About this file
This document contains Questions and Answers related to Solicitation W912LC-24-Q-0027A for the Tent (Clamshell) Replacement FMS 7 project.
The key details are:
- Solicitation is for the replacement of the outer membrane/fabric of an existing fabric tent structure with dimensions of 120 feet long by 65 feet wide. The structure has 11 beams/trusses with 10 bays.
- The new fabric must meet the same manufacturer requirements and loading conditions as the original. A PE-sealed engineering report for the replacement fabric is required, but a full re-engineering of the structure is not needed.
- The work must be completed within 30 business days of receipt of materials on site. Existing fabric cannot be left in place under the new fabric.
- The solicitation includes replacement of 4 overhead garage bay doors, but no work on the existing personnel doors/vestibules is required.
- The area around the tent will be clear and accessible for the installation work.
- The contractor is responsible for any work required to remove and replace roof penetrations.

Answers to Vendor Questions W912LC-24-Q-0027A
1. Will this tent be heated in the winter?
a. Yes, the tent does currently have heaters installed inside for the winter.
2. Is the color white ok for the top?
a. Yes, white will suffice. A military based color such as coyote brown is preferred, but this strictly for aesthetics. As long as the color is not black the shop is good with it.
3. In the "Performance Objectives" section, it states "All work must be completed within 30 business days or less". What milestone is considered the start of this 30-day requirement? We are assuming that refers to arrival on site to begin installation. Our process requires site inspection, 3D Survey and design work prior to fabrication of replacement covers.
a. The solicitation states “Tent (Clamshell) Replacement shall be installed within 30 days of receipt of materials at Watkins, Colorado”. Site inspection should have been completed during the optional site visit, which was scheduled for Friday, 19 July 2024 at 10:00am-12:00pm (Mountain).
4. Is it acceptable to leave the existing fabric in place with the new membrane installed over top? We typically utilize a methodology that allows for uninterrupted interior operations during installation. This would permit us to fulfill the Performance Objective "total shutdown of the maintenance shop should be avoided, if possible" in the SOW, in the most advantageous way possible, as no shutdown would be required at any point in the installation.
a. It is NOT acceptable to leave the existing fabric in place with the new membrane installed over the top of the current membrane/outer liner. Each section between the beams has only the outer shell and the inner liner. The outer shell MUST be replaced in the same manner that it was installed from the manufacturer. The Manufacturers' Specifications MUST be met for the replacement.
5. Is a PE sealed engineering report required to show adherence to the required wind and snow load for the replacement fabric only? Please clarify if you are looking for a complete re-engineering or engineering analysis of the current structure. We can confirm that the new membrane meets the loading conditions but would need the baseline calculation and engineering to perform any engineering on the current structure system. Please clarify the request.
a. Confirmation on new membrane only is acceptable. Need PE sealed drawings, drawings are to be received and reviewed by owner prior to purchasing. A Complete Re-engineering or Engineering Analysis of the current structure is not necessary.
6. The specification states that the structure is 120' long with 16' bays. Google Earth imagery appears to show 10 bays, eight (8) of which are 12.5' and two (2) are 10'. Is this correct? Please clarify.
a. The specification is correct and is 65 feet wide and 120 feet long. There are 11 beams/trusses including outside beams/trusses. 10 bays/gaps (Space in between beams/trusses). The two outside bays/gaps, at each end of the structure measure 10 feet. The remaining 8 bays/gaps, measure 12 feet 6 inches.
7. Are (4) pipe/vent penetrations in the roof able to be removed prior to the roof fabric is being installed and then replaced? We would need to have these removed at the membrane line to allow for a new panel to go over the old panel. If these need to be removed and added, will it be done by others or will we have to accomplish this on site during the reskin?
a. This work to be provided by the contractor.
8. Boot penetrations. There is a call out for 12 total penetration boots. We can see the four (4) pipe vents at the center of the structure but cannot find the other penetrations. Can these be pointed out to us? We need to accommodate penetrations and methodology for the construction and installation of the new membrane. Typically all penetrations are disconnected at the interface of the building, allowing us put the membrane on first, and then the connection are re done by the appropriate party. Could the penetrations be clearly identified so we can create a work plan for them
a. Bid for the 12 penetration boots, will be field verified and shown on the engineer drawings.
9. We are seeking clarification on doors/vestibules. The quantities of overhead doors are listed in the specification, and there is reference to "Accommodate two (2) each personnel doors and vestibules". What is the actual scope? Are the man doors/vestibules and cargo doors intended to be replaced or just serviced?
a. Replacement and servicing of vestibule doors is not required. Just accommodated vestibule with existing door.
b. Remove and Replace 4 garage bay doors
10. Assuming that the doors are not to be replaced, but to be serviced, could we please get the contact information (typically a sticker on the door) with a contact number so we can coordinate local OH door company to work as a sub contractor and provide and inspection and any calibrations of the door system.
a. Not Applicable
11. Please clarify if any doors or vestibules need to be replaced or just inspected.
a. Vestibule (personnel) doors are not to be replaced, serviced, or inspected. Just accommodate vestibule within the exterior tent (Clamshell) covering.
b. Remove and Replace 4 garage bay doors
12. Site Access: Will there be 15-20' clear around the perimeter at the time of work flow
a. The area around the tent will be clear of vehicles and obstructions at the time of installation.
13. Grade Connection details. There is no current description or notes regarding how the termination of the membrane is done at the perimeter of the structure. We are assuming that there is a concrete ring beam around the complete facility that allows for a vertical connection of the membrane to a concrete ring beam done with tap cons and a 1" aluminum flat bar. Please confirm the termination detail of the membrane around the perimeter.
a. Current membrane termination around the perimeter is done to manufacturer requirements. Match existing conditions and meet current manufacturer requirements for new membrane perimeter termination.
