About this file

This document is an Amendment 0003 Questions and Answers for a federal solicitation (RFP# W912LP25R0002) issued by the Iowa National Guard for a Tactical Warrant Service course. The amendment addresses five contractor questions regarding technical capabilities, proposal submission requirements, and practical exercise expectations for the instructional services. Key details include that contractors must submit one hardcopy and one electronic copy of their proposal, with all PowerPoint slides printed and included in Volume 2, paragraph 5.5. The course requires hands-on practical exercises to reinforce teaching objectives, with contractors responsible for designing and implementing these exercises, identifying potential constraints, and applying risk mitigation. The solicitation is set to close on July 8, 2025, at 11:00 am local time, and this amendment is the final one providing answers to contractor questions.

Answer #2: All PowerPoint slides shall be printed and included in Volume 2, para. 5.5 of the hardcopy proposal and included in the electronic proposal.

Question #3: For proposal submission, you want one electronic copy and one hardcopy/binder.

Is this correct?

Answer #3: That is correct, one hardcopy and one electronic copy on CD/DVD.

Question #4: Will the instructor be required to physically demonstrate tactical search warrant techniques (e.g., entry maneuvers, breaching, or team movement), or is the expectation that the instructor will verbally instruct and provide written/audio/video practical exercises?

Answer #4: Course intent is for instructor(s) to provide hands-on practical exercises to reinforce teaching objectives, not just written/audio/video P.E.’s.
