COMMUNICATIONS ROUGH-IN 13010-1

SECTION 13010

COMMUNICATIONS ROUGH-IN

PART 1 GENERAL

1.1 SCOPE

A. This document describes the products and execution requirements relating to furnishing and installing Telecommunications Cabling at new or remodeled buildings for the Building 735 FOC Facility. Backbone and horizontal cabling comprised of Copper and Fiber Cabling, and support systems are covered under this document. Materials must be equal to or exceed Corning and Commscope installation guidelines before work begins.

PART 2 PRODUCTS

2.1 STRUCTURED CABLING SYSTEM

A. Furnish and install complete, with all accessories, a Structured Cabling System (SCS). The SCS shall serve as a vehicle for transport of data, video and voice telephony signals throughout the network from designated demarcation points to outlets located at various desks, workstations and other locations and indicated on the contract drawings and described herein. Applications standards supported should include, but not limited to IEEE 802.3, 10Base 5, 10BASE-T, IEEE 802.5, 4Mbps, 16 Mbps, 16 Mbps (328 ft [100m], 104 workstations) and TP-PMD. In addition, these links/channels shall be capable of supporting evolving high-end applications such as 100 Base-T and 52/155 Mbps ATM and 77 channel analog broadband video out to 550 MHz. Gigabit cable performance shall be capable of supporting existing and evolving applications including AES/EBU Digital Audio, 270 Mbps Digital video, 622 Mbps 64-CAP ATM, 1000Base-T Gigabit Ethernet and 1.2 Gigabit ATM.

2.2 DATA AND VOICE

A. Wiring utilized for data communications shall originate from network management hardware installed in existing vertically-installed, floor-mounted Computer racks located in the Telecommunications Equipment Rooms (ER), the Main Cross-connect (MC), the Intermediate cross connect (IC), and/or the Telecommunications Closet (TC) locations(s).

Telecommunications Outlets (TO) shall be furnished, wired and installed by the SCS system contractor.

2.3 BONDING AND GROUNDING

A. All grounding and bonding shall meet the National Electrical Code (NEC) as well as local codes which specify additional grounding and/or bonding requirements. Communications bonding and grounding shall be in accordance with the NEC and NFPA. Horizontal cables shall be grounded in compliance with ANSI/NFPA 70 and local requirements and practices. Horizontal equipment includes cross connect frames, patch panels and racks, active telecommunication equipment and test apparatus and equipment. When required by local code, provide a telecommunications bonding backbone utilizing a #6-AWG or larger binding conductor that provides direct bonding between equipment rooms and telecommunications closets. This is part of the grounding and bonding infrastructure (part of the telecommunications pathways and spaces in the building structure), and is independent of equipment or cable. Verify the service arrangement and point of service entrance with the base communication office. Coordinate all rough-in work with the base communication office.

PART 3 EXECUTION

3.1 CONTRACTOR REQUIREMENTS

All work and materials shall conform in every detail to the rules and requirements of the National Fire Protection Association, the local Electrical Code and present manufacturing standards. All materials shall be UL Listed and shall be marked as such. If UL has no published standards for a particular item, then other national independent testing standards shall apply and such items shall bear those labels. Where UL has an applicable system listing and label, the entire system shall be so labeled. The cabling system described in this is derived from the recommendations made in recognized telecommunications industry standards. The following documents are incorporated by reference:

1. Compliance with the following standards is mandatory and applies to all telecommunications installations. Use latest editions of the following references:

a. TIA/EIA-568, Commercial Building Telecommunications Cabling Standard, including attachments and addendums.

b. TIA/EIA-569, Commercial Building Standard for Telecommunications Pathways and Spaces, including attachments and addendums.

c. TIA/EIA-606, Administration Standard for the Telecommunications Infrastructure of Communications Buildings.

d. ANSI-J-STD 607, Commercial Building Grounding/Bonding Requirements.

e. TIA/EIA-758, Customer-Owned Outside Plant

f. BICSI TDMM Telecommunications Distribution Methods Manual

g. BICSI COSP Customer Owned Outside Plant

h. BICSI TCI Telecommunications Cabling Installation Manual

B. The work included under this specification consists of furnishing all labor, equipment, materials, supplies, and performing all operations necessary to complete the installation of this structured cabling system in compliance with the specifications and drawings. The Telecommunications contractor will provide and install all of the required material to form a complete system.

C. The work shall include, but not be limited to the following:

1. Furnish and install a complete telecommunications wiring infrastructure.

2. Furnish, install, and terminate, test and certify all UTP and inside Optical Fiber cable

3. Furnish and install all wall plates, jacks, and patch panels

4. Furnish and install all required racks as required and as indicated.

5. Furnish and install all required cable management. (vertical and horizontal)

6. Furnish any other material required to form a complete system.

7. Perform permanent link testing (100% of horizontal and/or backbone links) and certification of all components.

8. Furnish test results of all cabling to the Government on CD or DVD and paper format, listed by each closet, then by patch panel and cable ID.
