| Could the Government please clarify the site(s) being supported | Sacramento - 8450 Okinawa Street Sacramento, CA 95828 |

| Will resumes be required for all positions or only key personnel? | Resumes are no longer required per this amendment. | |
| Our interpretation of the required positions indicate that the experience level of personnel would be considered a professional position and not fall under an SCA position/category. Is that correct? | DOL Wage determinations applicable for the incumbent have been provided for your information and clause 52.222-17 is in effect for this solicitation. | |
| Will the Government entertain and evaluate multiple bids from the same vendor? If so, how should the vendor differentiate/label the proposal submissions. | No | |
| What is the estimated number of trips per employee per year? Does the government reimburse for fees associated with career/job fairs? How many job/career fairs were attended in 2018 statewide? | The government does not reimburse for fees associated with career/job fairs. Work For Warriors attended approximately 100 events in 2018, of which 25 were outside a 50-mile radius of the regional offices. Travel costs are the contractor's responsibility. | |
| If we provide laptops, is wireless access available or "hard-wired" Ethernet access? Is there desk space available for contractor-provided printers that connect via USB cable? Regarding mail services provided by government, does this include postage? If the contractor must use government network to perform outreach, are social media sites accessible or blocked? | The government-provided space has wireless internet. Postage is not provided by the government, only pick-up and drop-off services on-post. Social media sites are accessible and not blocked. | |
| Will the government consider flexible/alternate/staggered work schedules that provide better coverage of services with evening hours when demand for employment support services is higher? Will the government consider support provided from contractor offices given the outreach and local/regional travel required? | Yes, the government will support flexible/alternate/staggered work schedules as long as the requirement at 1.3.4 is met. The contractor may take any action to ensure performance of services as defined in the PWS, including making adjustments to local staffing levels as this is a non-personal service contract. Note that outreach events occur 7 days a week and offices must remain open & staffed during core business hours regardless of scheduling. | |
| I also what to know about job boards they use to find worker, website domain, hiring events material like business cards, table clothes etc. | Please visit www.workforwarriors.org for job board and domain | |

You can format your proposal however you like so long as you meet the criteria stated within the Solicitation/Synopsis.
| If past performance is rated as Neutral, is this considered ACCEPTABLE rating for evaluation purposes? | There is no minimum for Past Performance; having no past performance would be treated as "neutral". Neutral will be considered Acceptable. |
| Page 2 of PDF indicates that this solicitation is a Request for Proposal (RFP), however page 3 of the document states “Offers not meeting the requirements as set forth by thisRFQ may not be evaluated for award.” Lastly, the Q&A released on July 11, 2019 indicates this is anRFI. Please clarify. | This is a solicitation treated as a Request for Proposal (RFP), the typo on page 3 has been corrected. This list is that of a Request for Information (RFI) by the offerors that we respond to. |

| Please describe what data the selected contractor will be responsible for entering in the CMRA. | The website www.ecmra.mil can answer this | |
| Please confirm the upload capability via the vendor login at FBO.gov. This negates the Solicitation PDF language on page 3 which requests three printed copies and a digital upload | AMRDEC is currently operating normally and is the required method of receiving electronic proposal submissions. The instructions on FBO specify a document package, which is accurate, but the documents must be submitted using AMRDEC and hardcopy delivery. | |

| In the private and public sectors, these positions would be classified as salaried professional employees (with BA/BS degrees), and under other federal agency/military programs and contracts would be classified under the General Schedule (GS) Classification System- 0142 Workforce Development Series or possibly 1715 Vocational Rehabilitation Series. The RFP provides the federal equivalent as GS 7 or GS 9 positions under he Human Resources Management Group, GS-0200. Therefore, it is unclear as to why these positions have been assigned as SCA occupations. The SCA labor categories do not have any position that correlates to the positions required under your RFP. The closest is 01263 PERSONNEL ASSISTANT (EMPLOYMENT) III which is merely a clerical support position working under direct supervision- and is paid less than an administrative assistant or secretary. Additionally, according to the DOL's Bureau of Labor Statistics the hourly median wage for this position in Orange County is $37.46. The WD for Personnel Assistant (Employment) III in Orange County is $22.53. |
If wage determinations will remain, it is critical to know how many of each position are assigned to each location as wages vary by work location. Additionally, to plan for the vacation package required under SCA, bidders need to know the tenure of employment (hire date) for each incumbent staff member in order to determine PTO in their pricing and ensure compliance with SCA regulations. Additionally, which SCA labor category and code are incumbent personnel currently classified under? The Federal Wage Equivalent is updated with this amendment to reflect the more accurate position of 1715 Vocational Rehabilitation. This requirement has been filled while operating within the SCA in the past but the chosen WD is up to the contractor to determine and adhere to.The tenure of each current employee is not available.
Note: It was previously answered that the curent incumbent had 12 SCA-covered employees performing services. This is inaccurate as they were listed as "Exempt" at time of award. This solicitation is extended to incorporate this notable change in information.
