RFP Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE

1/9/2018 1 I read through the solicitation and it appears that you are only looking for new fixtures. What is installed at the location currently?

The current fixtures in the work bay are 13 high bay LED fixtures and 9 high bay Metal Halide fixtures installed that must be removed in the process of this project and any unutilized conduit and wire must be demoed back to the source.

1/10/2018 2 I would like to know the building dimensions + heights.

The dimensions of the rectangular engine shop work bay are approximately:

122ft in the x 62ft with 28ft to the roof deck at the edge of the building and 30ft to the roof deck at the peak.

It is also approximately 24ft to clear the bridge crane that runs the length of the building.

There is also a two story office structure in the north west corner of the bay that is 27ft of the 62ft measurement and 15ft of the 122ft dimension that will not need the high bay LED lights above it and will not need to meet the lighting specification for this space.

1/10/2018 3 Do you have a specific LED High Bay lights fixture that has been quoted by Government? If yes, can you please provide that information?

We do not have a specific LED High Bay Light fixture quoted or in mind. We are allowing the bidders to submit a bid including their LED High Bay Light fixture that meets the specifications and requirements listed in the solicitation.

Pre-Bid RFI Log for W912L6-18-B-6001 Engine Shop Lighting

1/10/2018 4 We have to remove 13 LED and 9 MH, total 22 each.

The quantity of a new LED fixture will be similar (22 each)?

The quantity of fixtures is not limited to the existing number of fixtures as long as the performance and product specifications are met. The contractor will be responsible any power that needs to be run to the new fixtures.

1/10/2018 5 The shop will be empty so the contractor will be able to more around the lift?

The engine shop will be at a minimum of 35% empty with a clear path the length of the building(approximately 122ft).

1/10/2018 6

I would like to know if the site visit is mandatory.

Please let me know if we have to pre-register for site visit (I mean to submit our information ahead, so when we get there to have quick access thru the gate).

The site visit is not mandatory in order to submit a bid.

However, it can provide a great way to view site conditions prior to bidding as all bidders will be held to the same standard of work as listed in the solicitation whether they come to the site visit or not.

You do not need to pre-register. Just show up at the gate with a valid ID that meets Federal Standards i.e. any ID that would work to board a plane will work. The ID will allow you to get a visitor's badge. We will then go to the gate to escort all prospective bidders on base for the site visit at the same time.

RFIs #7-11 Were submitted in a manner where the font in red is a section from the statement of work and the actual question is in black font.

“WHEN DIMMED, LED LIGHTING WILL BE 50

FOOT CANDLES AT 2’6” ABOVE FLOOR

LEVEL” DIMMED AT WHAT LEVEL? HOW ARE

WE TO PROVIDE THE EVIDENCE THAT WE

ARE AT THE LEVEL OF “DIMMED”?

The LED lighting must meet the 100 foot candle requirement listed in the statement of work at 100% power. In addition to the 100 foot candle requirement the system must be dimmable less than or equal to 50 foot candles. Per the statement of work a photometric analysis of the lowest dimmed setting will be provided.

1/17/2018 8

“LED LIGHTING WILL BE 100 FOOT CANDLES

AT 100% (NON-DIMMED) POWER” THE 100

FOOT CANDLES ARE TO BE MEASURED AT

WHAT WORK PLANE?

All foot candles to be measured at 2'6" above ground level.

1/17/2018 9

“LED LIGHTING AT 100% POWER WILL NOT

EXCEED 105 FOOT CANDLES FOR THE

DESIGNED WORKSPACE” PLEASE CLARIFY

DESIGNED WORKSPACE?

Designed work space encompasses the entire work bay where lighting is to be installed(room 114 see attachment with title 314 on FBO). This excludes the two story office structure called out in RFI #2

1/17/2018 10

“LED LIGHTING FOOT CANDLES WILL BE

EVENLY DISTRIBUTED AND WILL NOT

EXCEED +/- 10 FOOT CANDLES THROUGHOUT

THE BAY” WHAT METHOD WILL BE

EXPECTED TO PROVIDE PROOF OF THIS

ITEM? IS THERE A PREFERRED LOCATION

FOR THE DIMMING CONTROLS?

After installation, a foot candle study/depiction of new lighting is required. The bay shall be broken up into a grid of a maximum of 10' x 10' sections and a sample of the foot candles at 2'6" above ground level must be taken in each grid section to ensure requirements are met.

Dimming controls will be installed in place of existing switches/controls for current work bay lighting. (the section crossed out in red has been corrected in RFI anser #15.)

1/17/2018 11

“CONTRACTOR WILL BE RESPONSIBLE FOR

PROVIDING A TEST REPORT VERIFYING THE

LIGHTING IN THE BAY IS ADEQUATE AND

MEETS ALL REQUIREMENTS/

SPECIFICATIONSAFTER SYSTEM IS

INSTALLED” WHAT TEST WILL BE EXPECTED

IN ORDER TO PROVIDE A REPORT?

See answer for RFI 4 above.

1/18/2018 12 Will the new LED Lights fixture will have an Occupancy Sensor installed? No occupancy sensors will be used.

1/18/2018 13

How many LED Lights Fixture will be used as a Emergency Battery Backup Lights?

2 fixtures as close to the peak as possible and as close to 40’ off the West wall and 40’ off the East wall of the bay as possible and they both will need battery backups.

1/18/2018 14 If the Occupancy Sensor will be used do you intend to use the switches as well? No occupancy sensors will be used.

1/18/2018 15 How many switches do you intend to have installed for the new lighting?

The existing 3 way switches may be utilized if additional switches are necessary they must be 3 way switches located as close to the existing switches as possible.

Dimmer controls must also be located as close as possible to one of the existing switch locations. Only one set of dimmer controls for the bays is required. If multiple sets of dimmer controls are necessary for the lighting system they should all be located in one location in the work bay as close to the existing switch locations as possible. The answer to this questions updates a previous answer in RFI Question #10

1/18/2018 16 You have more doors to access into the building, will be a 3/4 ways switch or partial from each door? See RFI answer 15 above.

1/18/2018 17

Do you expect to have the "Annual Representations and Certifications" included into the Proposal package?

The provision referenced FAR 52.204-8 Annual Representations and Certifications is used to advise what applies to solicitation and resulting contract. You do not have to include them with your proposal package. We can also view your SAM registration for futher information if needed.
