[P] 52.212-2, Evaluation – Commercial Items. Quotes will be assessed using lowest price technically acceptable (LTPA) A. Reponses will be evaluated in this manner:
1) All contractors must perform a site visit before submitting an offer. If a contractor cannot attend the scheduled site visit on 12 September 2018, contact SrA Jacob Johnson at jacob.p.johnson25.mil@mail.mil to reschedule. All site visits will need to be completed no later than 14 September 2018.
2) All offers will be reviewed for timeliness. If the offer is received after the closing date and time and does not meet the criteria for "late submissions" in the solicitation, the offer will not be opened.
3) Timely offers will be reviewed for responsiveness to the solicitation (including completion of site visit, items in FAR Clause 52.212-1 and 52.212-3, and active SAM status (see item 6 below)). If the offer is not responsive to the solicitation, it will not be evaluated and the offeror will be notified that the offer is nonresponsive.
4) Timely and responsive offers will be reviewed for technical acceptability starting with the lowest priced bid first.
Technical acceptability includes the proof of ability and capability to fulfill ALL portions of the requirement, with installation. If the offer is not technically acceptable to the solicitation, or there is not sufficient data to evaluate capabilities, then it will not be evaluated further and the offeror will be notified that the offer is not technically acceptable. Then the next low offer will be reviewed for technical acceptability. If subcontractors are utilized, please include their information.
5) Award will be made to the lowest priced technically acceptable offeror.
6) Contractor must have an active SAM account by date of submission listed on the solicitation in order to be eligible for award. Contractors with a status of pending approval will not be considered eligible Contractors are responsible for knowing their approval status. Contractors can verify status of their SAM account at https://www.sam.gov/portal.
B. Technical acceptability is significantly less important than price.
