*The closing date of W912LC-18-T-0005 has changed from March 26, 2018 8am EST to April 2, 2018 at 8am EST

W912LC-18-T-0005 Prefabricated Building Questions and Addition of Two (2) Options

1. Q: Is a 16’ x 20’ Option for this project a viable option?

A: We will accept a 16’ x 20’

2. Q: We have attached the recent change to the use of LPTA selection procedures in NDAA 2017 which requires lifecycle cost evaluation. It appears that this solicitation does not incorporate lifecycle cost comparison. We would like your guidance regarding the selection procedure you are using and how you intend to comply with NDAA 2017 Section 813.

We would like to recommend that you follow the lifecycle cost analysis procedures in UFC 1-200-02 Section 1-7.

A: The UFC section referenced is not applicable to this purchase. This UFC outlines the process to evaluate options in a building being constructed to meet sustainable goals / LEED certification to determine if the option provides the greatest lifecycle benefit to the government. Section 813 deals with use of lowest price technically acceptable contracting. As this is a temporary facility being purchased for a short term need, para (6) (6) the Department of Defense has determined that the lowest price reflects full life-cycle costs, including for operations and support. Would require us to review a life cycle of 3 years minimum to a maximum of 5. The UFC requires a 40 year analysis which is inappropriate for this application. In order to evaluate costs the below is added to the solicitation to determine technical acceptance reflecting full life-cycle costs.

Provide information in your bid to include full lifecycle utility costs. Include utility estimates for the 300 amp demand load for heating, cooling and lighting for the facility for 5 years of use, assuming it is operational 24 hours per day. Plug loads are excluded as they would be constant across all bidders.

Add Option 2:

Provide costs for a 5 year maintenance agreement that covers 100% of manufacturer recommended scheduled maintenance for the roof, door hardware, windows, exterior walls, HVAC, electrical panels, corrosion control, and any other required maintenance.

Add Option 3:

Provide costs for a 5 year service agreement to cover replacement/repair of building system components roof, HVAC, Electrical, exterior enclosure, doors and door hardware and windows covering any and all costs to repair due to other than gross negligence or acts of God.

3. Q: Your statement of work mentioned that preliminary drawings would be provided. I don’t see these drawings listed anywhere.

A: Everything we have for this requirement has been provided. You are required to provide technical documents for the product to be supplied.

4. Q: Do you think that a drawing exists for this project?

A: Everything we have for this requirement has been provided. You are required to provide technical documents for the product to be supplied.

5. Q: May we see these drawings and any other documents for the RFP other than the two initial ones received?

A: Everything we have for this requirement has been provided. You are required to provide technical documents for the product to be supplied.
