About this file

This document is a draft Price List for a Blanket Purchase Agreement (BPA) issued by the Virginia Army National Guard (VAARNG) for meal services at the Troutville National Guard Readiness Center. The BPA will cover meal provisions for the 229th Chemical Company, with vendors offering breakfast, lunch, dinner, and holiday-themed meals at a per-meal unit price to be determined. The agreement will be valid from 01/01/2026 through 12/31/2031, with individual call orders not exceeding $20,000 and the potential for annual price updates and vendor selection based on best value criteria of price per meal and past performance.

Key contractual terms include tax-exempt meal pricing, with state or local food taxes to be added post-award, and a requirement that third-party vendors incorporating subcontractors must account for tax costs in their unit pricing. The solicitation (W912LQ26QA001) seeks multiple vendors who can provide high-quality, hearty meals prepared under commercial and U.S. Army standards, with lunch meals being the most frequently requested, though breakfast, dinner, and occasional holiday-themed meals may also be required throughout the contract period.

PRICE LIST

229th Chem Troutville Meals BPA

RFQ W912LQ26QA001

The Virginia Army National Guard (VAARNG) is seeking to establish a Blanket Purchase Agreement (BPA) with multiple pre-priced agreements to various food service vendors that can provide prepared meals delivered to the National Guard Readiness Center in Troutville, VA. A BPA is an agreement between the government and a vendor that allows the VAARNG to make “calls” against established terms via a government Purchase Card (GPC) when the calls are at or below the Micro Purchase Threshold (MPT). If the call order is greater than the MPT, a Task Order will be issued and must be invoiced through Wide Area Workflow (WAWF).

Any BPA will be valid for a period of up to 60 months or a maximum ceiling up to the Simplified Acquisition Threshold (SAT) and includes potential for re-issuance. Individual “calls” shall not exceed $20,000 and “calls” below the MPT may be placed without providing for fair opportunity. At the start of any new fiscal year, BPA holders may submit updated pricing for the new period. The VAARNG selects the best value vendors per year. These calls are supplemented as needed. Best value will be determined by price/meal and past performance.
