About this file

This document is a Questions and Answers (Q&A) sheet for the WAATS Cable TV Service solicitation (RFQ W912L2Q0012). The Q&A provides critical details about the cable TV service requirements for a military facility, clarifying technical specifications and service expectations. Key points include a requirement for cable TV services for 150 TV connections across dormitory and common/break room spaces, with an existing Dish Network Smartbox headend and an RG-11 cable connecting buildings. The service requires standard channel packages including major networks like ABC, CBS, FOX, NBC, and entertainment channels such as ESPN, TNT, and CNN.

The solicitation is a 100% small business set-aside with NAICS code 517112, covering a 12-month base period with four potential one-year option periods. The Arizona Army National Guard is the sponsoring agency, seeking a single comprehensive invoice for all 150 TV connections. Vendors are not restricted to a specific NAICS code, and the government prefers wired connections to mitigate potential communication disruptions from dust and wind. Successful offerors must be registered in the System for Award Management (SAM) and will receive award via Standard Form 1449. The Q&A sheet also confirms existing infrastructure, such as pre-installed coaxial cables, which may simplify service implementation.

WAATS Cable TV Service Q & A Sheet Q1. The RFQ states the existing headend is a Dish Network Smartbox, but further states that TV subscription should be compatible with Technicolor Com 400, (DirecTV product). Does the government desire a new Technicolor headend to be installed?

A1. No we do not require new technicolor headend.

Q2. The RFQ indicates 48 current channels, but requests the capability to have 96 channels. There are several required channels listed, “ABC, CBS, FOX, NBC, ESPN, TNT, TBS, USA, FX, AMC, TLC, CNN, Fox News, CNBC, MSNBC”. Are there any other specific channels that are required?

A2. The smart box we have is expandable up 96 channels, we do not want that many. We are only looking for what would be thought of as a standard package of channels.

Q3. We and our partner DirecTV can meet and exceed all requirements – if the hardware is provided by us at no charge, would your end-users be amenable to these services?

A3. I already have coaxial cable ran to all my locations in our campus environment, no need to install something new. I prefer wired connections the frequent dust and wind storms can effect wireless communications between buildings.

Q4. Is acceptable NAICS only limited to?

A4. No, NAICS 517112 is acceptable. Vendors are not restricted/prohibited from responding if they do not have NAICS 517111.

Q5. Confirming invoice will be one (1) for all 150 rooms via WAWF; rather than 150 individual rooms and the tenants pay for services.

A5. Yes, one invoice with itemized list.

Q6. Is the current programming Dish Networks or DirecTV?

A6. Dish Networks

Q7. Would you provide a photo of the “Smart Box”?

A7. Pictures at the end of this Q&A.

Q8. The total number of TV connections are 150, does the 4TV’s also receive services from the main head-end located in either Bldgs. L4500 or L4530?

A8. One satellite dish, one headend. There is an existing RG-11 cable connecting the buildings. Between the 2 buildings there is approximately 150 TV’s running, most (139) are dorm rooms.
