About this file
The document is a Questions and Answers (Q&A) file for Solicitation W912L7-25-Q-1702, addressing a portable latrine service contract for the Tennessee Army National Guard (TNARNG) at the Smyrna Military Training Site. Key details from the Q&A include clarifications that there is no current incumbent contractor, quotes must be submitted separately for each location, and pricing guidelines for the quote spreadsheet. Specifically, vendors should represent the base latrine service charge per unit, while cleaning and relocation charges can be submitted as full totals for all 8 units for the entire year.
The related federal contract opportunity is a Small Business set-aside solicitation for portable latrine services at VTS-Smyrna, located at 680 Fitzhugh Blvd, Smyrna, TN. The contract covers a base year (1 July 2025 - 30 June 2026) with four optional one-year extensions through 30 June 2030. Each contract line item (CLIN) includes latrine service, additional cleaning, and up to four relocations per unit per year. Quotes are due by 20 June 2025 at 10:00 AM CST, with the NAICS code 562991 and a small business size standard of $9M. The contractor will provide all necessary resources for latrine rental as specified in the Performance Work Statement.

QUESTIONS AND ANSWERS- W912L725Q1702
Question: Is there currently an incumbent doing the work or is this a new need/ask?
Answer: There is no current contract in place as it has expired, so there is no incumbent. This is a new solicitation for a pre-existing and unchanged requirement. All previously awarded contracts regarding this requirement are public and can be found using FPDS.gov’s ezSearch feature at the link provided below:
https://www.fpds.gov/ezsearch/fpdsportal?s=FPDS.GOV&templateName=1.5.3&indexName=awardfull&q=
Question: How should the quote(s) be represented on the spreadsheet?
Answer: To clarify, the base latrine service charge shall be represented as per unit; however, the other two charges (cleaning and relocation) may be represented as the full total for all the 8 units for the entire year. If you choose to represent them as per unit, please clarify somewhere within the quote spreadsheet or within your quote submission email.
Question: Can vendors submit one consolidated quote for all three locations or does each location require its own quote?
Answer: Each solicitation will require its own quote if you wish to compete.
