About this file
This file is a Questions and Answers document addressing clarifications on the Minnesota National Guard's solicitation W912LM26QA018 for the purchase of two electric 5,000-pound capacity forklifts. The Q&A clarifies key specifications that were amended from the original Statement of Work, including confirmation that the minimum maximum lift height for the forks is 157 to 160 inches at a 24-inch load center with 5,000-pound capacity, a minimum of 5 degrees backward tilt is sufficient (rather than 10 degrees), ground clearance should be the industry standard range for 5K electric forklifts rather than the originally specified 8 inches, and fork length has been adjusted to 42 inches. The document also addresses mast configuration options (2-stage V, FV, or FSV masts) as long as the specified lift height and capacity requirements are met.
Additional clarifications include that the 5,000-pound capacity requirement applies at the 157 to 160-inch lift height range and does not apply to any greater lift heights, air pneumatic tires are required, and delivery should be made to Building 11-62 (correcting an earlier reference to Building 11-60) at Camp Ripley Training Center in Little Falls, Minnesota. This is a 100% Total Small Business Set-Aside solicitation issued "short of award" pending availability of FY2026 funds, with delivery on an FOB Destination basis.

Q1. I saw the amendment to reduce the fork height to 157” maximum. This brings up another question. We can make a mast that lifts that high in 3 different ways. Which do you prefer?
1. 2- stage V mast with limited free lift. Free lift is how high the forks go before the mast begins to telescope and increasing the lowered height. Critical inside a semi trailer / low doors, etc. This mast allows the most visibility and least maintenance if the lowered height is OK
1. FV mast. This adds free lift to a 2-stage V mast.
1. FSV mast includes 3 rails to reduce the lowered height and retain more free lift.
A1. As long as the MFH can reach a minimum range of 157” to 160” with 5,000 pounds with a back tilt of 5 at a 24-inch load center
Q2. Request is for back tilt is for 10 but 5 is plenty for almost all loads unless you are chiseling under loads without much dunnage. It is good on palletized loads.
A2. A minimum of 5 for the back tilt is sufficient
Q3. Ground clearance: the SOW requires 8 inches of ground clearance. Published sit-down counterbalance electric trucks in this class, including the Toyota 8FBH25 reference, run 2.6 to 3.3 inches. Is 8 inches a firm requirement, or will the class-standard clearance be acceptable?
A3. Standard clearance range for a 5k Electric forklift
Q4. Tilt vs. lift height: the combination of 10 degrees of back tilt and a 15-foot lift height is not available together on published trucks in this class (masts tall enough for 15 feet carry 5-7 degrees of back tilt). Which requirement governs, or is a combination such as 7 degrees at 180 inches acceptable?
A4. The updated minimum max-lift height for the forks is 157” at a minimum of 5 backward tilt
Q5. Capacity at height: is the 5,000-lb capacity required at the full lift height (published trucks derate to roughly 4,100-4,600 lb at 180+ inch masts), or at the standard 24-inch load center rating height?
A5. The 5,000-lb capacity is at a minimum range MFH of 157 – 160 inches at the 24-inch load center rating height. The 5,000-lb capacity does not apply to any full lift height greater than this range
Q6. Delivery building: the SOW references Building 11-60 and the SF-1449 references Building 11-62 - which is correct?
A6. The delivery building is 11-62.
