DESCRIPTION OF REQUIREMENT:

The Rhode Island Army National Guard (RIARNG) requires standard lodging facilities and standard lodging facility services for Army Guard personnel to support inactive duty training

(IDT) sessions estimated to take place on a monthly basis in accordance with the attached

Statement of Work (Attachment 1) and Ordering Instructions (Attachment 2).

The guards mission requires soldiers residing over 50 miles from the unit location to have a room near the duty location to avoid fatigue and mitigate the chance of members getting into accidents commuting to and from the duty location. The duty locations are anticipated to be East

Greenwich, RI, Warwick, RI, Providence, RI, and Middletown, RI. This requirement is for a

BPA for lodging within the state of Rhode Island in support of RIARNG IDT.

A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts’’. The RIARNG intends to award multiple firm fixed, pre-priced BPAs for this requirement.

When drafting your capability statement, please note the following terms and conditions:

• Lodging facility must be located within the state of Rhode Island.

• The resulting BPAs will be pre-priced. Pricing for this requirement will be in accordance with the established U.S. General Services Administration (GSA) per diem rates for

Rhode Island and the applicable fiscal year. Please visit the following website for the latest per diem rates:

https://www.gsa.gov/travel/plan-book/per-diem-rates/per-diem-rates-results?action=perdiems_report&fiscal_year=2025&state=RI&city=&zip=

• This agency is exempt from Federal, State and Local City taxes. If a tax-exempt certificate is required, it will be provided upon request.

• The Government is seeking to place BPAs directly with the hotels, not third party vendors.

PERIOD OF PERFORMANCE: 27 months from date of BPA award.

Estimated, Aggregate Amount of BPA: $250,000.00

PAYMENT: Payment will be made by Government Purchase Card (GPC) for BPA calls less than $10,000; payment will be made by Wide Area Work Flow (WAWF) for calls greater than

$10,000. See Attachment 2 for details.

https://www.gsa.gov/travel/plan-book/per-diem-rates/per-diem-rates-results?action=perdiems_report&fiscal_year=2025&state=RI&city=&zip= https://www.gsa.gov/travel/plan-book/per-diem-rates/per-diem-rates-results?action=perdiems_report&fiscal_year=2025&state=RI&city=&zip=

BASIS OF AWARD: Award will be made to hotels meeting the requirement of Attachments 1 and 2, located within the state of Rhode Island capable to provide the lodging requirements at the applicable, GSA established per diem rates.

QUESTIONS: Submit technical questions to the Purchasing Agent in writing via email to Lori

Zolofra at lori.a.zolofra.civ@army.mil; Also copy Kaitlin Simoes at kaitlin.l.simoes.civ@army.mil. Telephonic (verbal) questions will not be addressed. All responses to questions, which may affect offers, will be incorporated into a written amendment to this notice.
