About this file

This is a Questions and Answers (Q&A) document for a Blanket Purchase Agreement (BPA) dental services contract supporting military personnel in Southwest Virginia and bordering areas.

The government seeks dental treatment services structured on a price-per-treatment-service basis with pricing details provided in an attached pricing report. The contractor may provide services in bordering states (including Bristol, TN) provided service members do not drive more than 50 miles one way for treatment. Currently, 30-35 Soldiers in Southwest Virginia are classified as Dental Readiness Class 3 and require treatment. Contractors may include a voucher fee per service member referred for dental treatment in their pricing. The contract may be awarded to one or multiple contractors based on the government's best interest determination. Service members requiring nitrous oxide or intravenous sedation must obtain prior clearance authorization from their primary care provider; additional procedure codes for sedation are not authorized for inclusion. Regarding restorative materials, contractors should use amalgam procedures if available; however, composite-based restorative services are acceptable as an alternative if amalgam services are unavailable. The CLIN structure should follow the format provided in the attached pricing report example.

How would the government like proposals to structure pricing?

o Price per treatment service, if so can the government specify which treatments and services should be priced: See attached pricing report as an example .

Some services listed in Appendix 5.1.10d require nitrous or IV sedation, but that procedure code is not listed. Can those procedures be added to the list? No, SM will need to provide a clearance memo from their PCP if sedation is utilized.

Is a voucher fee, a line item per service member that is referred to the contractor for dental treatment, authorized in the pricing? Yes

Does the government intend for this BPA to be awarded to one contractor or multiple contractors? Only if it is in best interest of the government.
