PERFORMANCE WORK STATEMENT (PWS)

FOR NON-PERSONAL SERVICES

158TH FIGHTER WING SOUTH BURLINGTON, VT

COMPREHENSIVE SELF-AWARENESS TRAINING FOR AIRMEN

1. GENERAL. This is a non-personal service contract to provide enterprise-wide comprehensive training services, supplies, and related items for the self-awareness development of Vermont Air National Guard (VTANG) personnel.

This contract supports attainment of the VTANG cultural improvement goals. The government shall not exercise any supervision or control over the contract service providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the contractor who, in turn, is responsible to the government. CSPs must have documented experience working with military members or personnel in similar career fields in the areas described in section five (5) of this PWS.

1.1. Background. The Vermont Air National Guard is seeking to improve the organizational culture within the Fighter Wing. Achievement of planned systemic change requires the ability to scale training and services to conform to varying organizational sizes and fiscal resources.

1.1.1. VTANG change goals include enhancing leadership capabilities, command personnel interaction, and individual personnel performance through behavioral modification and increased self-awareness. Successful interpersonal work place relationships are crucial to the creation and sustainment of a working environment supportive of teamwork and exceptional performance. 158th Fighter Wing Commander has directed that VTANG military and civilian personnel will be offered training in methodologies, practices, and techniques that increase and sustain self-awareness and improve work environments.

1.1.2. Cultural improvement and increased self-awareness across the VTANG enterprise requires VTANG military and civilian personnel at all levels to learn and incorporate individual and group implementation strategies and tools into their work practices, beyond only behavior changes. Incorporating these strategies and tools will develop self-aware personnel to more effectively establish and operate workplace practices. Development of self-aware leaders and engaged work teams is required to create healthy organizations aligned to strategic goal achievement and solving the most difficult and persistent organizational problems; and change organizational culture for the better.

1.1.3. Self-Awareness. Self-awareness concepts may provide experiential opportunities for learners to: 1) understand that each individual has inherent self-worth, understand that every person can lead a productive and happy life filled with proper decision-making and well-being, understand that everyone is capable of loving kindness, learn tools for improving self-awareness and increasing the capacity to care for fellow humans, and 2) identify specific ways in which the theory can be applied to daily activities.

1.2. Scope of Work. The contractor shall provide enterprise-wide training for self-awareness, executive coaching and supplies, to include an applied self-awareness model focusing on developing introspective skills, and how to improve interpersonal relationships, collaboration, and productivity. The major elements of this solution include 1) Courses consisting of no less than ten (10) training sessions and as many sessions as the contractor deems necessary to cover the items listed in paragraph 5.1. As a reminder the contractor shall be paid a fixed price for the course, regardless of how many sessions are included. Group size will vary based upon government personnel availability, but shall not exceed 25. Sessions shall be between two to four hours each 2) For students identified by the VTANG as requiring extra instruction, individual (one-on-one) training for self-awareness courses for up to 25 individuals lasting for one hour each at no less than 10 sessions per individual and as many sessions as the contractor deems necessary to cover the items listed in paragraph 5.1. As a reminder the contractor shall be paid a fixed price for the course, regardless of how many sessions are included. 3) Access to the contractor for VTANG students to discuss self-awareness topics for the duration of this contract, via electronic and telephone or in-person visits during the contractor’s normal business hours. 4) Supplies.

1.3. Safety Requirements. The contractor shall comply with all applicable safety procedures and practices associated with any government facilities where contract services are provided.

1.4. Security Requirements. The contractor shall safeguard, and not release without written consent of the contracting officer (KO), any service member or government employee information.

1.4.1. Neither the prime contractor nor any of its CSPs shall disclose or cause to disseminate any information concerning operations of military activities. Such action(s) could result in violation of the contract and possible legal actions.

1.4.2. All inquiries, comments or complaints arising from any matter observed, experienced, or learned of as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the contracting officer representative (COR) and the KO.

1.4.3. The contractor shall only conduct business with designated government personnel listed as points of contact (POCs). Names of authorized personnel will be provided to the contractor by the government, in writing, within three days after contract award, and will be updated as necessary throughout the contract period.

1.4.3.1. The contractor will encounter and provide services to various government personnel via performance of the service defined in this PWS. Terms such as “train,” “coach,” “consultation,” “facilitate,” “consult,” “evaluate,” “enhance the value of training,” “manage,” “assist,” and “administer,” as used in this contract, shall not be taken to mean that contractor personnel can perform inherently governmental functions. Decision making and the supervision/direction of government employees (military or civilian) are examples of inherently governmental functions. CSPs shall not make inherently governmental decisions. CSPs shall not supervise government employees.

1.4.3.2. Unless otherwise specified, all unclassified financial, statistical, personnel and/or technical data which becomes available to the contractor during the performance of this contract are considered confidential business information and shall not be used for purposes other than performance of work under this contract, nor be released by the contractor without prior written consent of the KO.

1.4.4. The contractor shall ensure that its CSPs entering government-controlled installations or facilities have in advance obtained access badges, passes or related equivalent documentation in accordance with facility regulations, so as not to delay the accomplishment of contracted services. COR will be the main point of contact for base access

1.4.5. Force Protection Condition (FPCON) impact on work levels. During FPCONs Charlie and Delta all services at Vermont Air National Guard-controlled installations or facilities are discontinued; therefore these contract services will be suspended accordingly. The COR will notify the contractor when services will resume when the FPCON level is reduced to level Bravo or lower. This contract and its CSPs are not considered mission essential.

