5. EVALUATION PROCESS
In accordance with FAR 52.212-2, (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
1. Factor 1: Technical Capability
2. Factor 2: Past Performance
3. Factor 3: Price
Technical Capability and Past Performance are of equal importance and, when combined, are significantly more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
Award will be made using a best-value trade-off process. The Government may select other than the lowest price offer if a higher priced proposal is determined to provide additional value that justifies the price premium.
(c)Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government in accordance with RFO FAR Part 12.203.
FACTOR 1: TECHNICAL CAPABILITY
Offerors must submit a Technical Proposal (not to exceed 15 pages) demonstrating their capability and plans to execute all requirements in the PWS.
Proposals will be evaluated on the depth, feasibility, and quality of their technical approach. The Government will assign qualitative ratings based on the strengths and weaknesses identified.
Page limit does not include Price Table, past performance, resumes, or appendices. Minimum Font Size: 12 PT, Times New Roman, Single Spaced. One-inch margins.
FACTOR 2: PAST PERFORMANCE
Offerors shall submit a Past Performance Questionnaire (see attachment - Section 7) with a reference, providing recent and relevant contracts, ongoing or completed within the past three (3) years, that are similar in size, scope, and complexity to the requirements of this solicitation.
• Neutral Rating: In accordance with FAR 15.305(a)(2)(iv) and RFO 15.104(b)(3)(ii)(A), an offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on this factor and will receive a Neutral rating.
FACTOR 3: PRICE
The Government will evaluate the total price of the quote (Base Year + 3 Option Years) for completeness, reasonableness, and realism. Prices must be submitted in U.S. dollars and rounded to the nearest second decimal.
