IOWA AIR NATIONAL GUARD
HEADQUARTERS 132D WING

Minimum Specifications
The contractor shall provide the following to replace and enhance the Wing Security Camera System:
a. Building 240, Server Room 125:
Provide and install (1) Rack Mounted Network Video Recorder capable of recording and managing single and multi-sensor IP cameras of any resolution, with an equivalent capacity of up to 128 2.1MP/1080p cameras at 30fps and a maximum of 600Mbps throughput.
Standard features need to include Intel i7, Windows 10 Pro OS, 2x NIC Cards, and 60TB HDD storage. The purpose of this server is to replace all current servers and Spectra NAS., have a 5 year warranty, and a fully licensed VMS with cloud based management and viewing for both iOS and Android applications. *See technical requirements below
b. Must provide (52) IP licenses for camera transition to new VMS. Licenses must be lifetime and full upgrade capable.
c. Building 300, BDOC Room 109:
Provide (1) Client Workstation that is a high-performance multi-monitor workstation capable of viewing 192 simultaneous video streams. The Client Workstation must include true HD and DisplayPort ports with up to 4 simultaneous monitor outputs, Windows OS and Dual Network Card. The Client Workstation must be ONVIF conformant, be US produced and commissioned, and include a 5 year warranty. Provide UPS for workstation. Cost will include mouse and keyboard.

d. Building 300, BDOC Room 109:
Provide (1) Video Wall Workstation that is a high-performance monitor workstation capable of viewing 192 simultaneous video streams. The Video Wall Workstation must include true HD and DisplayPort ports with up to 4 simultaneous monitor outputs, Windows OS, and Dual Network Card. The Video Wall Workstation must be ONVIF conformant, be US produced and commissioned and include a 5 year warranty. Provide UPS for workstation. Cost will include mouse and keyboard.

e. Buildings 240 & 300:
Provide conversion of entire camera system to the new single server and VMS. Configure the system and program cameras. Install the Video Wall and Client Workstations, configure and program the same.
f. Building 430, Room 1140:
Provide VMS viewing license for Command Post workstation.
g. Buildings 240 & 300:
Perform turnkey installation of all new components.
h. Buildings 240 & 300:
Provide training to end-users on how to use new system, training not to exceed 8 hours.
i. Buildings 240 & 300:
Test system operation and commission into service.
j. Contractor shall provide all travel, shipping, labor, materials, tools, and equipment necessary to complete the installation/configuration/testing of installed/upgraded equipment.
k. Contractor shall remove all debris from site.
l. Work hours of operations are 7:30am to 4:30pm, Monday-Friday
m. Contractor and any employees/subs must be able to pass a mandatory background check performed by Security Forces prior to base entry.
Government Provisions:
a. These Minimum Specifications anticipate that the end-user will provide the following support to the contractor:
i. Provide storage and staging space for project materials
ii. Provide access to work areas in conformance with pre-arranged installation schedule.
iii. Provide access to 120VAC power for all components requiring AC power.
*Server and Workstations provided by contractor have the following technical requirements:
a. Trade Agreement (TAA)
i. All proposed products must be compliant with the Trade Agreements Act of 1979 (TAA).
In accordance with DFARS 252.225- 7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4. Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that is commercial items.
b. Authorized Resellers
i. The contractor shall ensure all products are genuine and eligible for any OEM warranties, maintenance agreements and licensing as offered. Genuine products are those products the OEM, by their policy, considers not “secondary”, destroyed, stolen or scrapped.
c. Remanufactured/Refurbished Products
i. Any product offering that is remanufactured or refurbished shall be clearly identified as such by the contractor on the submitted proposal. Remanufactured products shall have the OEM or factory certification, if available, for that product. Remanufactured and refurbished products shall be certified according to the standards set forth in the policy of the OEM.
