About this file

This Justification Review Document for the National Guard Bureau details a sole-source procurement for a Tiger Tug Model 12.0 Towing System for the California Counterdrug Task Force (CDTF). The electric-powered tow vehicle is designed for aircraft with a maximum gross weight of 12,000 pounds, featuring unique capabilities including wireless remote control, zero-emission operation, low-profile design (3" ground clearance), and a patented Heli-Saddle support system. The procurement is a new firm-fixed-price contract funded through O&M, Army funds, with the justification emphasizing the system's specialized features for discrete aircraft movement in secure and confined environments.

The document outlines extensive market research confirming no equivalent alternative exists, with efforts made to encourage competition through SAM.gov posting and small business set-aside programs. Potential interested sources include Tiger Tug Acquisitions LLC and four other companies. The procurement is being conducted under 41 USC 1901 and FAR 13.106-1(b)(1) for single-source solicitation, with a planned solicitation date of September 2, 2025. The justification extensively details the Tiger Tug's unique operational advantages, particularly for Counterdrug Task Force missions requiring stealth, precision, and specialized aircraft handling capabilities.

b. Description of Requirement

The Tiger Tug Model 12.0 Towing System is a critical component for airfield operations, providing a robust and reliable means of moving aircraft and ground support equipment. This electric-powered tow vehicle features a heavy-duty design capable of safely and efficiently handling aircraft with a maximum gross weight of 12,000 pounds.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements

The Tiger Tug Model 12.0 Towing System is the only viable solution to meet the unique and critical requirements of the Counterdrug Task Force (CDTF) for aircraft handling in sensitive and confined environments. This justification details the specific capabilities of the Tiger Tug that differentiate it from all other available towing systems and are essential for successful CDTF operations.

1. Operational Necessity: Stealth and Confined Space Maneuverability: CDTF operations frequently necessitate discreet aircraft movement within secure facilities and restricted areas. The Tiger Tug’s all-electric, zero-emission drive system is paramount, providing quiet, low-maintenance operation crucial for maintaining operational security and enabling indoor use where conventional combustion engines are prohibited. No competing system offers this combination of silent operation and operational flexibility.

2. Aircraft Compatibility: Low-Nose Gear and Specialized Support: CDTF utilizes a diverse range of aircraft, including those with exceptionally low nose gear. The Tiger Tug’s remarkably low-profile frame (3” ground clearance) ensures compatibility with these aircraft, eliminating the need for costly and time-consuming modifications. Furthermore, the patented Heli-Saddle system provides superior, cushioned, and adjustable support without requiring aircraft-specific adapters – a capability absent in standard towing solutions.

3. Enhanced Safety and Precision: Wireless Remote Control & Vertical Lift Design: Safe and precise aircraft maneuvering is non-negotiable. The Tiger Tug’s wireless remote operation grants operators a 360° field of view and complete control, significantly reducing the risk of damage and personnel injury. This is in direct contrast to conventional tugs which often require dedicated brake riders, limiting visibility and increasing coordination challenges. The system’s vertical lift design eliminates drift, further enhancing control and minimizing the potential for aircraft damage.

4. Reliability and Maintainability in Austere Environments: CDTF operations often occur in challenging environments demanding robust and reliable equipment. The Tiger Tug’s modular electronics, featuring a quick-swap E-box, significantly reduces downtime and simplifies field maintenance.

Coupled with its rugged, all-weather construction, the system is designed for sustained operation in mission-critical scenarios.

5. Comparative Analysis: Deficiencies of Alternative Solutions: Conventional and industrial tugs lack the specialized features necessary for CDTF operations. They typically suffer from one or more of the following deficiencies:

- Lack of Remote Control: Compromising operator safety and maneuverability.

- Excessive Size/Bulk: Rendering them unsuitable for confined spaces.

- Incompatibility with Low-Nose Gear Aircraft: Requiring costly modifications or limiting operational flexibility.

- Non-Electric Power Source: Creating noise and emissions that jeopardize operational security.

In conclusion, no other towing system currently available combines the unique blend of stealth, precision, aircraft compatibility, reliability, and safety features offered by the Tiger Tug Model 12.0. This system is not merely a solution; it is the only solution capable of fully meeting the CDTF’s operational requirements and ensuring mission success.

5a. HAS THIS BEEN PREVIOUSLY PROCURED?

Yes, details are below. No.

6a. AUTHORITY CITED

MAY 1, 2025 CUI//SP-SSEL 3 of 4

41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited

Based on the unique technical and operational demands of this requirement, and the absence of any equivalent alternatives, a brand-name justification is appropriate under FAR 13.106-1(b)(1)(i). Utilizing a different system would necessitate unacceptable compromises in operational effectiveness, safety, or security.

7. POSTING REQUIREMENTS

Include MFR with solicitation (FAR 13.106-1(b)(3)).

8. CONTRACTING REQUIREMENTS

a. Efforts to Obtain Competition

In compliance with the Federal Acquisition Regulation (FAR), efforts were made to find as many potential sources as practicable to ensure full and open competition for an aircraft towing system that would meet agency needs. A notice of the procurement opportunity was published through appropriate channels, such as GSA eBuy and the Government’s System for Award Management (SAM) to maximize outreach and attract qualified vendors. A formal solicitiation will be publicized in SAM for this procurement.

b. Actions to Increase Competition

To maximize vendor participation, this acquisition will be advertised through SAM.gov. All applicable small business set-aside programs will be utilized to encourage participation from qualified small businesses. Continuous market research is conducted utilizing industry publications, online databases, and other relevant sources to identify potential new entrants and emerging technologies within the towing system market. This research specifically targets small, veteran-owned, and minority-owned businesses to broaden the pool of qualified offerors. Documentation of this market research is maintained within the contract file.

The Counterdrug Task Force (CDTF) will actively monitor advancements in towing system technology and incorporate evolving requirements into future acquisitions to incentivize the development of competitive alternatives.

While these proactive measures are consistently implemented, the unique and highly specialized requirements of the CDTF – specifically the combination of features offered solely by the Tiger Tug Model 12.0 – currently limits the potential for effective competition. These ongoing efforts, however, are intended to foster a more competitive market for future acquisitions of similar systems.

c. Market Research

Market research, documented in the Market Research Report 02 September 2025, confirms that no other commercially available towing system offers this comprehensive suite of capabilities. Alternative systems either lack critical features (e.g., remote control, electric power) or cannot accommodate the CDTF’s diverse aircraft fleet due to height or maneuverability limitations. Procuring the Tiger Tug Model 12.0 through a brand-name award is the only practicable method to ensure the CDTF receives the specialized towing system required to successfully execute its critical mission.
