About this file
This document is a Questions and Answers (Q&A) file for the Virginia National Guard Non-Wearable Blanket Purchase Agreement (BPA), solicitation number W912LQ25QA026. The Q&A provides critical clarifications for potential vendors, including key details about pricing, ordering, and submission requirements. Vendors are not required to price all products on their sheet and may add columns showing quantity-based pricing discounts. FOB Destination pricing is mandatory, with all processing and delivery costs included. Call orders under $10,000 will be fulfilled using purchase cards, while larger delivery orders require a signed SF1449 and wide area workflow invoicing.
The document addresses additional vendor questions about artwork (which may change per order), shipping (to be separately priced), and order locations (currently limited to Fort Pickett in Blackstone, VA and Defense Supply Center Richmond). Pricing will be reevaluated annually, and the BPA allows for up to a five-year ordering period with a maximum ceiling of $1,000,000 per agreement. The solicitation is a 100% small business set-aside under NASIC code 323113 (Commercial Screen Printing), with vendors required to submit a pricing schedule, representations and certifications, capability statement, catalog, and past performance references by 2:00 PM EST on August 7, 2025.
