PERFORMANCE WORK STATEMENT (PWS)
FOR
STRONG BONDS RETREATS
1.0 General: Strong Bonds is a unit-based, chaplain-led program which assists commanders in building individual resiliency by strengthening the Army/Air National Guard Family. The core mission of the Strong Bonds program is to increase individual Soldier/Airman and Family member readiness through relationship education and skills training.
Strong Bonds is conducted in an offsite retreat format in order to maximize the training effect.
The retreat or “get away” provides a fun, safe, and secure environment in which to address the impact of relocations, deployments, and military lifestyle stressors.
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform services as defined in this PWS
1.2 Background: Recognizing the importance of family support, the Army introduced the program Building Strong and Ready Families in 1997. Initially, 90 active-duty couples participated in four events. Over the past year, more than 160,000 Soldiers and Family members have participated in over 2,600 Strong Bonds events. The program’s success has led to increased funding, expansion Army-wide, and more training options.
New programs now meet Soldiers/Airmen at different phases of the relationship cycle. Specific training is offered for the Single Soldier/Airman, Couples, Families with children, and all Soldiers/Airmen and Families facing deployment.
Strong Bonds is fully-funded and Chaplain-led with the support of the Commanding Officer.
Soldiers/Airmen and their Families attend with others in the unit who share the same deployment cycle. During the retreat, Soldiers/Airmen and Families participate in small group activities that reveal common bonds and nurture friendships. This shores up spousal support at home, which can be vitally important while the Soldier/Airman is away. In addition, Soldiers/Airmen and Families gain awareness of community resources that can assist with concerns about health and wellness, even crisis intervention.
An increasing percentage of recruits come from Army/Airman Families. Strong Bonds Family program is an investment in Army/Airmen Families and in the Future Force.
1.3 Period of Performance (PoP): The Period of Performance shall be 19-21 May 2017, 23-25 June 2017, and 25-27 August 2017.
1.4 General Information: The purpose is to develop a Strong Bonds Couples weekend retreat designed to strengthen relationships, inspire hope and rekindle marriages — even start the journey of healing for relationships under fire. Military families will gain practical, useful information based on world class curriculum developed from years of research. In small groups, they will participate in activities that renew bonds with their peers. And, as a couple, they will practice communication and relationship building skills, as well as share intimate moments. In support of this objective, the contractor shall support and facilitate this by completion of the program requirements and tasks. Performance standards are delineated in the Performance Standards/Service Delivery Summary and Quality Assurance Surveillance Plan (QASP) which are incorporated as part of this PWS.
1.4.1 Quality Control (QC): The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary.
1.4.2 Quality Assurance (QA): The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).
2.0 Definitions and Acronyms:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 DELIVERABLE. Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
2.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.8 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.9 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.10 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.11 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12 WORK WEEK. The number of days per week the Contractor provides services in accordance with the contract.
2.2 ACRONYMS:

3.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):
3.1 General: The contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
4.0 Requirements: The contractor shall perform the following task:
4.1 Lodging: The contractor shall provide (25) lodging rooms for authorized individuals designated by the 134th ARW, Tennessee Air National Guard Strong Bond Event POC- Chaplain Derick Wakefield. Check in will be on Friday evening of each retreat, and check out will be on Sunday morning of the retreat weekends. Attendees will pay for their rooms with a government issued credit card. Price per lodging room shall not exceed the local per diem rate.
4.2 Meeting Rooms: The contractor shall provide meeting rooms for the Strong Bonds Events for briefings to include the following: Two tables are required for attendee registration beginning at 6:00 PM Friday evening of each event in front of the meeting area. One ballroom is required on Friday of each event to accommodate up to 50 people for the general assembly between 7:00 PM and 9:30 PM and set up in rounds of 8 to 10 people. We will also need a room on Saturday of each event with this set up from 8:00 AM to 4:00 PM. Additionally, we will need this setup for Sunday morning of each event;
from 7:00 A.M. to 11:00 A.M Contractor shall have drinking water and coffee available at all times in conference/meeting rooms.
4.3 Hot Breakfast: The contractor shall provide a voucher for hot breakfast buffet (for 50 people each day) on Saturday and Sunday mornings for retreat weekends. Price per breakfast meal shall not exceed the per diem rate of $16.00/person.
4.4 Lunch: The contractor shall provide a luncheon meal (for 68 people. It is required at 12:00 pm at a location in the hotel to be determined. Price per breakfast meal shall not exceed $20.00/person.
The buffet style luncheon will consist of:

4.5 Audio/Visual: Contractor shall provide;

- One podium for the ballroom
- Sound from the house speakers is required
