Delaware National Guard Senior Leader Conference
STATEMENT OF WORK
SW-1: SCOPE OF WORK
The Senior Leader Conference is a one-day event for the members of the Delaware National Guard in the rank of E-8 and above. Senior Leaders of the Delaware National Guard will receive professional development training on various issues facing the Army and Air National Guard at National and State levels. In addition, this conference provides a forum for senior leaders to discuss military branch related issues with the Delaware Army and Air National Guard Commanders, respectively. Attendees will receive educational presentations from presenters with a variety of backgrounds and who have knowledge and insight impacting on National Guard Joint Domestic Operations capability providing sufficient information, regarding national, state and local response.
The Delaware National Guard is planning an event in Kent County, Delaware, which is centrally located and is conducive to Senior Leaders traveling to the venue from areas across the state of Delaware. The venue will provide services listed below.

SW-4: WORK TO BE ACCOMPLISHED
Plan, support, training, briefings, and activities that support Air and Army Senior Leaders Joint Domestic Operations professional development.
SW-5: VENUE REQUIREMENTS:
5.1 Main Conference Room must be able to seat 425+ personnel to include round tables that seat 8-10 personnel per table.
5.2 Main Conference Room seating must provide viewing of event so all participants are not obstructed from the main stage where speakers are presenting. If possible, tables positioned to the side of the main stage must not be at an acute angle to hinder viewing of either speaker or projection screens.
5.3 Breakout Rooms- 4 Smaller Break Out Rooms that will accommodate from 50 -100 personnel
5.4 Must have full service capabilities, to include dining and catering capabilities.
5.5 Twenty-two Tables outside main Conference room (Eight Sign in Tables/Fourteen vendor
5.6 Access to venue staff throughout the event.
5.7 All tables i.e. registration and display tables shall be inclusive.
5.8 Internet access availability (wired or wireless).
5.9 Secure parking for attendee vehicles.
5.10 Suitable venue security with Security POC of venue assigned as liaison to DNG Staff.
5.11 Venue space pre-function set up 24 hrs prior to event for set up and Senior Leaders walk through (review) with venue staff – allows for changes if necessary.
5.12 Venue will not be undergoing renovations during conference dates.
5.13 Prior to issuing of a Contract for services, the government will require a public health and safety inspection to be completed before date of event.
SW-6 MEAL AND BREAK REQUIREMENTS
6.1 Sufficient food and drinks to attend needs of personnel (120-130 via contract and 350+ via the state of Delaware for a total no less than 425 but no more than 500).
The total required amount of food shall differ as part shall be paid through the contract action, with the remainder to be paid by the Delaware National Guard State Comptroller.
6.2 Continental breakfast (6:45am); Cut Fresh Fruit, Danish, donuts and bagels with condiments. Juices, coffee, hot water with teas

6.4 Lunch (11:00am- 12:00pm): not less than four (4) Create your own deli sandwich to include roast beef, honey ham, turkey breast, corned beef, tuna and chicken salad, sliced cheeses, pickles, lettuce, tomato, mayonnaise, mustard, horseradish. Four potato salad, coleslaw, and garden salad with assorted chips, deserts of brownies.
Soda, ice tea and water. All items will be making your own/self-serve.
6.5 Mid- afternoon break (2:00pm): ice tea, water (not bottled) and cookies.
SW-7 CONFERENCE ROOM AND BREAKOUT ROOMS AND AUDIO VISUAL
7.1 Audio/Visual Support Package (to show power point slides/video) in Main
Conference Room
7.2 A/V system in main conference room to source capable of both computer and DVD player. A minimum number of projection screens to ensure viewing from all locations in conference room.
7.3 Venue to provide Audio/Visual liaison assigned to support DNG Staff
7.4 Podium/Lectern, microphone and stage for main conference room plus the ability to use wireless/wired microphones for question and answer session from the audience
7.5 DNG authorized to bring in additional audio/visual equipment if needed
7.6 Main conference room will have screens to view power point and videos
7.7 Breakout rooms will have audio/visual capabilities for use in breakout sessions.
SW-8 Contract Administration
8.1 Must be registered in Central Contractors Registration (www.ccr.gov), Online Representations and Certifications Applications (https://orca.bpn.gov/), and Wide Area Workflow (https://wawf.eb.mil/) for invoicing.
8.2 Government Purchase Order payment via direct deposit.
SW-9 Tour of Venue
9.1 A site visit will be conducted on 4 January 2017. Further information may be obtained from LTC Angela Showell at 302.326.7075.
SW-10 INFORSEC/OPSEC
10.1 INFOSEC/OPSEC:
Information and Operations Security is everyone’s responsibility. DOD operations at the DEARNG are not for public knowledge and dissemination. Unauthorized disclosure of information and or operations occurring at or by the DEARNG, in any form may cause grave damage to the war fighting capabilities of the United States of America, its military and allies. Contractors are subject to prosecution by the Federal Government under the laws pertaining to such disclosures in any form.
The vendor shall comply with anti-terror standards as prescribed in AT-OPSEC reference AR 381-12 and FAR 52.204-2, by providing a list of staff 2 weeks in advance of the event for proper vetting through accessible databases.
SW-11 CMRA 11.1 Contract Manpower Reporting Application (CMRA):
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Army collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
