2. QUESTION: “Have there been any shortfalls/shortcomings for the existing vendor in place?”

ANSWER: The lab had no pick-up within 24-hours.

3. QUESTION: “Is there anything that can be done better?”

ANSWER: See question 2 above.

4. QUESTION: “What does the Oklahoma Army National Guard like about the incumbent and what do they not like about them?”

ANSWER: Able to send Soldiers to their facility, when needed, for blood draws and very easy to work with. No dislikes.

5. QUESTION: “If drug testing is ordered, what drugs or panels would be asked for?”

ANSWER: No drug and alcohol testing will be performed under this requirement. The drug and alcohol testing is performed internally of the Oklahoma Army National Guard. See the table at Paragraph 5 in the PWS for the testing under this requirement.

6. QUESTION: “What steps will be taken to ensure this is awarded to a small business concern such as a veteran or service-disabled veteran owned business?”

ANSWER: To prevent competitive restrictions, this solicitation is posted as a Small Business Set Aside to allow all small business categories to submit a proposal that meets the PWS requirements and the proposal submission requirement to be considered for award. For this solicitation in SAM, under “Classification” it states this requirement is a “Total Small Business Set-Aside”. The NAICS Code 621511 for this requirement is identified with small business, in accordance with the U.S. Small Business Administration Table of Small Business Size Standards. The only place it is not stated is at Paragraph 2 of the combined synopsis/solicitation, which will be corrected when the amendment is posted with the answers to the questions.

7. QUESTION: “Will the lab awarded this contract be provided all of the testing or does the Oklahoma Army National Guard have the right to send contracted specimens to a different lab (such as the former incumbent laboratory)?”

ANSWER: The Contractor receiving the award under this requirement will be expected to perform the full work under the PWS to include the terms and conditions of the award.

8. QUESTION: “Will there be a “bridge” period for transitioning from current laboratory to the new lab?

If so, what would that timeline look like?”

ANSWER: There will not be a “bridge” or transition period after award.

9. QUESTION: “Would the Oklahoma Army National Guard consider confirming all drugs in the panel vs screening, to demonstrate a quantity of substance in the donors body along with positive/negative qualitative results? This method would diminish false positives by quantity vs cutoff values, and provide a better cost effective solution over screen and confirm.”

ANSWER: See question 5 above.

10. QUESTION: “What other tests could the Oklahoma Army National Guard request?”

ANSWER: Other blood and urine tests, as needed, which is very infrequent and are unknown at this time.

11. QUESTION: “How long will it take for the Oklahoma Army National Guard to approve an awarded contract? What is the anticipated start date for this contract?”

ANSWER: With the upcoming holidays, its projected that an award would be made mid-February 2023.

12. QUESTION: “Is this contract fully funded?”

ANSWER: In the Combined Synopsis/Solicitation, it states a “Blanket Purchase Agreement” (BPA) will be awarded; therefore, funds will not be obligated on the BPA. Funds will be obligated on the “Calls/Orders” against the BPA.

13. QUESTION: “What is the expected annual value of the contract based upon prior business years?”

ANSWER: See question 1 above.
