52.212-2, Evaluation-Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.
52.212-2 Addendum: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
The government will award a contract resulting from this solicitation to a responsible vendor whose quote conforms to this solicitation and is considered most advantageous to the government based on the following evaluation factors:
• Technical Approach
• Price
• Past performance
The government intends to evaluate offers and award a contract without discussions with offerors. Therefore, each vendor’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Quote Content – General: Offers shall contain sufficient detail for effective evaluation, without reference to links or other external resources. Document format shall be compatible with Microsoft Word/Excel 2016 (or later, including Microsoft 365) and/or Adobe PDF. Vendors should reference the number of this RFQ and include their CAGE code and Unique Entity Identifier (UEI) from SAM.gov as part of their quote submission.
Quote Content -Technical Approach: Quote must contain sufficient information regarding the supplies/services to be provided to make it clear that the offeror understands what is being asked for and is prepared to fully meet the requirement, and for the Government to confirm that the supplies/services offered meet *all* technical requirements set forth in the RFQ. Where applicable, manufacturer part numbers and product literature should be provided. For services, sufficient narrative should be provided about the offeror’s proposed approach and capability for the Government to evaluate the likelihood that the offeror will successfully perform. Offers containing insufficient information to allow VTARNG to confirm that the proposed solution meets all technical requirements may be deemed technically unacceptable.
Quote Content - Past Performance: Offerors are/are not required to submit past performance information. Offerors must/may identify up to 3 contracts within the last 3 years on which the contractor provided products or performed services sufficiently similar to what is required by this RFQ that the offeror’s prior performance is relevant to its likelihood of successful performance on this requirement. For contracts not covered by CPARS, offerors must submit the attached questionnaire to a current POC at each referenced customer for the customer POC to complete and email directly to contract specialist’s email; if a completed questionnaire has not been received by the time VTARNG completes evaluation of offers, “past performance” for that reference will be rated as “neutral” even if it is both recent and relevant.
If a vendor is aware of negative performance reporting in government systems such as CPARS, SAM.gov Responsibility and Qualification (formerly FAPIIS) data, and/or SPRS and wishes to offer mitigating or distinguishing information, such information should be included in the vendor’s initial submission.
Quote Content (Price): Offerors shall provide a quotation for one job as a total contract price.
Prices should include cost of conference facilities, meals, audio/visual equipment, and internet.
If alternative models, configurations, or staffing plans are quoted, each must meet or exceed all technical requirements set forth in this RFQ and should be priced as a separate offer.
Evaluation - Technical Factor: Quotes will first be evaluated to determine whether they meet *all* technical specifications set forth in this RFQ. Only technical criteria that are inherent to the type of product/service required or specifically stated in the RFQ will be evaluated. Offers that meet all technical criteria will be deemed “acceptable,” which is sufficient to establish technical eligibility for award. Offers that exceed minimum technical requirements may be rated as “good” or “outstanding” based on the quality of the offered approach and the number and significance of additional strengths demonstrated. Offers that fail to clearly demonstrate compliance with all technical requirements may be deemed “marginal” or “unacceptable” based on the number and severity of any weaknesses or deficiencies in the offer.
Evaluation - Past Performance: The government will review available past performance information to determine whether offerors pose an unacceptable risk of failure to perform. At its discretion, the government may evaluate vendors past performance based on any of the following:
• Recent and relevant contracts identified by offerors if customer questionnaires are provided.
• Supplier Performance Risk System (SPRS)
• SAM.gov Responsibility and Qualification (formerly FAPIIS) data
• CPARS
• VTNG experience with the vendor
If there is not a rating available from any of the above sources for a given supplier, the supplier's past performance from that source will be evaluated as neutral.
Evaluation of Price: Prices of offers meeting all technical specifications will be evaluated in accordance with FAR 8.404(d) (Deviation 2014-O0011), using the techniques set forth in FAR 13.106-3
Quotes that do not meet the firm requirements listed in the line-item description will not be accepted.
