Statement of Work Glen Jean External Data Port

WVNG-JFHQ-J6

1. PURPOSE AND SCOPE

1.1. The purpose of this statement of work (SOW) is to define the requirements to install external data ports inside vendor provided enclosures for additional fiber optic and copper cabling that will terminate within multiple areas in Glen Jean AFRC. There is also a requirement for wall penetrations to for data and RF cable.

2. PLACE OF PERFORMANCE

Glen Jean Armed Forces Reserve Center (AFRC) 409 Wood Mountain Road Glen Jean, WV 25846

3. BACKGROUND

3.1. WVNG currently has multiple network distribution hubs in the Glen Jean AFRC. The WVNG has a requirement to bring in mobile network sources and also needs to distribute network to multiple exterior destination. The Glen Jean Armory has multiple existing conduit paths between its network distribution points and has fiber optic and copper cabling pulled into that conduit. The floor plan is attached as “Attachment A” and picture of multiple areas for the install are attached as “Attachment B”.

4. MANDATORY REQUIREMENTS

4.1. Objectives

Below is the requirement for the contractor to perform for this statement of work. Additional information will be provided at the Pre-Bid on-site walkthrough.

4.1.1. External Wall Ports to Network Closet RM B117A

A vendor provided external enclosure will be installed on the exterior of building that will have all fiber optic and copper cabling terminate in network closet RM B117A. Enclosure will be lockable, low profile to wall, waterproof and installed approximately 54 inches from the ground. An example of acceptable enclosure is attached as “Attachment C”. Vendor will penetrate the brick wall at designated location above enclosure. A photograph of penetration location is in “Attachment B”. Vendor will install conduit to extend from the penetration to network closet RM B117A Install 12 strand OM-3 multi-mode fiber, 12 strand single mode fiber optic cable, and 12 CAT6 STP cables from enclosure to preexisting network rack in network closet RM B117A. LC type fiber optic pigtails will be fusion spliced on each end of the fiber optic cables. The single mode fiber will have 2 strands terminated with Angle Polished Connection (APC) LC connections. A LIU fiber cabinet with siding tray will be installed in preexisting network rack on network closet RM B117A. The CAT6 cable will be terminated on “Leviton Quickport” style patch panel (or equivalent) in network closet RM B117A. Support structure, such as J-hooks and basket tray, will be installed to provide support for the new fiber optic and copper cabling above drop ceiling cavity to network closet RM B117A.

Machine printed labels will be generated and all cabling, patch panels, etc. are to be labeled. Each locations cabling will be tested and verified using a fiber optic tester and copper tester. All penetrations will be fire stopped as applicable.

4.1.2. External Network Enclosure to Network Closet RM B131A

A vendor provided external enclosure will be installed on the exterior of building that will have all fiber optic and copper cabling terminate in network closet RM B131A. Enclosure will be lockable and weatherproof. An example of acceptable enclosure is attached as “Attachment D”. Vendor will penetrate the brick wall at designated location above enclosure. Vendor will install waterproof metal conduit from enclosure to penetration point. A photograph of penetration location is in “Attachment B”. Vendor will install conduit to extend from the penetration to network closet RM B131A. Vendor will install 24 strand OM-3 multi-mode fiber and 24 strand single mode fiber optic cable, 50 pair unshielded CAT 6 copper, and 24 CAT 6 STP cables from enclosure to network closet RM B131A. LC type fiber optic pigtails will be fusion spliced on each end of the fiber optic cables. The single mode fiber will have 2 strands terminated with APC LC connections. A LIU fiber cabinet with siding tray will be installed in preexisting network rack on network closet RM B131A and in vendor installed exterior enclosures. Support structure, such as J-hooks and basket tray, will be installed to provide support for the new fiber optic and copper cabling above drop ceiling cavity to network closet RM B131A. The CAT 6 STP cables will be terminated on a “Leviton Quickport” style patch panel in network closet and vendor installed enclosure.

Vendor will install 110 punch down blocks capable of supporting the termination of 50 pair cable will be placed on the wall in network closet RM B131A and an exterior rated 110 punch down block will be installed inside the enclosure. A 50 pair 24 AWG indoor plenum rated copper cable will installed from network closet RM B131A to vendor installed enclosure. The cables will be terminated on the 110 punch down blocks on the wall located in network closet RM B131A and enclosure.

Machine printed labels will be generated and all cabling, patch panels, etc. are to be labeled. Each locations cabling will be tested and verified using a fiber optic tester and copper tester. All penetrations will be fire stopped as applicable.

4.1.3. Fiber from RM B117A to RM B109B

Vendor will install 12 strand OM-3 multi-mode fiber and 12 strand single mode fiber optic cable from preexisting network rack in network closet RM 117A to preexisting network rack in network closet RM B109B. LC type fiber optic pigtails will be fusion spliced on each end of the fiber optic cables. The single mode fiber will have 2 strands terminated with APC LC connections. A LIU fiber cabinet with siding tray will be installed in preexisting network racks in network closet RM B117A and B109B.

4.1.4. Wall Penetration from Network Closet RM B131A to Drill Floor Vendor will install a wall penetration through cinderblock wall between Network closets RM B131A to Drill hall Floor. Access panel must be installed on both side of penetration. Size of wall penetration will be approx. 12”X8”. Picture of location for wall penetration is in “Attachment B”.

4.1.5. Wall Penetration from RM B108 to Roof for RF Cable

Vendor will install conduit from RM B108 to the roof of Glen Jean AFRC. Vendor will penetrate wall above ceiling tile in RM B108. Vendor will install conduit through penetration and conduit will run to roof of two story AFRC. Conduit will be minimum of 4 inches and include a J-Hook at roof to prevent weather and water from entering the conduit. Conduit will have access panels on top of J-Hook and at bottom on of conduit near the wall penetration. Conduit will follow wall and roof line as closely as possible. Conduit will be Grey PVC and will be painted to match building trim and present a professional appearance. Wall penetration will be fire caulked, weather proof, and installed to meet all local codes and regulations. Vendor will install a multi-port conduit plug on both ends of the conduit that will facilitate at minimum five radio frequency cables (RG-213 or RG-58).

4.2. Project Execution

4.2.1. The Contractor shall identify by name a Provisioning Project Owner (PPO) responsible as the single point of contact from award to final invoice acceptance. The PPO shall coordinate with the government 14 days prior to arrival and the start of any on-site work. Prior to any on-site work, the PPO shall provide the Government Multi-Function Team (MFT) a project coordination call to review all planned efforts and data collection requirements in support of project implementation.

4.2.2. Delays associated with working on an active military installation are at the Contractor's risk.

4.2.3. Site Security: Due to the security of the site all contracted personnel will be required to be escorted by government personnel while on the military installation. A copy of government ID must be provided to base security for all contracted personnel prior to access to the installation.

4.2.4. Hours of Operation: Routine work efforts performed shall be performed during normal site operating hours. The normal site operating hours are 0730-1630.

4.2.5. Testing: The Contractor shall identify and provide approved industry/OEM installation and test procedures documentation to a designated government representative.

4.2.6. Site Acceptance: Site acceptance is required prior to final invoice. Site acceptance shall be concluded upon receipt of all deliverables and successful completion of the equipment testing.

5. Time requirements: Site visit 29 AUG 2018, POP 60 Days.
