About this file

This file is a Question and Answer document addressing clarifications to the Minnesota National Guard's solicitation for two 5K electric forklifts. The primary clarifications resolved include: removal of the strict 8-inch ground clearance requirement in favor of industry standard specifications for 5K electric forklifts; confirmation that units will operate on compacted gravel surfaces; specification that pneumatic (air) tires are required rather than cushion tires; and reaffirmation that the requirement is specifically for 5K electric forklifts despite vendor suggestions for alternative equipment types. The document records four question-and-answer pairs that directly address technical specifications and operational conditions, with answers provided by the government contracting officer to ensure vendors submit compliant quotes.

These clarifications are integral to solicitation W912LM26QA018, issued by the Department of the Army Minnesota Army National Guard for delivery FOB Destination to Camp Ripley Training Center in Little Falls, Minnesota. This is a 100% Total Small Business Set-Aside, with award contingent upon the availability of fiscal year 2026 funds. The clarifications align with amendments to the Statement of Work regarding minimum mounting frame height of 157 inches, fork length of 42 inches, air pneumatic tire requirements, and industry standard ground clearance specifications.

Text version

Q1. The requested unit has a ground clearance of approximately 3.9”, which is significantly lower than the 8” clearance indicated. Please confirm if the 8” ground clearance is a strict requirement.

A1. The 8 inch requirement has been removed. The ground clearance must be that of the industry standard range for 5K electric forklifts

Q2. Please note that this type of unit is equipped with cushion (solid) tires and is not designed for gravel use. Operating in gravel conditions may result in the unit getting stuck.

A2. Unit will be driven on gravel surfaces.

Q3. If the unit will be used outdoors on gravel, could you confirm the condition of the surface (e.g., loose vs. compacted)?

A3. Compacted gravel conditions.

Q4. Based on our review, if gravel operation is required, an alternative such as a pneumatic tire forklift (LP or Diesel) may be more suitable. Electric pneumatic options are also available; however, they come at a higher cost, typically operate on 80V systems, and still offer limited ground clearance.

A4. The requirement is for a 5k electric forklift.
