CERF‐P Role Player/SCV Q&A
Q1. There are two PWS. Is the intent to have one compiled proposal to answer both PWS? If so why they were not combined?
A1. They were not combined because they are two very different tasks that we wanted under the same proposal.
Q2. Is there a fixed building near the rubble pile for role player support? The contract mentions that there is, but also states that one needs to be provided.
A2. Next to the rubble pile is the mout side. We are working on securing those buildings which would be at your disposal, but you need to have an area for them in the event this area is not secured.
Q3. How close is the parking lot? Can the role players walk from the parking area to the holding area and rubble pile? Do you have an overhead map?
A3. The walking distance is less than 1000 feet from the training site. See attached map.
Q4. Is there a need for a van to transport the role players?
A4. It would be recommended to have a van or have organic transportation for people who have mobility difficulties.
Q5. The entire section 1.6.13 does not seem to apply for four days of role player support? What from this section applies? Will background checks and e‐Verify be required for temp hire role players?
Will ID wrist bracelets be required?
A5. ID wrist bracelets are not required. Criminal background checks are required as a felon cannot get onto a military establishment.
Q6. The number of role players in Section 7.4 vary day by day. Are these numbers required to be maintained over the entire 18 hour period each day? Role players will not work more than 10 hours per day (to include moulage time), so to maintain the required numbers you will need double the role players. Instead of 250 you will need 500 man days working 10 hours per day. Is this your intent or at the 25, 50, 75 and 100 role players split in half through the 18 hour day?
A6. The Work days will only be 10 hours. We are not sure what hours we are going to be running operations yet. The intent of the 18 hour day was for us to be able to be flexible of when we want to execute the 10 hours of work. (for example we may train from 5am till 3pm or 12pm till 10pm) You will be notified when we solidify those training hours.
Q7. Part 4 in the SCVS PWS requires equipment that is organic to the CERFP. Will the CERFP be bringing their own equipment? What items on this list are not needed? Camp Rilea has a forklift. Will it be available?
A7. The CERFP will be bringing their own equipment for training, but the contractor must bring all equipment necessary for reset without utilizing the CERFP'S equipment.
Q8. Are the reports in section 7.5, 7.6, and 7.7 needed? This is left over from an old larger contract that included multiple exercises over a year.
A8. 7.5 ‐ Necessary as a monthly status check on personnel and equipment to ensure that we are all on the same page till the training dates. 7.6 ‐ 7.7 ‐ The travel expenses should be rolled into the cost of the contract so these may not be necessary.
Q9. Is the client wanting Breakers, (1) 90‐pound, (1)60‐pound and 2‐Hammers, Jack (60‐90 lb)? Is this different pieces of equipment?
A9. The CERFP will not be utilizing the equipment. This is a list of recommended equipment the contractor will need to reset the rubble pile.
Q10. Is the client actually wanting 2‐Forklift all terrain and 8 ‐8000lbs Generators‐10KW?
A10. There is a problem with the formatting on that page. There are 23 items and 23 quanities.
They line up a little off so what is should read is 1 ‐ forklift 2‐8000lbs generators and 8 framing hammers and so on but again The CERFP will not be utilizing the equipment. This is a list of recommended equipment the contractor will need to reset the rubble pile.
Q11. The client has a Torch, oxy/fuel (with cutting gases) listed but no quantity. Is this not required or is the client only wanting the gases?
A11. The CERFP will not be utilizing the equipment. This is a list of recommended equipment the contractor will need to reset the rubble pile.
Q12. On page 16 that list the lumber and Material Kit for Shoring OPS. Is the lumber breakdown QTY to be added to the previous Overall Class IV materials
A12. The overall class IV is the total number of the materials needed and the lumber breakdown is how the overall will be utilized.
Q13. On page 16 are the quantity and sizes of the reinforcement rods correct? Does the contractor need to add the additional pieces that are listed in the lumber breakdown?
A13. No, they do not need to add additional pieces listed in lumber breakdown. The overall class IV materials are the totals.
