About this file

This is a Questions and Answers document for solicitation W912LM-26-Q-A016, addressing vendor inquiries regarding the procurement of electric 4K walk-behind forklifts for the Minnesota Army National Guard. The document clarifies several key technical requirements through Q&A exchanges dated July 10 and July 13, 2026. Notably, the government confirmed that manual fork positioning is acceptable in lieu of cascade hydraulic systems, that a 4,000 lb capacity is mandatory (rejecting the 3,500 lb alternative), and that manual side-shifting capability alone satisfies the requirement rather than hydraulic side-shifting carriage. The document also specifies that typical loads consist of standard pallets (4' x 4') and uni-packs (40" x 48"), and reiterates that only counterbalance forklift configurations are acceptable, rejecting alternative designs such as fork-over stacker or straddle stacker trucks.

This clarification document directly supports the amended solicitation requirements, which were updated on July 8, 2026 to modify fork positioning specifications from cascading hydraulic to manual operation. The Questions and Answers represent the government's official responses to vendor inquiries and constitute binding clarifications to the solicitation for all responding offerors.
