About this file

The document is a Leadership Development QA file for a Request for Quote (RFQ) issued by the Indiana Army National Guard (INARNG) for leadership development services. The solicitation (W912L9-25-Q-9004A) is a 100% Small Business set-aside for a Firm Fixed Price (FFP) contract to provide comprehensive leadership training and development programs. Key requirements include delivering a minimum of 3 five-day in-person leadership training courses per quarter, 1 monthly virtual leadership training session, and conducting a market analysis of Indiana's recruiting landscape, with a focus on progressive, professional leadership development for 30 individuals.

The contract has a 12-month base period with no predetermined contract value. Technical capability will be weighted at 50%, with past performance and pricing each carrying 25%. The contractor will be responsible for procuring training venues, developing a new curriculum, and managing all aspects of program delivery. Quotes are due by 4 PM Eastern time on August 18, 2025, to be submitted via email to brian.williams132.civ@army.mil. The evaluation will be based on best value, with no incumbent contractor, and the government acknowledges an onboarding period for compliance requirements.

Text version

1. Is this a New Requirement or a re-compete of an existing requirement? New Requirement

2. Are the individual(s) providing the services required to reside in Indiana? In a specific area of Indiana (i.e. Indianapolis)? No, they simply must be able to execute the tasks of the PWS to PRS Standard.

3. Will the individual(s) be required to obtain a CAC for this effort? No

4. Is there an estimated budget for travel in support of this effort? There is currently no CLIN designated specifically for travel.

5. For the Junior Leadership Development Training Program, is there a desired length of time for each iteration (i.e. 3 months) or will this be an ongoing program? Ongoing

6. For required reports, will the INARNG RRB provide formats for these reports, or can the contractor come up with their own format? Contractor can dictate format.

7. When at a government provided training site/location, will the USG provide Wi-Fi access for the individuals performing duties in support of this effort? Yes

8. What does the USG define as a "professional, higher-education-oriented setting/post-secondary or professional academic environment?” Post-Secondary institution or similar.

9. Can the Government confirm whether the contractor should use the address listed in the solicitation as the designated work location, or is there an alternative address the Government prefers for performance? Contractor shall provide work location.

10. Will the instructor be provided time prior to the start of training to become familiar with any Government-furnished equipment and classroom facilities? Yes

11. Can the Government please clarify who is responsible for scheduling and securing the training venues or classroom spaces? The current language appears ambiguous. Scheduling will be a coordinated effort, securing the facilities shall solely fall on the contractor.

12. Will the Government consider using “business days” instead of “calendar days” when establishing the schedule, in order to account for holidays, weekends, and contractor PTO? Yes

13. Can the Government provide an estimate of the total man-hours anticipated for performance of this effort (e.g., 1872, 1912 hours), for BOE and pricing purposes? No

14. The solicitation does not provide a pricing table or specific instructions regarding the format or structure for submitting pricing. Can the Government please clarify the required pricing format, such as whether a completed CLIN/SLIN structure, labor category table, or BOE breakdown is expected? Additionally, does the Government require a specific template or mechanism (e.g., Excel workbook, PDF, SF-1449 attachment) for submission of cost/price proposals? This is an RFQ, not an RFP with a single CLIN. A complete breakdown is not required.

15. PWS Section 1.4.12 states "If contractor travel is required, a separate Not To Exceed (NTE) Contract Line Item Number (CLIN) will be added" - What are the estimated travel requirements and budget for this contract? That hasn’t been determined, therefore not relevant at this time.

16. What is the total contract value or budget range for this 12-month base period? (Referenced in PWS Section 1.3 regarding the base period) There is no value.

17. PWS Section 4.1 requires the contractor to procure and reserve training venues - Are there any cost limitations for securing these higher education facilities? No

18. PWS Section 5.1.8 requires "a minimum of 3, five-day in-person leadership training courses per quarter" - Does this mean 3 total courses or 3 different course offerings per quarter? Per Quarter, exactly as it reads.

19. PWS Section 5.1.7 specifies "1 monthly virtual leadership training sessions" - What is the preferred platform and what technology requirements must be supported? No preference, video and audio are the only requirements.

20. Are there specific leadership competency frameworks or assessments the government prefers beyond those mentioned in PWS Section 5.1.1 (conflict resolution, strategic thinking, motivation, tactical execution, and communication)? No

21. PWS Section 5.1.8 mentions five-day courses "may require overnight travel" - Who is responsible for participant travel and lodging costs? All costs fall on the contractor. In the case of Travel, a CLIN and funding would be added to an amended contract where the contractor could bill travel costs. Not relevant at this time.

22. PWS Section 5.1.5 requires "appropriate classroom infrastructure, seating arrangements for all participants, presentation equipment" - What specific technology/AV requirements must venues support? Audio and Video at a minimum.

23. PWS Section 1.4.5.1 details extensive CAC requirements - How long does the CAC application process typically take for this specific contract? Not required for vendor.

24. Multiple sections (1.4.5.2, 1.4.5.7, 1.4.5.8) require various training completions within 30 days - What is the realistic timeline for completing all required security training before contract performance begins? 30 days is realistic.

25. Technical Exhibit 1 specifies "95% Accuracy of Specified Tasks" - What specific metrics will be used to measure this accuracy? Actual compliance against the performance standard is the metric.

26. PWS Section 5.1.10 requires "supervisor evaluations" - Who will participate in these evaluations and what is the process? Your supervisor, the contractor determines the process.

27. What is the name of the current incumbent contractor? There is no incumbent. This is a new requirement.

28. Is the Capstone Project performed as a group or does each individual give a presentation? Determined by the vendor in terms of industry standard.

29. Can the Post Training Evaluation be done by a survey + interview? To capture both quantitative and qualitative data? Contractor determines best approach.

30. Are the potential “30 Individuals” being trained fixed? Or could it vary per quarter? Fixed.

31. Who is responsible for securing and funding the venues? Contractor

32. On the market analysis of Indiana’s recruiting landscape and business structure audit — do you have existing data sources (e.g. internal recruitment statistics, external labor market studies) the contractor will build on, or is fresh data expected? Yes.

33. Can you clarify how technical capability, past performance, and price will be weighted in the best-value source selection? Will there be an opportunity to adjust or negotiate terms post-submission? Technical Capability will carry 50% of the weight, with past performance and pricing each carrying 25%, respectively. Your submitted quote is your final offer.

34. Is there an existing curriculum, or is this a new build? If there is an existing curriculum, are you looking to revamp this curriculum or do a redesign? New build.

35. Which compliance requirements need to be in place before the award vs after? After award. The gov’t understands there will be an “onboarding” period.

36. Is the gov’ts intention that these courses be progressive (building on each other in a learning journey), or modular but related? Progressive.

37. Should all training be held in the same location or should it be spread out within the state? TBD by the contractor.

38. Are there page limits on required content sections (e.g., staffing plan, past performance, resumes)? As mentioned in the solicitation, there are no formatting requirements for this RFQ.
