Offerors are cautioned that “parroting” of the technical requirements of the Performance Work Statement (PWS) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2 General Requirements The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of the page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer. A Table of Contents, Summary, and Narrative Discussion shall be provided. Any pages that are changed (e.g., as a result of negotiations, proposal revisions, etc.)

should be of a different color and have changed information clearly marked by a vertical line in either margin of the page. The revised pages shall be dated.

All text should be single spaced. Each paragraph shall be separated by a blank line or other negative space that clearly separates the content. All pages shall have a page size of 8½ by 11 inches. 11 x 17 inch pages may be used for tables or graphics; however. Arial or Times New Roman shall be used with a standard, 12-point minimum font size. Tables and illustrations may use a reduced font size; however no size less than 8-point will be used. Tables may be printed in a landscape format.

Pages exceeding the maximum limitation will not be evaluated. Additional pages over the maximum allowed will be removed and shall not be evaluated by the Government. Manpower charts are excluded from the page count.

3 Digital Proposal Submission Requirements The offeror shall submit their proposal as detailed in Section 7, Submission of Proposals (below).

Documents may be compressed (zipped) into a single file or provided in their native format (e.g., .doc, .docx, .xls, .xlsx, .ppt, .pptx, .pdf, etc.). Self-extracting compressed files are prohibited. All files, with the exception of pricing shall be read-only. Pricing shall be provided in a Microsoft Excel 2007 compatible format—read/write permissions shall be provided and all equations shall be retained and unprotected.

All submissions shall be fully self-sufficient and self-supporting; all information shall be confined to the appropriate file. The use of hyperlinks to external websites or across separate files is prohibited; use of hyperlinks within the same file (e.g., tables of contents, cross referencing, etc.) is permissible.

4 Content Requirements The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. The following shall be included in the Narrative Discussion:

4.1 Volume 1, Technical Proposal

The volume shall be organized into the following sections:

Section 1, Painting Materials The offeror shall provide product data for all materials to be applied to the exterior of the Pararescue Capabilities Trainer. All submissions must include clear evidence of the material’s durability and suitability for use in high-traffic areas that will subject the material to dragging of equipment (i.e., boots, litters, climbing gear, etc.) across the surface.

Additionally, demonstrate that the material is suitable for application in a marine environment, the length of the manufacturer’s warranty, and color samples. Provide evidence that the material proposed may be used/applied in the State of California.

Section 2, Application Method and Timeline of Services Provide a brief description of how you intend to address mitigating existing rust and apply painting materials. Additionally, provide a notional timeline detailing mid- to high-level tasks to be completed with an assumed period of performance beginning with mobilization beginning on 26 September 2019.

4.2 Volume II, Price Proposal

This volume shall consist of all information required to support proposed costs and prices.

Certified cost and pricing data are not required; however, the Government reserves the right to request other than certified cost and pricing data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below.

There are no page limitations for this volume.

The offeror shall ensure that the information submitted in this volume is consistent with, and fully supports, the amounts set forth in the solicitation.

The proposal shall set forth a summary of the total estimated costs by cost element and shall provide a breakdown of the proposed estimated costs of each Contract Line Item Number (CLIN) separately, included all direct and indirect charges and fees. In order to maintain a minimum level of commonality between proposals, each offeror is required to complete (in its entirety) the Proposal Cover Sheet provided at Attachment 2 to the solicitation. The Proposal Cover Sheet shall be provided for the base effort and each option year. All documentation furnished to support the cost summaries are to be provided in a format chosen by the offeror that is easily traceable to the Proposal Cover Sheet.

4.3 Volume III, Past Performance

This volume shall contain past performance information regarding similar contracts. This volume shall not exceed five (5) pages plus five (5) pages for each major subcontractor. Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. 5.1 General Information

In accordance with FAR 15.306(d), discussion sessions with each offeror may be held. Should discussions take place, all offerors in the competitive range will be allowed a minimum of 14 calendar days to submit Final Proposal Revisions.

5.2 Discussion Scheduling

If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each offeror will be notified of the time and place at least three (3) business days prior to their discussion session. Appropriate security clearances should be provided by the offerors in sufficient time to process the requests. The Contracting Officer will provide additional instructions with the notification. The discussion sessions will take place at a facility of the Government’s choosing in the Mountain View/Sunnyvale, California area.