1.5. Physical Security. The contractor shall safeguard all government equipment, information, and property available for contractor use.

1.6. Quality Control (QC). The contractor shall be responsible for quality control. The contractor shall maintain a complete Quality Control Plan (QCP) that shall ensure the requirements of the contract are provided as specified in this PWS. The contractor shall provide any updated QCP to the KO and COR NLT 7 days after changes are made.

1.7. Quality Assurance (QA). The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP is the government’s internal plan for performing QA, and as such does not become part of the resultant contract. It consists of the Performance Requirement Summary (Attachment A,) the Quality Assurance Monitoring Form (Attachment B,) and the End of Course Survey (Attachment C.) The government will provide the contractor feedback NLT 14 days after completion of training events via the Quality Assurance Monitoring Form.

1.8. Place of Performance. The primary place of performance will be at the Vermont Air National Guard Base, Burlington International Airport, South Burlington, VT. Other proximal locations may be required due to upcoming construction projects on the facility. In all cases, the VTANG will provide the necessary facilities to conduct training.

1.9. Travel. Travel, per diem, and all expenses must be factored the contractor’s price. There will be no separate billing or reimbursement for expenses of any kind.

1.10. Hours of Operation. The contractor shall be available to provide services between the hours of 8:00 a.m. and 10:00 p.m. Eastern Standard/Daylight Saving Time, Monday through Friday (with specific times to be coordinated between the contractor and government.) The contractor is not required to provide service on federal holidays or when the government is unexpectedly closed due to emergencies, administrative actions, or similar government-directed closings.

1.10.1. If an unexpected closing interrupts scheduled services, it is generally desired that the scheduled service still be delivered. The COR and contractor shall coordinate an alternate and equivalent opportunity and method to complete delivery of the desired services. Completing delivery of desired services could depend on factors such as, but not limited to, the circumstances of the closure, the remaining services still to be delivered, and the availability of contractor personnel, VTANG personnel and/or facilities, etc.

1.12.1. CSPs providing training, attending meetings, and/or working in other situations, or providing services where their contractor status is not obvious to third parties (such as phone, internet, or other distance methods) are required to identify themselves as such to avoid creating an impression in the minds of members of the public, government employees, or members of Congress that they are government officials or employees.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (see below)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

1. Evaluation Factors and Methodology

The Government will evaluate each quote using a “best value” approach considering the following.

a) Technical Approach – adequacy of the response and feasibility of approach to meet the Performance Work Statement requirements.

b) Past Performance – offeror’s demonstrated recency, relevancy and quality of past performance.

c) Price

For this solicitation, the Technical Approach factor is more important than the Past Performance factor, which is more important than the Price factor. Any two factors combined are more important than any factor by itself.

Offerors are cautioned that the award may not necessarily be made to the lowest-priced offer.

2. Past Performance The Offeror may provide a list of references to establish previous experience in performance for technical projects similar in size, scope, and complexity to the requirement being competed. The Offeror may cite up to 3 projects within the last three (3) years. In order to facilitate the evaluation of the Offeror’s past performance, the Offeror shall present the following information:

Customer Name and Address Contract Number/Contract Title Delivery Schedule/Period of Performance Contract Value Description of the Work Performed Customer Point of Contact (Name, Telephone Number, E-Mail and Address) for Business Manager and

Technical Manager All reference phone numbers and email addresses shall be current and verified by the Offeror prior to submission.

Additionally, the Offeror may forward the attached Past Performance Questionnaire to previous customers to submit references directly to the contracting office.

3. Basis for Award The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with the guidelines provided by Federal Acquisition Regulation (FAR), and the Department of Defense Acquisition Regulation Supplement (DFARS.) The maximum total value of the contract will be $150,000 over the life of the contract. Offerors without a record of past performance will be assigned a “neutral” rating. Offerors are advised that an unacceptable rating under any non-price factor would render a technical quote’s overall rating unacceptable; only those technical quotes found acceptable would be evaluated under the price factor.

4. Discussions

The Government intends to award without discussions with Offerors (except communications conducted for the purposes of clarification). Consequently, each offer should be submitted on the most favorable terms that the offering firm is able to submit to the Government. The Government reserves the right to conduct discussions if they are later determined by the Contracting Officer to be necessary.

5. Questions

Questions concerning the solicitation document shall be submitted in writing, via email, to andrew.d.anderson22.mil@mail.mil (with copy to brian.j.dusablon.mil@mail.mil) and received by 12:00 pm (noon) Eastern Standard Time, March 3, 2017. Quotes shall be delivered as a single copy, electronically submitted by email to andrew.d.anderson22.mil@mail.mil (with copy to brian.j.dusablon.mil@mail.mil.) DO NOT mail or fax any duplicate copies. Please reference the RFQ# W912LN-17-T-0001 in the subject line of your email transmittal. Do not submit zipped files. Use multiple emails if file sizes are too large. File formats are limited to .doc, .xls, .pdf, .ppt or .rtf.

The price quote shall also include the offeror’s CAGE code and/or DUNS number to prove System for Award Management www.sam.gov registration.

Volume 2 – Technical Quote This file shall include written information that pertains to the Offeror’s technical capability, services capability, past performance information and any other information required in the RFQ. Technical Quotes are limited to a maximum of 20 single-spaced 8 ½ by 11 inch pages with margins not less than one inch. The font size shall be no smaller than 10-point.
