Q1.

Is a narrative proposal being requested at all or is it sufficient to submit pricing alone?

A1.

Pricing only.

Q2.

What criteria, in order of importance, will be used to evaluate proposals?

A2.

Provision 52.212-2 Evaluation-Commercial Items, Price and Past Performance – which are approximately equal.

Q3.

Do you want the cost of DENCLASS entry rolled into the cost of a Dental Exam (CLIN 0004) or into per-event charge (CLIN 001)?

A3.

Per Amendment 0001 this is no longer a requirement.

Q4.

Is a Panorex machine available at MNARNG or is contractor required to provide one? If the latter, can contractor leave the unit at MNARNG throughout contract duration?

A4.

ALL equipment will be provided by the MNARNG per Amendment 0001.

Q5.

Item 0001 pricing can vary widely based on what contractor is required to provide. For example, if Contractor is only being asked to provide a Dental Technician it could be $0. If contractor is required to manage the event and provide equipment it will be much higher. Can you clarify what this CLIN is intended to include?

A5.

CLIN structure changed with Amendment 0001. Pricing is for labor costs only.

Q6.

In some instances Mobile Dental Practice is called for and in other places “Portable Dental Equipment” is permitted (top of p. 20). Please clarify if Contractor will in fact be permitted to set up portable equipment inside MNARNG building(s) so as to offer lowest possible price. If a Mobile Dental Practice is required, should we provide 2 prices under each CLIN (e.g., 0004-0007) one for performing the exams in a Mobile Dental Practice and one for Portable Dental Equipment?

A6.

Per Amendment 0001 ALL equipment will be provided by the MNARNG.

Q7.

CLIN 004 calls for 450 exams. Across how many days will this be broken up? What is the minimum # of exams that will be guaranteed per day so bidder knows how many exams they must defray fixed costs against?

A7.

Per Amendment 0001, this contract is for labor only.

Q8.

Same as question 7 but apply to CLINs 005-007

A8.

Per Amendment 0001 this CLINs no longer exist.

Q9.

Just for clarification, this is for exam services only, correct? This opportunity does not involve any dental treatment services?

A9.

This contract is for labor hours only per Amendment 0001.

Q10.

Are portable buildings an acceptable alternative to a RV? These buildings have their own power, they are climate controlled, dropped off two days prior to the event, and picked up the day after.

A10.

Per Amendment 0001 ALL equipment will be provided by the MNARNG.

Q11.

Do we need a portable building to complete services at Camp Ripley?

A11.

Per Amendment 0001 ALL equipment will be provided by the MNARNG.

Q12.

The PWS says that “all supplies will be provided by the MNARNG”-pg. 20. Does this strictly mean disposables in all cases?

A12.

Per Amendment 0001 ALL equipment and supplies will be provided by the MNARNG.

Q13.

Page 20. Are the “6 exams per hour” a maximum mandated by MNARNG or is that a minimum?

A13.

“6 exams per hour” is a minimum.

Q14.

For the CLINs for Per Event Charge: This is difficult to provide pricing in this manor without knowing soldier #’s, duration of the event, etc. Can you give some clarification on this?

A14.

Per Amendment 0001 this is no longer a requirement.

Q15.

All of the pricing CLINS say, “services with MN ARNG providing internal resources (i.e. staff, equipment, supplies) for exams.” However, in the “Per Event Charge” CLIN, it says “Contractor shall provide all equipment and supervision necessary to complete services as outlined in the Performance Work Statement. The Per Event Charge should include all costs not individually priced in CLINs 0002 through 0007.” This seems like a contradiction, can you please clarify?

A15.

Per Amendment 0001 ALL equipment and supplies will be provided by the MNARNG. This contract is for labor hours only.

Q16.

Regarding the pricing for the BWX film-is that price strictly for the x-ray, not including labor?

A16.

Per Amendment 0001 this CLIN was removed.
