About this file

This is a Questions and Answers document related to the IPPW STRIKE Program solicitation (W912LA26QA022) issued by the Department of the Army California Army National Guard. The document addresses inquiries from potential contractors regarding suicide prevention events and live performances designed to support the California National Guard's S.T.R.I.K.E. Program (Support, Trust, Real Talk, Intervention, Kinship, Engagement). The Q&A format provides clarification on solicitation requirements, evaluation criteria, contract terms, and other procedural matters to assist prospective bidders in preparing compliant proposals for delivering suicide prevention awareness events that blend storytelling, humor, and personal experiences to engage service members on emotional and practical levels regarding mental health resources and suicide prevention training.

Without access to the specific questions and answers contained within the document, further details regarding pricing terms, response deadlines, award dates, set-asides, or other procurement-specific information cannot be summarized. To provide a complete analysis of key contracting details, the actual content of the Q&A document would need to be reviewed.

Questions and Answers

1. Delivery format. PWS Sections 1.1 and 5.2.3 describe each event as a "live, interactive performance" with a 60-minute scripted portion incorporating storytelling, humor, and personal experience, followed by a 30-minute facilitated interactive session. Would a presentation-based format — for example, a structured PowerPoint presentation delivered by a licensed mental health professional/counselor, followed by facilitated audience discussion — satisfy this requirement? Or does the Government require a theatrical/scripted storytelling performance specifically, as opposed to a clinical or educational presentation format?

0. Response from COR: The Government will require a theatrical/scripted storytelling performance specifically. We are not looking for a briefing or structured power point presentation.

1. Presenter qualifications. PWS does not specify required credentials for the individual(s) delivering the performance or facilitating the interactive session. Is there a requirement (or preference) that the presenter be a licensed mental health professional, certified suicide prevention trainer, or hold any specific credential? Or is the qualification of presenting personnel left to the contractor's discretion, provided the six content areas in PWS 5.2.4 are addressed?

1. Response from COR: Though credentials are not specifically called out in the PWS as a requirement, any presenter who have additional background to convey information/performance in line with theatrical/scripted storytelling with entertaining tone that’s appropriate for the military audience.

1. Production requirements under an alternate format. If a presentation-based format (as in Question 1) is acceptable, do the "full production services" requirements in PWS 1.1 (lighting, sound, staging, and props) still apply in full, or would the Government anticipate a reduced production footprint appropriate to that format?

2. Response from COR: We are not looking for a briefing or structured power point presentation

1. CLIN structure vs. venue distribution. Solicitation Section B splits the seven annual performances into 4 "Army" (CLIN 0001) and 3 "Air Force" (CLIN 0002) each, while PWS 5.1 distributes the same seven performances geographically (4 near Sacramento, 2 near Central Los Angeles, 1 northwest of Central Los Angeles). Could you clarify how the branch designation on each CLIN maps to the venue assignment — i.e., is each performance tied to both a specific venue and a specific service branch audience, and if so, how are those paired?

3. Response from KO: There will be 3 performances for the Air Force and 4 performances for the Army. The location of the event will vary throughout the State of California, which will be in support of either the Air Force or Army. Though the Air Force and Army are different agencies, they follow very similar protocol when pertaining to suicide prevent, so unless there’s a separate training provide for each service I would think they would have potentially the same storyline.

1. Award and performance timeline. With quotes due 31 August 2026 and the base period of performance beginning 17 September 2026, could you confirm the anticipated award date and the date of the first scheduled performance? PWS 5.2.1 requires a finalized logistics plan submitted 45 calendar days prior to each event, which appears to leave a narrow window between anticipated award and the first performance.

4. Response from KO: The 1st event would be on tighter timeline with anticipated date of 17 September 2026, but the remaining events scheduled will follow the 45 calendar day according to the PWS.

1. Venue confirmation timing. PWS 1.4.1 indicates specific installation addresses within each venue radius are TBD and will be provided by the COR. Can you provide an estimated date by which venue addresses will be confirmed, so travel and lodging can be priced accurately?

5. Response from COR: No, the Government don’t have the dates.

1. We would like to be a part of this process but we are missing a key element of the scope of the event that would allow a proper bid to be put in. We have been putting hours into this but don't know the size of the groups we would be presenting to. Without that, we don't know the stage/sound/ video requirements. If we are doing events with 500+ people, it would be very different than 20-50 people.

6. Response from COR:

0. The minimum Avg of personnel or groups for all venues: approximately 250-350 personnel.

0. Our goal is to reach max capacity per each venue, please see the max capacity limits for each venue listed below:

0. MAX capacity: 267 | Four (4) performances at Venue #1: within a 25-mile radius of Sacramento, CA.

0. MAX capacity: 900 | Two (2) performances at Venue #2: within a 30-mile radius of Central Los Angeles, CA.

0. MAX capacity: 532 | One (1) performance at Venue #3: within a 65-mile radius Northwest of Central Los Angeles, CA

1. Similarly, will the events be "on-base" of "off-base" as it would likely impact the costs due to the extra hurdles to bring these elements on-base.”

7. Response from COR: All planned events will be held “on base”
