SOLICITATION W912L6-21-R-0005, BEHAVIORAL HEALTH SUPPORT SERVICES

QUESTIONS AND ANSWERS

1. QUESTIONS: “Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?”

ANSWER: This solicitation is not a new requirement. The Oklahoma Army National Guard has a current contract in place, W912L6-18-D-1000 with a Base Year and two Option Years. Total performance period is from 20Sep2018 to 20Sep2021; the contract value is $851,100.93. The incumbent is Quality Innovation, Inc.

2. QUESTION: “Incumbent Contractor. Is there any incumbent contractor for this requirement? If so, can you provide their name and DUNS number?”

ANSWER: See answer at Question 1.

3. QUESTION: “Incumbent Contract. Is there a current contract for this requirement? If so, please provide the contract number and its dollar value.”

ANSWER: See answer at Question 1.

4. QUESTION: “Proposal File Size. Is there a maximum limit of the size of the e-mail proposal, e.g., 10megabytes?”

ANSWER: There is not a limit on the proposal size; however, typically email server are limited to 10megabytes. It is the Offeror’s responsibility to ensure the proposal was received by the proposal due date and time, 09/03/2021 at 3:00 p.m. CST.

5. QUESTION: “Price Proposal. Can you please provide an example of “the price volume shall clearly state the labor categories traceable to the task defined in the PWS, hours proposed and wages/rates”. It is not entirely clear what the Government is asking for. Does the Government want this information in a matrix / grid format? Please clarify.

(Reference RFP Section L – Item 1.11.3 Volume2, Price)”

ANSWER: There are no specific requirements for formatting.

6. QUESTION: “Pricing Sheet. The RFP instructions state: “Proposal shall include a narrative to support the basis of the proposed price and explain any assumptions made in the proposed price.” Does this mean offerors can provide any price quote assumption in the “Pricing Sheet”? Will add price assumptions result in a proposal being rejected since the Government consider it a “qualified” offer, i.e., non-responsive?”

ANSWER: There are no assumptions. The Performance Work Statement clearly defines what must be priced. If the Offeror should make any assumptions, the Offeror must clearly explain what assumptions were made and how they affect your price.

7. QUESTION: “Compensation Approach. Can you provide an example / template of the statement “Address the approach to compensation and describe the fringe benefit plan, to include corporate paid time-off (leave) policies, for ensuring the level of effort is considered reasonable in anticipation of leave during contract performance”?

This is unclear exactly what the Government is looking for. (Reference 1.11.1.1Element 1 – Personnel Management)”

ANSWER: There are no examples/templates to be provided. The Department of Labor website explains the fringe benefits, etc. If there are still questions, the Offeror is to direct the question to the Department of Labor for clarity.

8. QUESTION: “Lowest Price Technically Acceptable (LPTA). The LPTA source selection criteria in the RFP may not be in compliance with the 2017 National Defense Authorization Act (NDAA) as implemented on 1 Oct 2019 in DFARS 215.101-2-70 Limitations and Prohibitions, which specifically prohibits the use of LPTA in the following situation: “(i) Information technology services, cybersecurity services, systems engineering and technical assistance services, advanced electronic testing, or other knowledge-based professional services”. In this case, behavior health is a professional service requiring degrees, licensing, and other certifications which makes it a knowledge-based professional service. To help avoid protests, will the Government consider using a “best value” source selection in lieu of the LPTA?”

ANSWER: No. The Government will not consider best value for this requirement.

9. QUESTION: “Is there an incumbent to this contract?”

ANSWER: See answer to Question 1.

10. QUESTION: “If applicable, what was the previous contract award number, amount, and incumbent name?”

ANSWER: See answer to Question 1.

11. QUESTION: “If applicable, is the incumbent eligible to compete for this opportunity?”
