Q: Are these positions designated as SCA positions? If so which Occupational Code are you using?

A: Yes, this contract is covered under the SCA. We are using 12313 – Registered Nurse II, however this classifications is a best fit for pay and similarity in which the actual employee does not have to be a Registered Nurse II, and they have to be qualified as described in the Performance Work Statement paragraph 2.1.

Q: Just to clarify This SOL is NOT set aside for service disabled only correct?

A: This is a set aside for service disabled. However, if there are less than 2 bids received, then it opens up to woman owned. Again, if there are less than 2 bids in this category, then it opens up to all small business categories.

Q: Can the Government please provide the proposal submission requirements, i.e. is it just price and past performance references?

A: Award will go to the lowest price of the technically acceptable bids.

Q: Is pricing submission only on the CLINs or is other pricing data required?

A: You can write the pricing in on the solicitation. No other pricing data is required at this time.

Q: Can the Government confirm it is for 3 FTE and 1 at each location?

A: Base period is 3 FTE – 1 based at each location.

Option period 1 is a minimum of 2 FTE and maximum of 3 FTE.

Option period 2 is a minimum of 2 FTE and maximum of 3 FTE.

If only 2 FTE are ordered, then only two of the locations shall be used as a base of operation.

Q: Can the Government confirm if this is a new requirement? If not, who is the Contractor, Contract number, contract value and period of performance?

A: This is a new contract for the Oklahoma Army National Guard. Previously we were included in a contract that was for all the States. For the previous multi state contract, I do not know who the contractor is, the contract number, the contract value, or the period of performance, as the previous contract was not procured from my office.

Q: Can offerors submit proposals in PDF format?

A: Yes, PDF format is just fine.

Q: Can the Government provide the size limit, i.e. 5MB for email attachments?

A: I’m not sure the size limit of my email or FBO. However, I will respond with a confirmation receipt that I have received your proposal one I get it. If you do not get a confirmation receipt from me, I probably didn’t get your proposal.

Q: Can the Government provide who offerors should email proposals to?

A: As stated in the solicitation, email your proposals to Kevin Brokish kevin.p.brokish.civ@mail.mil

Q: Can the Government provide what the cutoff date for questions are?

A: The cutoff date and time for questions is 24 hours prior to the close of the solicitation.

Q: Are the behavioral health specialist required to be licensed in Oklahoma?

A: Yes, the behavioral health specialist on this contract will have to be licensed in Oklahoma.

Q: The solicitation notes three specialist are required with at least one being available on call. However, the contractor is not required to maintain a 24/7 phone number. Can you clarify this requirement?

A: The Government will provide phones for the contractor.

Q: Will the BHS receive training from the government on AR and DODI? Is the contractor responsible for this requirement?

A: The ARs and DODIs are regulatory guidance that outlines the roles and responsibilities for the execution of the program. It is self-explanatory and no training on this is required.

Q: I have a pricing item for clarification in regards to Solicitation # W912L6-18-R-1004. According to PWS Section 3.3:

“Travel for this contract is anticipated. Travel up to 30 miles per day, 4 days per week, and 52 weeks per year; totaling 6240 miles per counselor, for each contract base and option period may be required and shall be included within the proposal pricing. Travel over the 6240 miles per counselor will require prior approval from the COR. Any travel that results in a mulit-day overnight travel will require pre approval from the KO. Any travel over 100 miles requires pre approval of the COR or KO as applicable. Travel rates are set as such: $0.55 per mile for every mile in excess of 6240 miles, hotel rates are set at GSA per diem plus any tax for the applicable zip code. In the event of nonavailability at the per diem rate, the next higher rate closest to the per diem rate will be utilized. Hotel rates and availability will be gauged and verified at current market rates using Travelocity.com, Priceline.com, or Hotels.com”

However, the provided CLINs for travel state: “* Reimbursable, no pricing needed*”

Is it the government’s intent for the offeror to include travel for the first 6240 miles per counselor in our fully burdened rate for each behavioral health support CLIN, or is all travel to be reimbursable?

A: “Travel for this contract is anticipated. Travel up to 30 miles per day, 4 days per week, and 52 weeks per year; totaling 6240 miles per counselor, for each contract base and option period may be required and shall be included within the proposal pricing.”

----- This shal be included in the price of CLIN 0001, 1001, and 2001.

“Travel over the 6240 miles per counselor will require prior approval from the COR. Hotel rates and availability will be gauged and verified at current market rates using Travelocity.com, Priceline.com, or Hotels.com” ----- This shall be included in CLIN 0002, 1002, and 2002; which the contractor does NOT need to provide a price quote for as this will be paid by the Government as needed.
