PERFORMANCE WORK STATEMENT (PWS)
Revision 1
FOR
Advertising Package for Solutions to College Debt
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to provide an editorial series/advertising package on Solutions to College Debt, as defined in this PWS. The purpose of the editorial series/advertising package is to inform parents and college students about the statistical data of college debt and their options to help pay for school debt.
1.2 Background: The Iowa Army National Guard Recruiting and Retention Battalion would like to advertise to our target demographics along with our centers of influence (COI) and parents of students.
1.3 Period of Performance (PoP): The editorial series/advertising package shall run for ten (10) weeks during the school year. Preferred time period is the months of February
– April 2018.
1.4 General Information:
1.4.1 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).
1.4.2 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with Federal Acquisition Regulations Subpart 42.5. The KO, Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the Contacting Officer will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government.
Contractor attendance at these meetings shall be at no additional cost to the Government.
1.4.3 Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor
Revisions in red text 2 employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. Such actions may include, but are not limited to, removal from the contract, reduction in benefits, or termination of employment. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at FAR 22.17.
1.5 HSPD-12 Considerations.
1.5.1 Routine access to Government-controlled facilities is not required.
1.5.2 Routine access to Government information systems (IS) is not required.
1.5.3 NACI or other security check is not required.
1.5.4 Procedures for the return of Government issued identification and building passes upon completion of contract performance or individual employee employment are not required.
1.5.5 Contractor personnel will not require Government escort while performing work on the installation or IS.
1.5.6 Contractor is not required to provide employee and/or vehicle information for an Entry Authorization List (EAL).

2.0 Definitions and Acronyms:
2.1 DEFINITIONS
2.1.1 CENTERS OF INFLUENCE (COI). Centers of Influence are individuals who can help foster a better image of the Iowa Army National Guard (IA ARNG), influence individuals to enlist or re-enlist in the IA ARNG, provide Recruiting personnel with prospects, or refer names of leads to Recruiters. COI’s are primarily educators, but may include civic or business leaders, parent or family members, employers, members of professional groups, current students identified as class leaders, or influencers.
Basically, anyone who could influence our target demographic to join the Iowa Army National Guard is a COI.
2.1.2 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.3 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.4 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government designated by the KO to monitor contractor performance. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.5 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.6 DELIVERABLE. Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
2.1.7 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.8 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.9 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.10 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.2 ACRONYMS:

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S):
The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract: NONE
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform the services as indicated in Paragraph 1.1.
5.0 Contractor Qualifications:
5.1 Contractor must be able to demonstrate a reach of 1.5 million – 2.5 million total impressions for print advertising, within the State of Iowa, over the duration of the 10-week editorial series.
5.2 Contractor must be able to demonstrate a reach of 1.0 – 3.0 million total impressions for digital advertising, within the State of Iowa, over the duration of the 10-week editorial series.
6.0 Requirements: The contractor shall provide an editorial/advertising package for Solutions to College Debt that includes:
6.1 A series of editorials that will run for ten (10) weeks during the months of February – April 2018, in order to inform parents and college students of the statistical data of college debt and their options to help pay for school debt.

6.1.1 One (1) editorial per week shall be produced, which shall be run as print advertising on Sundays; and digital advertising to include mobile apps, .com website to include Facebook and Twitter; and a video roll-up to be posted digitally for each written story/editorial.
6.1.2 All print, digital, and video advertising shall be published/produced in full color.
Print advertising shall include a minimum of one (1) full-page, full color ad, with the remaining print ads at a minimum of one-half page, full color ads.
6.1.3 The .com website shall display a minimum of 300x250 and 728x90 digital ad sizes.
6.1.4 The print editorials/advertising shall achieve 1.5 – 2.5 million total impressions over the duration of the 10-week editorial series.
6.1.5 The digital editorials/advertising shall achieve 1.0 – 3.0 million total impressions over the duration of the 10-week editorial series.
6.1.6 A copy of each editorial shall be provided in both printed (hard copy) and digital format to SFC Phet Khamphaphongvixay. Hard copy shall be delivered to SFC Khamphaphongvixay, Freedom Center, 7105 NW 70th Avenue, Johnston, Iowa 50131.
Digital copy shall be emailed to phet.n.khamphaphongvixay.mil@mail.mil.
6.2 Contractor shall provide unlimited telephone and email support by a professional marketing/advertising team for the duration of the advertising package. The intent is for the Recruiting and Retention Branch (RRB) to have input into the editorial content and allow them to suggest necessary adjustments to the marketing/advertising team as trends change in their audience/reach. The telephone and email support would be in support of that effort.
6.3 Contractor shall conduct one (1) informational event night, to be held in Des Moines, Iowa, to educate families/individuals on ways to finance education. This is envisioned to be a Career Fair-style/college education event. Contractor shall provide booth space to the Iowa Army National Guard at this event, to represent a solution to finance education.
6.4 Contractor shall provide exclusive advertising rights associated with the editorial/advertising series to the Iowa Army National Guard for the duration of the series, and shall allow no other corporate or organization/agency advertising as part of the series.
6.5 Contractor shall provide the Iowa Army National Guard with first right of renewal should the editorial/advertising series be extended after the initial 10-week series has been completed.

6.6 Contractor shall provide the Iowa Army National Guard the right/ability to share all media related to the editorial/advertising series on social media outlets.
6.7 Contractor shall provide a weekly report after each editorial has run to document the number of print and digital impressions reached while also providing a conclusive report at the end of the 10-week series to document the total number. The report shall identify the following for each editorial:

6.7.3 Date(s) printed / posted to digital media
6.7.4 Identify web sites/social media/apps editorial/advertising posted to

6.8 Contractor Manpower Reporting Application (CMRA):
6.8.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Iowa Army National Guard via a secure data collection site.
6.8.2 The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
