sequentially, one course per day. Many of the personnel that will participate will be repetitive.

2) Q: Is there a specified minimum or recommended number of trainers required for the various sessions?

A: Minimum of one (1) trainer per course, with certifications specifications listed on the Performance Work Statement.

3) Will the training room be equipped with necessary amenities (e.g., chairs, tables, Wi-Fi), or should the contractor plan to provide these?

A: Classrooms will include: Chairs, tables, projector and screen. No public wifi available.

4) In the event of an unforeseen installation closure, how will the contractor be compensated for lost time or rescheduled training sessions?

A: The contract to be awarded resulting from this solicitation is a Firm-Fixed Price contract.

The Government does not pay for preparatory costs necessary to execute performance in accordance with the requirement Performance Work Statement (PWS). Payment for services is for actual work performed. In the event of interruption of performance due to unforeseen circumstances (installation closure, for example), the Government will proceed in accordance with terms and conditions stipulated in Clause 52.212-4 Contract Terms and Conditions. This does not prevent claims against this contract; however, all claims are subject to review and approval by the Contracting Officer. Offerors are encouraged to examine at detail clause 52.212-4 as it addresses processes and procedures for changes, disputes, and claims.”

5) Is this a new contract, or is there an incumbent? If there is an incumbent, could you please provide the amount awarded to the previous contractor?

A: Previous contract: W912LR21P0056

Date: 25-Sep-2021

Amount: $ 47,028.77

6) The schedule is for 3 weeks Sept 3rd - Sept 20th, Two OSHA 10 would be 4 days, two OSHA 30 would be ten days. There is also a request for respiratory protection, HAZCOM, visual (PPE). Will those 5 days be during the same week as one of the OSHA 30 classes?

Please refer to Training Sessions OSHA document

7) The awardee will only have a week and a half to prepare for the training, materials, instructors, etc. Are these dates firm? Seems unreasonable if you are looking for customized training.

Period of performance changed to 23 September 2024 to 11 October 2024. Please see Training Sessions OSHA document

8) 5.2. The Occupational Safety and Health Administration Standards Services (OSHA) training: The contractor shall provide it from 3 September 2024 to 20 September 2024 and start no later than 8:00 a.m. daily. The training shall be provided for 25 employees and cover topics such as safe operating procedures for machinery and tools, fire protection, emergency action plans, and methods for recognizing and alerting management to workplace risks. The way I interpret section 5.2 is that 25 students will be in class every day from 0800-close from 3 Sept 2024 to 20 Sept 2024. Does this include weekends (18 consecutive days of training) or is it weekdays only (14 days of training, broken up by weekends)

A: Weekdays only, no weekends. Mondays through Fridays.

NOTE: New Period of Performance: 23 September 2024 to 11 October 2024.

9) 5.2.1 OSHA 1910 General Industry: Contractor shall conduct 2 sessions of 40 hours (30 of course and the rest for mock inspection) of training to 25 employees and two (2) sessions of 25 employees of CFR 1910 General Industry Refresher of 10 hrs in accordance with 29 CFR 1910 OSHA for General industry in CSJTC, Salinas. Are the classes identified in 5.2.1 separate from the classes identified in 5.2? If so, this would require an additional two weeks for 40 hour class, followed by an additional three days for the two OSHA 10 classes (12 days total).

A: 5.2 And 5.2.1 are the same courses.

10) 5.2.1.1 Respiratory Protection, Hazardous Communication and Vision Conservation (PPE):

Contractor shall conduct five (5) sessions of 8 hours each to 25 employees each of

Respiratory Protection, Hazardous Communication and Vision Conservation (PPE) in accordance with 29 CFR 1910 OSHA for General industry in CSJTC, Salinas. Similar thoughts on 5.2.1.1 as section 5.2.1 (additional 5 days of courses) Is it PRARNG’s intent to hire multiple instructors to hold these classes concurrently during 3 September 2024 – 20 September 2024? This would mean section 5.2 class participants (and possibly section

5.2.1 class participants) could only participate in one class during the period of performance, as everything will be conducted concurrently.

A: Not concurrently but continuously. The personnel that participate can be repeated in the different courses.

11) Can you please let us know total how many employes is attending for the training?

A: 25 employees per session

12) Are you requesting OSHA 40-hour HAZWOPER, 8-hour refresher, OSHA 10-hour General

Industry, OSHA 30-hour General Industry, Respiratory Protection training, Hazard Communication training, Vision Conservation training, and PPE training?

A: No HAZWOPER 2 sessions of 40 hours (30 of course and the rest for mock inspection) of training to 25 employees and two (2) sessions of 25 employees of CFR 1910 General Industry Refresher of 10 hrs in accordance with 29 CFR 1910 OSHA for General industry

13) Are you requiring 2 sessions of each training?

A: See Training Sessions OSHA document