6 Submission of Proposals Questions regarding this solicitation must be received by the date and time identified in the Combined Synopsis/Solicitation. 7 Evaluation of Proposals The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government, based on Technical, Price, and Past Performance. To be considered for an award, the Offeror must receive no less than an “Acceptable” rating for the Technical factor, and a rating of no less than “Satisfactory Confidence” for the Past Performance Factor.

Offerors are cautioned that the award may not necessarily be made to the lowest-priced offer.

If non-price factors are evaluated as comparatively equal between two (2) or more Offerors, Price may become a determinative factor. The following methodology will be used to evaluate offers:

mailto:paul.n.ochs.mil@mail.mil mailto:bardia.barmaki.mil@mail.mil

The Government will use the results of a Best Value/Trade Off evaluation process to arrive at its award decision. The selection process will determine the overall merits of each proposal in terms of its potential to best satisfy the needs of the Government.

The absence of any information required to support the Technical Evaluation herein and as described below will result in disqualification from the competition, as that offer will be found non-responsive and unacceptable.

The Government reserves the right to award a contract without discussion.

Price evaluation will include an analysis of the total price to perform the required work. The total cost/price supplied by the offeror shall be provided in accordance with the Provision at 52.212-1, Instructions to Offerors—Commercial Items, and shall constitute the total firm fixed-price for the services described by the Performance Work Statement (PWS).

Proposals that are unrealistic in terms of technical commitment or unreasonably low or high in cost/price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk involved in the contract requirements and may be grounds for rejection of the proposal.

Technical and Past Performance, when combined, are approximately equal to price.

7.1 Evaluation Criteria

Contractor selection will be based on evaluation of proposals in accordance with the responses received to the criteria outlined in Section 4, Content Requirements (above).

The Government reserves the right to reject any or all proposals received and/or request clarification of proposals. The Government also reserves the right to determine a competitive range for negotiation based upon the technical and price acceptability of proposals. In addition, the Government reserves the right to award a contract without discussion.

Price evaluation will include an analysis of the total cost/price to perform the required work. The total cost/price supplied by the offeror shall be provided in accordance with Section 4.2, Volume II – Price Proposal (above), and shall constitute the total firm fixed-price for the services described by the Performance Work Statement (PWS).

Proposals that are unrealistic in terms of technical commitment or unreasonably low or high in cost/price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk involved in the contract requirements and may be grounds for rejection of the proposal.

8.1.1 Technical Evaluation

Technical proposals will be initially evaluated with respect to Technical Factor for determination of the competitive range. In determining the competitive range, each Technical Proposal shall be assign an adjectival rating as illustrated in Table 1 (below). The Government will evaluate the offeror’s ability to perform the required technical and management requirements stated in the PWS.

Table 1, Technical Proposal Ratings

COLOR RATING TECHNICAL RATINGS DESCRIPTIONS

BLUE Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths and no deficiencies.

PURPLE Good Proposal meets requirements and indicates a thorough approach to understanding of the requirements. Proposal contains at least one strength and no deficiencies.

GREEN Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal has no strengths or deficiencies.

YELLOW Marginal Proposal does not clearly meet the requirements and has not demonstrated an adequate approach and understanding of the requirements.

RED Unacceptable Proposal does not meet requirements and contains one or more deficiencies and is unawardable.

8.1.2 Price Evaluation

Technical Proposals rated as “Acceptable” will be evaluated to determine the reasonableness of the proposed price. Unrealistic offers cannot be selected for award.

Each proposal’s cost/pricing proposal shall be evaluated on a “Realistic” or “Unrealistic” basis.

Those offerors whose proposals are determined to be “Unrealistic” will be excluded from further consideration.

8.1.3 Past Performance Evaluation

In evaluating Past Performance, the Government will evaluate the quality, timeliness, and safety of the offeror’s past performance considering currency, relevancy, sources, context, and trends on recent (within the past three (3) years). Also, evaluations available through the Past Performance Information Retrieval System (PPIRS) may be used. An adjectival rating as illustrated in Table 2 (below) will be assigned to each offeror’s past performance.

An offeror without a record of relevant past performance, or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be rated favorably or unfavorably. In such circumstances, the offeror shall be determined to provide the Government “Unknown Confidence”.

Table 2, Past Performance Relevancy Ratings and Performance Confidence Assessments Past Performance Relevancy Ratings

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Past Performance Confidence Assessments

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

File details come from the government source that posted it.
