QUESTIONS AND ANSWERS

Questions and Answers Dated: 13 September 2016

1. Question: Page 38/Technical Exhibit 1/ number 1., a & b:

Is the Indiana Army National Guard (INARNG) stating that the contractor must already have internal access to Indiana University and Purdue University’s social media sites and databases prior to the award date? Or, just that the contractor must be able to obtain access from IU & PU once an award has been made?

Answer: The contractor must already have the rights to internally access IU/Purdue social media sites and databases and post on behalf of each university.

2. Question: Page 6/Performance Work Statement/ number 1.4.4:

Is the contractor required to be physically located on IU Bloomington and Purdue West Lafayette campuses or just have the ability to perform work with members of the Universities and INARNG from these locations?

Answer: The contractor need only to be able to provide the social media services at each of the university locations and across their associated social media platforms

3. Question: Page 40/Technical Exhibit 2/number 5.1.5:

Is INARNG asking that the contractor be physically present on campus to setup INARNG booths, personally engage with students and promote for INARNG? Or just that the contractor has the ability to provide the necessities for the INARNG staff to have a successful promotion?

Answer: : Only that the contractor has the ability to provide the necessities for INARNG staff to have a successful promotion, although in‐person coordination meetings may be necessary between the INARNG Social Media rep and the contractor to solidify advertising material and content.

4. Question: Whether companies from Outside USA can apply for this?

(like,from India or Canada)

Answer: We are not limiting companies except for this project is set aside for Small Businesses based on the NAICS code size standards.

5. Question: Whether we need to come over there for meetings?

Answer: Keep in mind that some events require the contractor to have someone physically present. The meetings require someone to be present as well as stated in the Performance Work Statement.

6. Question: Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

Answer: See answers to question 1 and 2.

AS A REMINDER ‐ Quotes shall be in US dollars, and payment will only be processed through WAWF (iRAPT) in US Dollars.

7. Question: Can we submit the proposals via email?????

Answer: Proposals should be mailed ‐ USPFO for Indiana Purchasing & Contracting Attn: BJ Simmons 2002 South Holt Road Indianapolis, IN 46241

8. Question: Subfactor "A" states that the contractor must provide proof of their ability to post on behalf of Purdue University and Indiana University owned social media websites via Facebook and Twitter platforms.

Is there a url for each platform specifically? The respective University's have multiple pages, and we want to make sure we are reviewing the right platforms.

Answer: Answer 1: IU Facebook: https://www.facebook.com/IndianaUniversity IU Twitter: https://twitter.com/IUBloomington Purdue Facebook: https://www.facebook.com/PurdueUniversity Purdue Twitter: https://twitter.com/LifeAtPurdue

9. Question: Is there a POC at the University that we need to coordinate with to obtain contractual agreement to post on page platforms? Are the University's aware of this effort? OR, does this occur after contract award?

Access to the U.S. Army platforms was contingent upon contract award, which is why I am asking.

Answer: The contractor placing a bid must show proof of ability to post on behalf of each university on their social media pages given in answer 8 and this ability must be coordinated between the contractor and the respective university, and must also be included in the price of the bid. The INARNG has no control over each university's respective social media assets, nor can it grant rights for such.

10. Question: Subfactor "B" states that the contractor must be able to execute social media campaign targeting (Facebook/Twitter) of specific demographic groups within IU/PU's databases of current students, future students, parents and alumni AND provide proof of access ti IU and PU databases of current/future students, parents, and alumni.

Again, is this something that must be provided before or after contract award?

Answer: This would be something that would have to have proof provided before the Contract could be awarded, and also included in the cost of the associated bid.

12. Question: Would the Government consider the additional use of Instagram? We find this to be a powerful engagement tool when combined with a strong Facebook and Twitter following, both of which exist with these Universities.

Answer: The INARNG would also consider the additional use of Instagram, although we are primarily concerned with social media campaigns utilizing Facebook and Twitter, as each of these platforms have the most engagement capability due to their follower base.

13. Question: Subfactor "C" criteria states that the contractor must have the abiity to advertise 'enter to win' incentives associated with social media engagement campaigns...with INARNG branding on all event material and promotion. Success criteria requires the provision of examples of previous social media content campaigns targeting IU/Purdue students and associated analytics report.

Would examples of previous military campaigns be acceptable if this is a contract bid requirement?

Answer: Previous military social media campaign analytics will be considered if submitted; However, direct proof of past successful engagement campaigns with IU/Purdue University students is The primary objective, as this is the distinctive market that is being sought for this contract.

14. Question: What is the correct response date for Solicitation Number: W912l9‐16‐T‐0040, IU PU Social Media? The notice on FBO states "Sep 26, 2016 4:00 pm Eastern" and block 10 of the SF 18 states "31‐Aug‐2016”.

Answer: Proposals are due on 26 September 2016, an amendment has been issued correcting the date. AS A REMINDER ‐ you must acknowledge all amendments.

15. Question: Are there any requirements within these campaigns such as video work?

Answer: No, we do not require video work to be part of the contract. If video material is needed for a social media campaign, the INARNG will provide the video material to be used.

16. Question: Regarding the advertising of the campus events, is there an idea in mind of vehicles in which you would want to advertise? Such as billboards etc?

Answer: We are looking exclusively for social media campaigns to reach IU/Purdue students via the internet, not for static forms of advertising such as billboards, newspaper ads, etc.

17. Question: Is the quote JUST for consulting purposes or does it also need to include final printed materials as well?

Answer: The quote is so the contracting office can fairly assess and compare all bids on the contract, and evaluate based on the evaluation criteria set forth. There need not be any printed material in the quote.

18. Question: Is there an incumbent for this program?

Answer: This bid is open to anyone who would like to submit a proposal targeting IU/Purdue students. Currently there is no incumbent for the Indiana National Guard for this project.

19. Question: Will Indiana University and Purdue University provide access to awardee to their social media accounts?

Answer: The INARNG has no control over or knowledge as to whether or not IU/Purdue will grant anyone access to their social media accounts

20. Question: Will Indiana University and Purdue University provide access to awardee to their email database of current/future students, parents and alumni for first‐party data targeting purposes?

Answer: The INARNG has no control over or knowledge as to whether or not IU/Purdue will grant anyone access to their databases.

21. Question: Is access to the aforementioned social media accounts and databases limited to specific vendors (ex: incumbent)? If it is limited to specific vendors, does that still represent a fair competition?

Answer: The INARNG does not control or have knowledge of who is allowed or contracted to have access to these databases/rights of the universities.

22. Quesstion: If all interested vendors don’t have equal access to these accounts and databases, would the government consider removing this requirement as a judging criteria and instead make it a requirement upon award?

Answer: No, the INARNG is looking for someone with guaranteed access rights to these accounts and databases, and that can provide immediate turnaround upon award of the contract. In addition, we cannot award a contract based on an assumption that these rights would be given to a third party by the university if they have not done so already with a given contractor.

23. Question: Would the government consider accepting past performances that include targeting of students, even if those students are not IU/Purdue students? If interested vendor has never worked with IU/Purdue before, does that eliminate them from being fairly considered for this opportunity?

Answer: All proposals will be considered and reviewed fairly. The INARNG will considerexperice at equally similar universities as meeting the requirements for showing the ability to target university students through engagement/content campaigns on social media.

24. Question: Does the government have any experience requirements for on‐site personnel?

Answer: No, although past performance will be reviewed it will not be a determining factor. However, experience in social media advertising and campaigns will be evaluated.
