Paragraph 1.3.1. - Past/Present Performance is approximately equal to technical capabilities.
Paragraph 2.2.1.1 - Technical capability evaluation
The relative importance of the three (3) technical subfactors are: Technical Approach being more important than Offeror’s Team Experience; and when combined, Technical Approach and Offeror’s Team Experience are significantly more important than Other Capability Information

There are six (6) Subfactors, with Quality Control as the most significant Subfactor. Other Subfactors are listed in descending order of importance. An overall evaluation for Past/Present Performance will be at the factor level.
Questions Asked to Date
Q1. The solicitation section 13.4, page 8, and the brand name J&A Document both reference a requirement for a Honeywell branded fire alarm system. Since all fire alarm systems are proprietary, there will be no other product that will be com-patible with the Honeywell/Notifier product other than those manufactured by Honeywell/Notifier. It is our under-standing that this facility will be a new building, separated from any existing facilities and not connecting to an existing system where compatibility will be an issue or concern.
A1. The Iowa Army National Guard has updated its Fire Alarm monitoring system over the past few years to allow statewide monitoring of our Readiness Center centrally at Camp Dodge, Johnston, IA. The head-end equipment at Camp Dodge is Honeywell, therefore, for proper reporting and compatibility with the reporting system we now require all of our client systems be Honeywell.
Q2. If the same example projects (and Owner reference) are being used for both the Sioux City and Davenport projects, please confirm that only 1 copy of Owner’s Exhibit C is required to be submitted by Owner with name of both projects at top of each page?
A2. The contractor may request one past performance questionnaire be filled out by its references for both the Sioux City and Davenport projects. The contractor requesting the references needs to change the header to reflect both project titles and solicitation numbers. Remember the past performance references for the Sioux City project are due on 1 May 2017 and the past performance references for Davenport are due 8 May 2017. Past performance questionnaires that do not clearly reference the solicitation number may not be considered in the evaluation process, so please make sure the header clearly indicates the solicitation number.
Q3. 00010 2.3: Refers to FAR 52.228-5 for insurance requirements. However the referenced clause does not provide schedule of insurance types and limits required for this project for both the design and construction phases. Please advise.
A3. The Government will not take ownership of the building until it is 100% complete, therefore, insurance is the responsibility of the GC. It is highly recommended that the GC carry Builders Insurance.
Q4. 00100 1.5.2: Refers to “formally organized design-build entities” and “project-specific design/build associations”. The latter appears to be fairly generic e.g. it would allow both design-led or constructor-led teams where the Offeror acts as a prime contract-holder and the rest of the team members as subcontractors
A4. Design-Build teams can be organized in multiple ways to include, but not limited to, Design-Led, Constructor-Led, Integrated firms, and Joint-Venture. Each team has its advantages and disadvantages. The Government is not restricting how the team is organized.
Q5. 00110 5.6.4.1.4 & 5.6.4.2.5: Subject to stand-off distances, parts of the project may be subject to Anti-Terrorism/Force Protection measures such as blast-resistant products and construction. Please advise if Blast Analysis and/or Progressive Collapse Analysis, Modelling or Engineering will be required. These services are provided by specialty consultants beyond standard structural engineering.
A5. The Design-Build firm’s solution shall comply with all Anti-Terrorism/Force Protection requirements identified. The need for and extent of analysis performed by a structural engineer experienced in blast-resistant design may vary dependent upon the Design-Builder’s proposed solution.
Q6. 00100 1.6: Confirm no portion of the building will be categorized as ICC 500 (tornado shelter) or FEMA P-361 (community safe room)
A6. The facility will not be utilized as a tornado shelter or community safe room.
Q7. 00100 1.6: Describe on-site fuel dispensing & storage requirements
A7. There will be on on-site fuel dispensing units. The Iowa National Guard will have a fuel containment requirement in its vehicle storage area for fuel tankers.
